What is OKPD2?

The abbreviation OKPD stands for “All-Russian Classifier of Products by Type of Economic Activities.” Each product that is produced or service that is provided corresponds to a specific item from OKPD2. The product standardization system in Russia is built on the basis of the classification adopted in the EEC countries.

The classifier is used for various purposes, for example, for statistical research, in the preparation of regulatory documents. One of the important functions of the code is use in government procurement. Moreover, knowledge of OKPD2 of the product is required by both parties.

To the customer:

  • To create a purchase identification code. This code consists of 36 digits and includes part of the OKPD2 code (30-33 digits). For example, if mineral water is purchased as part of a government order, it will include the first four digits of OKPD2 - 11.07.
  • To prepare documentation for the tender, for example, a schedule.
  • To place data in the EIS.

To the participant:

  • To determine what type of product it belongs to, and, therefore, in what government procurement it can participate.

For some categories of suppliers or certain goods and services, there are restrictions or, conversely, advantages when participating in government procurement. In this case, customers are guided by OKPD2 codes, which are listed in the relevant government regulations. For example, Government Decree No. 102 of February 5, 2015 establishes restrictions on the purchase of medical products from other countries.

Why is the OKPD 2 classifier needed?

There are so many categories and forms of products produced, services provided and work performed that it is easy to get confused in the designations. To avoid confusion in the items of goods, works or services sold and produced, a specialized codifier was developed.

OKPD 2 stands for All-Russian Classifier of Products by Type of Economic Activity. The classifier helps determine what types of goods, works or services a merchant can sell when engaged in a specific type of activity. The current OKPD 2 2022 with a breakdown by type of activity is used for the following purposes:

  • in the legislative activities of the state: the classifier is used to introduce current legal regulations, for example, tax benefits;
  • at the stage of creating an economic entity: the businessman determines the type of activity that will bring him profit;
  • at the planning and budgeting stage: the established organization determines the taxation regime in accordance with the selected types of activities and the categories of products, works or services sold;
  • in the life of an economic entity: in the development of BSO and certain types of primary documentation;
  • in reporting: codes are widely used in a number of statistical forms and reports.

Along with OKVED, the OKPD classifier is used by economic entities at almost all stages of their activities. In addition, the updated code became popular when legislation in the field of procurement activities changed. Now customers draw up technical documentation for procurement in strict accordance with OKPD 2. The code is also used by contractors and procurement participants. For example, in searching for lots and orders using codes corresponding to their type of activity.

Structure of the OKPD2 classifier

The OKPD code can contain from two to nine characters. Each additional number clarifies the content and ultimately leads to a specific product or group of goods or services. In the European coding there are only six characters to designate products. There are three more signs for the Russian economy. Let's look at an example:

For the product from the example, a special subcategory has been allocated in the classifier. Sometimes a category does not contain additional division into subcategories. Then the last digit of the code is 0. For example, 17.24.11.110 is OKPD for the product “Wallpaper”.

For some types of products, division into categories is not provided. In these cases, the code is in the format XX.XX.XX.000. For example, 17.24.12.000 means the product “Textile materials for gluing walls.”

What the code looks like

The classifier itself is a specific cipher, which consists of a set of symbols. The minimum value of characters in the code is 2 - “XX”. And the maximum number of characters is 9 - “ХХ.ХХ.ХХ.ХХХ”. The meaning of the codes is determined from the general (generalized indicator of the group) to a more specific detail of information.

Why is it important to choose the right OKPD2 code?

Situations arise when the customer indicates an incorrect OKPD2 in the procurement documents. The Letter of the Ministry of Economic Development of the Russian Federation dated February 17, 2016 No. D28i-344 states that administrative liability for incorrect OKPD2 is not provided. However, the same document notes that the control function in the contract system is performed by the FAS RF.

If it turns out that due to an incorrect choice of OKPD2, the customer has limited competition and chosen the wrong procurement method, sanctions will follow. Thus, for asserting an incorrect method of identifying a supplier, a fine is imposed:

  • 30,000 rub. – in competitive procurement;
  • 50,000 rub. – in procurement from a single supplier (clauses 1 and 2 of Article 7.29 of the Code of Administrative Offenses of the Russian Federation).

A government procurement participant should know the exact OKPD2 code of his products in order to more accurately customize his procurement search and know what restrictions or advantages apply to his products.

Compliance with OKPD and OKVED

In practice, OKPD codes are used together with OKVED - economic activity codes. The difference between them is quite simple: OKP describes products or services, and OKVED describes the activities of its production or provision. They differ in the number of characters. In OKPD2 the number of numbers can reach up to 7, but in OKVED, as a rule, it is limited to 4.

