The work book is the main document confirming work experience. It displays all the information about all places of work and positions held for the entire working life of a Russian citizen. There are attempts to falsify work experience data to make it more profitable, while some try to change the reason for dismissal.
To combat counterfeiting, FSUE Goznak of the Russian Federation has been producing a special hologram for more than ten years that protects data from counterfeiting. What it is and how to use it to protect your work record data will be discussed in this material.

What is a hologram for a work record?
A hologram is a glossy, iridescent paper that depicts a double-headed eagle, which is the official symbol of Russia. It has a round shape and does not exceed two centimeters in diameter. The sticker is intended for one-time gluing into a document. The hologram can only be glued once onto a document form; it cannot be torn off without damage.
The hologram is not sold separately, but comes complete with a work book form and is a protected type of printing product.

Why is it needed?
A sticker in the form of a hologram for a work record book was created by the Federal State Unitary Enterprise Goznak of the Russian Federation to further protect against possible attempts to tamper with data on the part of the owner or third parties. There are two main functions that a hologram performs:
- confirmation of the authenticity of work records;
- protection against unauthorized corrections.
When did they start to be used?
Work books of a new type, which provide for the use of holograms, first appeared in 2008. However, you can still find work books on sale that do not come with a set of stickers.
Peculiarities
There are several features of gluing a hologram into a work book:
- Most often, the hologram is pasted onto the title page of the work book or its insert.
- The sticker is placed in places where it is protected from counterfeiting, according to the recommendations of the Federal State Unitary Enterprise Goznak; it can be protected from counterfeiting by:
- assigned work book number;
- seal of the organization that issued the work book;
- employee signature;
- signature of the employer or HR employee.
- other identification data at the discretion of the personnel officer or director of the organization.
- Immediately before applying the sticker, you need to make sure that it hits exactly those elements that need to be protected. The hologram should not have folds after gluing.
Important! It is not recommended to use stickers that are defective. All of them invalidate the document.
- The hologram must be pasted in a vertical position, it should not be turned on its side or upside down.
- The hologram must be glued strictly by an employee of the organization who has the authority to do so.
- In case of unsuccessful gluing of the hologram, the entire work record book may need to be replaced.
- It is allowed to stick from one to six stickers in one work book. According to the letter from FSUE Goznak, it is impossible to place a larger quantity.
- Holograms should be placed only in work books of a new type, where there are specially designated places for their placement.
Legal regulation
There are no legislative acts in the Russian Federation that would regulate the scope of use of holograms to protect work records from unauthorized changes. The only official document regulating the use of this means of protection is the information letter of the Federal State Unitary Enterprise Goznak dated January 27, 2007. It also doubles as instructions.
No legal act states that this means of protection is mandatory for use; accordingly, it can be used at the request of the employer.
A work book without a hologram has the same legal force.
Where to stick the hologram
For example, an employer purchased documents with a hologram for the purpose of hiring new employees. In this case, he may have a question: where to paste the hologram in the work book? The security mark is usually pasted on the title page of the working document in the place that is planned to be protected from forgery (according to the recommendation of Goznak dated January 27, 2008). This may be a work number, a seal or signature of the employer, or the signature of the owner. However, there are no direct indications of such methods of gluing a hologram. Therefore, if it is necessary to use an additional degree of protection, the employer has the right to resolve the issue at his own discretion.

There are no clearly defined rules regarding the use of a hologram, however, it is common practice among HR workers to use an established practice in which there are places where stickers are most often placed.

Is a work book valid without a sticker?
The current legislation did not establish mandatory requirements for the installation of holograms. The use of stickers is simply an additional way to protect against counterfeits. Work books that do not have holograms also continue to be considered valid.
If additional control is needed in the personnel department, then the use of holograms allows you to guarantee the authenticity of the signature on the document from the moment of its creation.
For example, the actions of your HR employees do not inspire confidence in you. You may require the use of holograms when filling out cover sheets. It will no longer be possible to peel off the sticker and forge the signature.
Where can I get a hologram for a work record?
As noted above, holograms are distributed only together with work books. Therefore, the only way to obtain the required number of holograms is to purchase new forms of work books. Each new form comes with 6 stickers. Not all organizations are allowed to sell these products. The following organizations are allowed to distribute work books:
- who have an agreement with FSUE Goznak or its official intermediary organizations;
- having the right to work with secure printing products, as well as with strict reporting forms.

The low popularity of this means of protecting a work record and its infrequent use among personnel workers, as well as the uncertainty in the area of legislative regulation of its use, form vague prospects for the future of holograms.
Who has the right to distribute
Due to the fact that work books and security holograms are protected type printing products, and their production is exclusively the responsibility of Gosznak printing houses. The following organizations can sell such products:
- those who have entered into or currently have an agreement with FSUE Gosznak or its official representative offices;
- organizations that have a license to work with samples of printed products that fall under the category of strict reporting.
Purchasing products from printing houses and organizations not included in these categories is not recommended.
Negative consequences affect both the employee, the personnel department employees, and the employer himself.
What is a hologram and is its use mandatory?
A hologram is a special sticker pasted into a document to protect it from changing the information contained in it. It is impossible to carefully remove the hologram and correct the information contained in the document - an attempt to unauthorizedly correct the information will be visible to the naked eye.
In para. 2, paragraph 46 of Government Decree No. 225 states that the forms of the work book and the insert in it have the appropriate degree of protection. The current legislation does not contain information about how the work book is protected. The use of holograms to ensure the safety of information contained in the work record book is also not regulated by law.
In February 2011, an explanation was published on the official website of the Ministry of Finance of the Russian Federation regarding the mandatory use of holograms in order to protect the information contained in the work book. However, this clarification was not presented in the form of an official document.
According to the sources cited, the hologram is an additional element of protection, and its use is not mandatory for the employer. This position is fair, since not a single norm of labor legislation establishes the employer’s obligation to use a hologram.
In addition, there is no option to purchase security holograms. Holographic stickers are an appendix to labor record book forms issued by Goznak and are given to employers only in combination with them. The use or non-use of holograms is the will of the head of the organization. The work book has the same legal force regardless of the presence or absence of a hologram in it.
New work books with a hologram
A holographic image (hologram) refers to a three-dimensional image that is created using a laser. Protective stickers of this nature are used everywhere in some areas of life, while in others they are just beginning to come into use.
The holographic sticker in the work record book has several purposes:
- Increasing the image status of an enterprise that uses ultra-protection of personal or other data of enterprise employees using holographic images.
- Direct protection of information on one or another paper medium. First of all, the hologram confirms that the citizen has an original document, the information of which is completely true.
Laser imaging is mainly used to ensure that the document cannot be counterfeited in any way. No fraudster has ever been able to reproduce original government holograms, so there is no need to talk about a high degree of information security. It is not possible to purchase a hologram in the public domain; only an organization with a special order can obtain the opportunity to use holographic images as an additional measure to protect work records. Each sticker is accountable; you cannot stick them wherever you want - only to protect the information in the work book.
On the territory of the Russian Federation, the hologram is presented in the form of a double-headed eagle - the state symbol of Russia. The used stickers in the labor report confirm that the information entered is true, is not subject to change or other amendments, all information was obtained on the basis of relevant documents.
