Form No. 3, registration at the place of stay: sample filling

In Russia, every resident of the country must have registration. It can be different - temporary or permanent. The bulk of the population is faced with the second type of registration. But the first one is not uncommon. What does a sample form No. 3 (registration at the place of stay) look like? What will be required to obtain this document? Why is it needed at all? We will have to reveal the answers below.

Who is eligible?

Who is issued Form No. 3? Registration at the place of residence (a sample certificate will be provided later) is most often carried out in relation to foreigners and stateless persons. According to current laws, they cannot have permanent residence in Russia.

Citizens of the Russian Federation have the right to obtain both temporary and permanent registration. It all depends on the circumstances. For example, you can have two registrations at the same time. This is possible if a person moved to another region for several months to earn money.

What is it for?

As a rule, the following citizens need temporary registration:

  • Foreigners;
  • stateless people;
  • citizens of the Russian Federation who moved to another region for a long time.

This document allows a person to live in a particular region legally and on an equal basis with its permanent residents. Also, having a certificate opens up a lot of familiar opportunities for a citizen.

For example, an individual receives the right:

  • use the services of clinics and inpatient medical institutions;
  • place children in kindergarten or school;
  • prepare the necessary documents;
  • receive social payments and enjoy benefits;
  • quickly obtain bank approval for a loan;
  • apply for a job.

If the above points are not important to a person, this does not mean that he can neglect the registration of temporary registration. If a citizen lives in a place of temporary stay for more than 90 days and has not bothered to obtain a certificate in Form 3, he may be subject to administrative liability, which involves a fine of 1,500 to 2,500 rubles.

An employee of the Ministry of Internal Affairs has the right to check the presence of a certificate and, if it is not there, draw up a protocol.

View

What type is the correct sample of form No. 3 “Registration at the place of stay”? The answer to this question interests many visitors to Russia.

The point is that the document being studied externally resembles the most ordinary certificate. It is printed on A5 paper and does not have any state marks. Paper color - white.

To confirm the validity of the form, it is stamped by the organization issuing the document, as well as the signature of the head of the relevant body.

Is it necessary to use the T-3 form?

The staffing table in form T-3 was fixed by Resolution of the State Statistics Committee of Russia dated January 5, 2004 No. 1. All unified forms have ceased to be mandatory for use in work since January 2013. From this moment on, company managers received the right to work with independently created forms. It has become possible to supplement existing unified forms with new details.

In most cases, business entities use the T-3 form, since it is familiar to many accountants, experienced personnel officers, and employees of inspection departments and contains all the necessary data. And what's the point of reinventing the wheel?

Important! Management decides which forms the business entity will use, unified or developed independently. The choice must be recorded in the company’s accounting policies using a separate order to make appropriate changes there.

Content

Form No. 3 (registration at the place of stay) contains a variety of information. Usually it indicates the registration address.

More precisely, here you can see:

  • Full name of the registered person;
  • place of residence;
  • registration validity period;
  • date of birth of the document owner;
  • passport number and series (if any);
  • birth certificate number (for minors).

There is no further information in the document. It must be worn by the registered person along with their ID card.

Is it possible to buy a certificate?

As long as there is demand, there will be supply. Internet sites are full of advertisements about the opportunity to buy registration in Moscow, the Moscow region (for example, in Mytishchi) or other megacities. You need to understand that such offers are the services of scammers.

Those who decide to buy a registration certificate will receive a document that is absolutely identical to the original in appearance, but is completely illegitimate. Any check will instantly reveal a fake, since the numbers of Form 3 forms are strictly recorded.

If you need to register temporarily, it is easier to pay the homeowner for the registration service in his house than to purchase false documents.

Important! If fraud and a false registration certificate are detected, criminal liability falls on both parties to the transaction: the buyer and the seller.

Form 3 balance sheet

Form 3 of the balance sheet is the statement of changes in equity. It contains information about the equity capital of the organization, which includes (clause 66 of the PBU on accounting and accounting, approved by order of the Ministry of Finance of the Russian Federation dated July 29, 1998 No. 34n):

  • authorized (share) capital;
  • Extra capital;
  • Reserve capital;
  • retained earnings;
  • other reserves.

In addition, the report reflects information on own shares purchased from shareholders.

Form 3 consists of three sections:

1. Capital movement

This is a table that shows the change in the organization’s capital over 2 years (reporting and previous). It shows how the capital has changed (whether it has increased or decreased) and why the changes have occurred.

It's easy to fill out this section. First you need to indicate the balances as of December 31 of the year preceding the previous one. Then fill in the indicators for the previous year and display the capital balance as of December 31 of the previous year. Next, you need to reflect the movement and balance of capital at the end of the reporting year. Indicators are reflected in the corresponding columns and rows. For example, if there was an increase in additional capital due to a revaluation of property, the amount of the revaluation is reflected in the line “Revaluation of property” (column “Additional capital”).

2. Adjustments due to changes in accounting policies and correction of errors

The title of the section speaks for itself: it contains information about adjustments to the amount of capital caused by changes in accounting policies or associated with the correction of significant errors of previous years identified after the approval of last year’s financial statements. It is advisable to fill it out before section 1, since its data is used to determine the indicators of the first section.

3. Net assets

This contains information about the organization’s net assets for 3 years (the reporting year and the previous 2). The procedure for their calculation is determined by order of the Ministry of Finance of Russia dated August 28, 2014 No. 84n.

Features of registration

A photo of form No. 3 (registration at the place of stay) is presented in the article. To obtain it, a citizen must take into account some nuances of the law.