Converting OKVED 2 to OKPD2 using online tools is currently impossible. A search for all services from the top search results shows that so far only translations from OKVED to OKVED2 and from OKPD to OKPD2 are available. Determining OKPD 2 according to OKVED 2 online is only possible manually. In reality, this is not difficult: the codes have the same first digits. For example:

  • OKPD2 58.11 - “Publishing services”;
  • OKVED 2 58 - “Publishing activities”.

There is currently no ready-made compliance table for OKPD 2 OKVED 2. It was difficult to find and cumbersome document. Therefore, look for codes in classifiers by the first digits. It takes no more than 1 minute.

Certification

All-Russian classifiers are used to group products and activities into specific structured lists for further classification and identification.
Previously, on the territory of the Russian Federation, the main classifiers of products and economic activities were OKP, OKPD, OKDP, OKVED. At the moment, these classifiers are still in effect, but starting January 1, 2015, they will be abolished. In accordance with the Order of Rosstandart (Federal Agency for Metrology, Standardization and Certification) No. 14 dated January 31, 2014, two new classifiers began to operate on the territory of the Russian Federation on February 1, 2014:

  • OKVED2 OK 029-2014 (NACE Rev.2) – All-Russian classifier of types of economic activities;

At the moment, these classifiers (All-Russian Classifier of Types of Economic Activities and All-Russian Classifier of Products by Types of Economic Activities) are used on an equal basis with OKP, OKVED, OKPD and OKDP.

But from January 2015, only in accordance with them will the identification and classification of products and economic activities be carried out. OKPD2, as well as OKVED2, are classifiers that are used in our country for various processes - including for classification, for the development of regulatory documents, for government supervision and assessment, for the preparation of statistics, for certification, declaration, licensing and others types of quality confirmation.

Classifier OKVED2

The OKVED2 classifier, or OK 029-2014 (NACE Rev. 2), was introduced into force by the same Rosstat Order dated January 31, 2014 No. 14-Art. The full name of the document is “All-Russian Classifier of Types of Economic Activities.” He canceled the previously existing codes of activities under OKDP. The directory is intended for coding and classification of types of economic activities; it uses hierarchical and sequential coding methods. The structure of the classifier consists of a number of elements: class, subclass, group, subgroup, type.

Entrepreneurs select codes from the OKVED 2 directory that most closely correspond to the selected types of activity. These codes must be indicated in the application submitted to the registration authority. One of the codes is the main one (this activity accounts for the largest part of the revenue), the rest are additional.

The OKVED code must consist of at least 4 digits; to display a more narrowly focused type of activity, codes with a larger number of characters can be used. OKVED coding is used by all organizations and individual entrepreneurs without exception.

What are OKPD codes?

Assigning OKPD codes, unlike OKVED, is not a mandatory process. An organization can independently assign codes to its goods or services by selecting the appropriate ones in the classifier. Exceptions are the process of product certification (both voluntary and mandatory) and participation in tenders for public procurement.

The use of directories created on the basis of OKPD makes it possible to reduce the number of discrepancies and errors in the systems of electronic interaction of state enterprises with suppliers of goods and services. The digital expression, unlike names, does not allow for discrepancies.

In the current directory, the forms of ownership have been clarified. The codes provided for in OKPD can be entered into documents confirming the shipment of goods, performance of work, and provision of services.

Basic information about the OKPD2 classifier

OKDP code - what is it? Let us note once again that previously this code was selected from the old classifier of activities and products OK 004-93, which was valid until 2022. Today, updated codes from the OKVED2 and OKPD2 directories are used instead.

Classifier OK 034-2014 (KPES 2008), or OKPD2, was approved by Rosstat order No. 14-st dated January 31, 2014, and came into force on January 1, 2017. The full name of the directory is “All-Russian Classifier of Products by Type of Economic Activity.”

OKDP codes in 2022 (more precisely, OKPD) are used by all individual entrepreneurs and organizations in Russia, but if OKVED encodings corresponding to the types of activities of the subject are mandatory registered in the registers of the Unified State Register of Legal Entities and the Unified State Register of Individual Entrepreneurs, then OKPD codes do not require such registration.

OKPD2 includes various types of activities for the production of products and the provision of services, all of them are divided into qualification groups. The classifier is part of the classification system of economic statistics and helps automate the accounting and collection of statistical data. It was developed by the Russian Ministry of Economic Development taking into account the fact that in the future the Russian statistical system will be completely similar to the international one. Each type of product or service is assigned a specific code in the classifier. The directory is freely available on the Internet; anyone can download it.

The territorial divisions of Rosstat do not assign OKPD product codes and do not issue any supporting documents - the encodings should be looked for in the OKPD2 classifier yourself.
