    The judicial bankruptcy procedure of an individual takes place with mandatory publications about the progress of the bankruptcy case on the website of the Unified Federal Register Fedresurs. Reports on extrajudicial bankruptcy are also made on Fedresurs. All publications about newly-made bankrupts go here: https://bankrot.fedresurs.ru/ - this is the portal of the Unified Federal Register of Bankruptcy Information (EFRSB, a component of Fedresurs).

    In the automated information system (AIS) you will find the latest relevant information on the bankruptcy of citizens, individual entrepreneurs, companies and small organizations. We tell you how to use Fedresurs to search for information about companies and individuals.

    How to check a person for bankruptcy online?

    There is no need to go anywhere and submit documents - information can be found online. The check will help verify a person’s solvency, participate in the case as a creditor, or buy property at auction.

    Where can I view the bankrupt database? We go to the Fedresurs website: https://fedresurs.ru/.

    Fedresurs website, bankruptcy

    Then we go to the Bankruptcy tab and get to the page https://bankrot.fedresurs.ru/. Here is a register where you can check for bankruptcy of individuals.

    Next, enter the person’s TIN in the second field. However, you can check bankrupts by last name. We checked this by entering the random surname “Kovalchuk” into the search field.

    In addition to the Federal Resources portal, information about bankrupts can be found on the following sites:

    • Card index of arbitration cases https://kad.arbitr.ru/.
    • Kommersant resource: https://www.kommersant.ru/.

    You do not have to register for these services - just enter the required information in the search fields.

    How to check citizens

    To check information about bankruptcy of individuals on the EFRSB website, you must enter your full name, address, region, category (citizen/individual entrepreneur) into the search field. The search is carried out using INN, OGRNIP, SNILS. The search query will return information based on the data available in the database. If there are no debtors according to the specified criteria, this means that the case has not been initiated against the citizen. On Fedresurs, you can check for bankruptcy of an individual online for free at any time, the register operates without restrictions and does not require a fee for providing information.

    Official website of Fedresurs: interesting information

    The EFRSB publishes information about bankruptcy procedures that are introduced in relation to citizens and companies. The service is called a unified registry because all publications about the progress of bankruptcy are reflected here.

    Publications are submitted to the Unified Federal Register of Bankruptcy Information and to the Kommersant publication. But it is through the EFRSB (aka Fedresurs) that all the small nuances of bankruptcy procedures go through.

    For example, as part of the sale of property:

    • 6-7 publications are submitted to the EFRSB;
    • There are 2-3 publications in Kommersant.

    That is, only “important” publications are included in Kommersant: about the beginning and completion of the procedure and about bidding. The EFRSB even includes messages about the meeting of creditors, assessment reports and moments during the process.

    The website https://bankrot.fedresurs.ru/ has developed a search platform that allows even the most inexperienced users to quickly find data. In general, only information on bankrupts is published in the register. You won't find the data if:

    • enforcement proceedings have just been launched against the debtor;
    • the person has just filed an application for recognition of insolvency, but the court has not yet considered it.

    The EFRSB portal was created to protect the interests of creditors and provide a wide range of people with the opportunity to learn about the debtor’s bankruptcy.

    According to the provisions of Law No. 127-FZ On Bankruptcy, the debtor is obliged to prepare a list of creditors. After the start of the procedure, the manager notifies creditors about the implementation or restructuring of debts. This is necessary to give them time to be included in the register of creditors.

    Creditors will have 2 months to submit applications to the court for inclusion in the register. If a person misses this deadline without good reason, it will be impossible to join later. In case the debtor forgets some creditors, public publications are made.

    The database also includes information about people who:

    • go through bankruptcy in court, through an arbitration court;
    • declare themselves insolvent through the MFC.

    The EFRSB is widely used by banks and other financial institutions. First of all, MFOs and banks check potential and existing borrowers for bankruptcy.

    The following are authorized to make entries in the bankrupt register:

    • notaries;
    • competitive bidding operators;
    • arbitration and financial managers.

    If errors are suddenly made in the records, responsibility rests with the person who made them.

