Types of fire safety training
There are 5 types of such instruction, which are enshrined in the Order of the Ministry of Emergency Situations of Russia dated December 12, 2007 No. 645:
- induction is carried out when employees are admitted to the organization (not necessarily individually) in a separate room using special visual aids and training materials, ends with training actions to extinguish a potential fire and a survey on knowledge of fire extinguishing means and personal protection. Applies to seasonal workers, students undergoing internships, and business travelers;
- Initial on-the-job training takes place with each employee separately, introducing them to the immediate work environment. During the training, practical skills in the use of fire extinguishing agents are developed, actions in case of fire, rules of evacuation and emergency assistance to victims are demonstrated;
- repeated testing is carried out at least once a year, individually or with a group of employees using the same type of equipment. All employees without exception must listen to it and confirm their knowledge. Workers in fire-hazardous industries test their knowledge once every six months;
- unscheduled, as a rule, caused by changes in the technological process, violations of fire safety requirements, interruption of work, information about accidents at similar production enterprises, or the identification of insufficient knowledge of workers;
- The target takes place when performing one-time dangerous work, explosive work using fire, eliminating the consequences of accidents and disasters, holding public events and excursions at the enterprise.
Why do you need a logbook for safety briefings?
At an enterprise of any form of ownership, five types of briefings are carried out:
- introductory;
- primary;
- target;
- repeated;
- planned.
In accordance with the requirements of Decree of the Government of the Russian Federation No. 1479 dated September 16, 2020, owners and managers of enterprises establish a fire safety regime at the facility entrusted to them. One of the forms of reporting on its compliance is the log of safety briefings. Its form is developed based on the sample published in the Fire Safety Standards, approved by order of the Ministry of Emergency Situations of the Russian Federation No. 645 dated December 12, 2007. The book is a confirmation of the training carried out at the enterprise and is important for each individual link:
- for management - as a reporting document during scheduled inspections or at the time of investigations conducted by the emergency commission in the event of fire-related accidents;
- for employees - as confirmation of the right to perform certain work;
- for regulatory authorities - as the main document indicating compliance with fire safety rules at work.
For the absence of a briefing book in accordance with Art. 20.4 of the Code of Administrative Offenses of the Russian Federation, when a violation is detected for the first time, the head of the enterprise is given a warning, and if it is repeated, a fine of 150-200 thousand rubles for legal entities and 6-15 thousand rubles for individuals. If the enterprise has a special fire safety regime, fines are doubled.
Logging Rules
The fire safety briefing log contains:
- date;
- FULL NAME. instructed;
- the year of his birth;
- profession, position;
- type of instruction;
- FULL NAME. instructing;
- signatures of the person being instructed and the person instructing.
The document is stitched, laced and numbered before use. It is also necessary to seal the magazine by gluing a paper strip to the ends of the lacing indicating the number of numbered and laced sheets. The stamp should fall partly on the seal and partly on the last page. The accounting document is certified by the signature of the manager.
How is the fire safety briefing log kept?
Entries are made in the fire safety briefing log after all instructions have been completed: introductory fire safety instructions, primary fire safety instructions, repeated fire safety instructions, unscheduled fire safety instructions and targeted fire safety instructions. The frequency of making entries corresponds to the frequency of instructions. However, OT instruction does not replace any of these instructions.
The log is filled out by the person conducting the instructions. It could be:
- safety engineer (introductory, unscheduled);
- person responsible for industrial safety in an organization or division (all types);
- head of the organization (introductory);
- the immediate supervisor of workers or the work they perform, for example, a foreman (all types except introductory).
Before the start of instructions and entering information into the log, the person in charge must undergo fire safety training. Persons involved in fire and explosion hazardous industries undergo this type of training annually, others - at least once every 3 years.
The signatures of the instructor and the person to whom the instruction was given are affixed immediately after the knowledge test upon completion. Leaving empty cells or entire lines “for later” is prohibited. The instructor's signature means that instruction was given to a specific worker. The worker's signature confirms that this was indeed the case. Therefore, it is not recommended to log workers’ data in advance. A person may not show up for the briefing or quietly leave in the middle of presenting the topic (if the briefing is carried out for a group of workers). As a result, the information will not be transferred to him completely, and there will be empty spaces in the journal.
What will change after the new order comes into force?
According to Order No. 806 of the Ministry of Emergency Situations of Russia dated November 18, 2021, enterprise managers are given the right to independently determine the procedure and timing for training employees in fire safety measures. From 01.03.2022, persons responsible for ensuring fire safety will receive additional professional education instead of training in fire-technical minimum programs. To do this, managers will send specialists for advanced training or professional retraining.