    What do they indicate on the state website for bankruptcy of individuals?

    The open database on bankruptcies in the EFRSB contains the following information:

    1. Full name of the person against whom bankruptcy proceedings were initiated.
    2. Date of birth and city.
    3. Region and arbitration court in which the bankruptcy case is heard.
    4. TIN and SNILS.
    5. Place of registration.

    If the bankrupt previously had a different last name, it is indicated in the register.

    As the process progresses, messages are published in the database that have information about a specific bankrupt. For example, we selected a random debtor with the last name Kovalchuk and went to the page. Here we see:

    Example of searching by last name

    This is how declarations of insolvency are submitted to the EFRSB. All the data we talked about above is described here.

    The screenshot shows messages that are related to citizen Kovalchuk.

    Information on the case

    If you follow the link to the Final Report, you will find out that the debt restructuring plan has not been approved. Conclusions of the financial manager:

    • No signs of deliberate bankruptcy were identified;
    • Signs of fictitious bankruptcy have not been identified;
    • It is advisable to petition the arbitration court to introduce a procedure for the sale of a citizen’s property.

    Thus, we learned that the citizen is undergoing bankruptcy proceedings, and in the near future the sale of property will be introduced against him.

    The publisher in both cases is the financial manager. The bankruptcy case number is also indicated so that you can find it on the cad.arbitrator.

    This is a federal portal - debtors from all over Russia are represented here. In the courts, information from the Fedresurs.Bankruptcy portal serves as clear evidence. For example, if you need to hold a person accountable for dishonest behavior.

    What information will you find for free in the system?

    In addition to personal information, on the information retrieval website of the EFRSB you will learn about the bankruptcy procedure for individuals. faces:

    • appointment of a financial manager, indicating his full name and contact information, detailed information about the financial manager: length of service, term of membership in the SRO AU, and so on;
    • terms and procedure for bankruptcy auctions;
    • information regarding debt claims;
    • time and place of meetings of participants in bankruptcy proceedings;
    • lots in auction;
    • procedure for submitting applications for participation in tenders;
    • reports from the financial manager on the premeditation, fictitiousness of bankruptcy, on the existence of grounds for challenging the transaction, on the results of the inventory (inventory of property);
    • information about complaints against the financial manager or the auction organizer.

    If you have difficulty finding information in the state register, you can use the “Help” tab. You can also call our specialists - we will help you navigate the system for free.

    Who looks at bankrupt cards on the single portal of the EFRSB?

    People are filing for bankruptcy more and more often. Arbitration courts are inundated with applications from individuals to write off debts. The loan burden is growing, incomes are falling, and cuts are taking place. The pandemic has hit solvency and provoked a sharp increase in the number of applications for recognition of insolvency.

    The Fedresurs portal is used by financial managers, debtors themselves and their creditors.

    In addition to the participants in the case, information on the portal is sought by:

    • companies that plan to cooperate with an unverified counterparty;
    • banks and other financial institutions;
    • employees of bankrupt companies;
    • brokers and bidders.

    They are mainly interested in information about the debtors: when the procedure began, when the auction was scheduled, which lots are put up for sale, whether there is a risk of challenging the transactions, and so on. In addition, companies want to make sure whether the new counterparty is going through bankruptcy proceedings or whether they are currently going through it.

    This source is also important for bankers: whether the potential borrower is going through bankruptcy and whether he has been declared bankrupt in the last 5 years. You can quickly find out whether a person is insolvent by a court decision or the MFC only on the Fedresurs portal. There is no need to pay for information.

    Where to get information about the future bankruptcy of an organization

    Open sources of information, a set of data from them, will allow us to draw some conclusions about the likelihood of future bankruptcy:

    1. Information from company employees, even in the form of rumors and speculation.
    2. Balance sheet of the counterparty, at least for the past year and its analysis.
    3. Information systems for data on legal entities, for example, SPARK, Kontur.Focus.
    4. File of arbitration cases.
    5. Industry reports.
    6. Own assessments of typical problems and operational performance indicators of the counterparty.
    7. Weak signals from any source, including the media.