Sample fire safety briefing log (sample according to order No. 645)
If for labor safety instructions you have to keep 2 journals - one for introductory briefing on labor protection, the second - for other types of labor protection training (we provided a sample of each of them in previous articles), then only one journal is needed for fire safety instructions . At the same time, in organizations, for ease of filling out, a similar division is practiced. In this case, the form of the document (contents of sheets/pages) remains the same.
Thus, depending on the size of the company and the specifics of its business activities, a fire safety briefing log can be kept:
- in a single copy - one for the entire production, company;
- in several copies - one per unit, brigade, shift;
- 1 for all instructions;
- 1 for introductory, and 1 or several for other types of instructions.
The number of “journal books” used by the organization, the contents of each sheet and the requirements for filling it out and making entries are listed in the current document.
A sample fire safety briefing log is given in Appendix 1 to Order No. 645 of the Ministry of Emergency Situations. The standards for training in fire safety measures set out there do not say anything about the fact that the sample fire safety log provided is exemplary, and the appendix in which it is given is advisory, therefore, when printing logs “manually”, this sample must be followed in every detail.

Preparing the journal for filling
Before keeping a fire safety log, make sure it meets the established requirements.
Firmware
The lacing instructions described below will help ensure convenient entry of results on all pages:
- Make holes (if there are none in the original form of the book);
- Pass a thin thread from the side of the title page; as lacing material you can use stitched nylon thread, twine, linen cord, etc.;
- Release the ends on the last sheet or back cover of the document;
- The ends must be at least 5 cm long to ensure complete freedom when turning pages.
Assurance
Fix the ends of the thread to the cover and apply a piece of paper on top containing the following information:
- Number of pages (sheets) of the document;
- Date of filing and fixing of the sticker;
- Information about the instructing person (full name, position/profession), as well as his signature.
Place the organization's seal on the dried piece of paper so that the imprint is present simultaneously on the sticker and the base (cover or sheet).
Numbering
The number must appear on each page. The counting is carried out from the title page or the first page with the table. Numbering can be done by hand, using a stamp or machine printing (put down immediately after printing).
Lost journal
For cases where, due to specific circumstances, the enterprise lost the fire safety briefing log, instructions, training programs or other fire safety documents, a procedure has been established for restoring the documentation.
The employer can restore instructions and training programs from a preserved copy on electronic media, or by requesting a copy of a copy submitted to the regional office of the State Fire Supervision Service. In the same way, it will not be possible to restore the Fire Safety Instruction Logbook, since it is kept in a single copy, so the employer must create a new Logbook.
To do this, the head of the enterprise must follow the following procedure:
- draw up a Report on the loss or loss of the Briefing Logbook (in any form, signed by three officials, approved by the head of the enterprise, a certificate from the relevant service and other documents confirming the fact of the event as a result of which the Logbook was lost must be attached to the Loss Report);
- issue an administrative order for the enterprise ordering the restoration of lost documents (a complete list is indicated), as well as the creation of new briefing logs;
- create new safety training logs and enter the names of all employees in them;
- conduct training for employees (starting with introductory training and all subsequent ones that are necessary for a specific specialty). Make a record of the briefing in the Journal. Certify the recording with the signatures of the instructor and the instructee.
Registration logs of briefings, according to the order of the Ministry of Culture of Russia dated August 25, 2010 No. 558 (clause 870), must be stored for 3 years. However, this setting should be interpreted correctly - the period is set not from the moment the journal began, but from the moment the last entry was made in it. That is, the Fire Safety Instruction Logbook for 2022 can be archived not in 2022, but only after three years after the last entry is made, about which the end date must be recorded on the title page of the journal by the responsible person Magazine.

Fines for missing a journal
The absence of a registration log as confirmation of the fact of the PPI is interpreted as a violation of the requirements for ensuring food security. There is an administrative fine imposed under Art. 20.4 Code of Administrative Offences. The amount of the sanction is determined by the level of responsibility of the persons and the presence of conditions of increased fire danger.

Along with administrative sanctions, criminal liability is provided. Punishment measures that cause harm to health are indicated in Art. 219 of the Criminal Code of the Russian Federation. Preventive measures are provided for persons responsible for the conditions of industrial safety.
Storage periods, disposal of accounting books
Logbooks for registration of safety training are included in the list of standard archival documents determined by Order of the Ministry of Culture of the Russian Federation dated August 25, 2010 No. 558. The shelf life of the book established by the Order is 3 years. The termination of the storage period begins on January 1 of the year following the year of completion of records management (termination of records).
After the end of the archiving period, the document must be disposed of. A special commission is organized at the enterprise. Disposal is carried out in the presence of persons and with the simultaneous drawing up of an act. The document reflects the start and end dates for maintaining the accounting book, the members of the commission present, and the method of disposal. The act is a full-fledged document and must contain the name, date of preparation, signatures of the participants with a transcript. The act is approved by the head of the enterprise.