For example, housing ownership plays a role in this issue. The owner has the right to register everyone on his territory. To register unauthorized persons, you will have to obtain the consent of the owner of the apartment or house. His personal presence will also be required.

But when it comes to registering minors, these principles do not apply. A certificate of registration at the place of residence (Form No. 3) is issued even without the consent of the owner, but only if we are talking about registering children with their parents. The thing is that today all minors under 14 years of age are required to register with one of their parents. Therefore, the owner’s consent and presence at this procedure is not required. Discharging the child will be problematic.

Requirements for the placeholder

To complete Form No. 3, you will need to fill out all the fields slowly and carefully.

The first part of the paper obliges you to provide information about the owner of the residential premises where you plan to register, as well as the details of the tenant:

  • The actual address of the apartment where you need to register.
  • First names, last names, patronymics and date of birth.
  • From what date should it be issued?
  • On what basis are they asked to register a citizen (you must provide a document confirming the grounds).
  • Number, series of identity document.
  • Date of submission of documents.
  • How the applicant wants to collect Form No. 3 on the specified date when it is ready.
  • Signature to confirm your intention.

One of the main nuances that you should pay attention to when registering a minor child and an adult is who is the owner of the living space where registration is being made.

If the person being registered is not the owner of the premises, the owner must appear and confirm his permission. If one of the parents is registered at this address, they have the right to register young children without the owner.

The inability of the apartment owner to come to the department does not relieve him of this responsibility. However, if he falls ill, he has the right to send his proxy in his place.

You only need to obtain a notarized document for the right to represent a person’s interests. It's easy to get. If it is available, anyone can replace the owner of the living space.

Where is it issued?

We have studied a sample of filling out form No. 3. Registration at the place of stay, as well as the issuance of the corresponding document, is carried out by certain authorities. Citizens of the Russian Federation can decide for themselves where to turn for help.

It is possible to obtain a certificate of temporary registration in:

  • MFC;
  • "My Documents";
  • FMS;
  • migration services under the Ministry of Internal Affairs;
  • passport offices;
  • passport and visa centers;
  • management companies that are involved in servicing this or that housing.

In fact, everything is simpler than it seems. Especially if you discuss the nuances of registration and its timing with the owner in advance.

Which certificate form to use and how to fill it out

The certificate confirms or disputes the cost of construction and installation work performed. If deviations from the original price occur during the execution of the contract, they are reflected in the settlement documents. If necessary, indicate in the certificate:

  • changes in prices for materials;
  • increase in workers' wages;
  • expenses for attracting additional equipment and special equipment;
  • unaccounted transactions previously agreed with the customer;
  • unplanned costs.

The form is unified: a certificate of the cost of work performed and expenses KS-3 is filled out according to the OKUD form 0322001 from Resolution No. 100. The certificate is generated by analogy with the certificate of completion of work: first the title part is filled out, then the table with the calculated indicators.

In the title part, reflect the name and address of the investor, customer and contractor, the name of the construction site and the address of the facility. Enter the number and date of the certificate, indicate the basis agreement and construction period.

In the table, indicate the cost of each type of work on an accrual basis - from the beginning of the work, from the beginning of the year and for the reporting period. Sum up all the lines and output the total cost of the contract. The results are summarized as follows:

  1. Price without VAT.
  2. Dedicated tax.
  3. Price including VAT.

The completed and agreed upon certificate is signed by the heads of both parties or authorized representatives of the organizations. Stamps are placed if organizations use them in their work.

Documents for citizens of the Russian Federation

In order for a person to be issued a valid sample of Form No. 3 “Registration at the place of residence”, it is necessary to contact one of the previously listed authorities. You will have to bring some documents with you.

Namely:

  • ID card (owner and registered citizen);
  • consent to registration;
  • application for registration;
  • title documents for housing (preferably).

Usually this is enough. This list is relevant for all adult citizens of the Russian Federation.

List of documents

When submitting an application, you must provide a number of documents; for citizens of the Russian Federation, the list is limited to the following:

  • identity card (both of the registered person and the owner of the residential premises);
  • consent to registration;
  • statement;
  • documents confirming the right to registration (lease or social tenancy agreement).

The list is small and collecting the necessary papers is not difficult. The only possible problem is the need to bring the owner of the rental property with you. Not all tenants immediately agree to go through this procedure.

For children

A slightly different set of papers will be required if we are talking about registering a child. In this case, the parents of the minor must contact the FMS.

They will be required to:

  • passports;
  • birth certificate;
  • application for registration;
  • certificates of registration at the place of residence of the parents;
  • consent from the second parent for the operation (if mom and dad are registered in different places);
  • a certificate stating that the child is not registered elsewhere (most often required for permanent registration).

Ready! Now all that remains for parents is to give the prepared package of documents and wait for the certificate of temporary registration of the child.

Children over 14 years of age can be registered anywhere. When registering, even temporarily separately from the parents, the previously listed package of papers (for adult citizens of the Russian Federation) is accompanied by both the parents’ consent to the process and the permission of the property owner.

Certificate of temporary registration

A certificate of temporary registration is a document that is issued to those who live at a specific address for a limited period. This rule is implemented under specific conditions.

First of all, it depends on the length of stay. By law, any individual can temporarily stay in a certain territory for ninety actual days. If the interested person intends to stay longer, then before the expiration of the specified period he must contact the territorial authority of the Ministry of Internal Affairs or the passport office and register temporarily.

Purpose of registration

Each person who is temporarily registered is issued a certificate, Form 3, of registration. Such a document is, first of all, a confirmation of the fact that the person actually has the right to be at the specified address, thereby complying with the requirements of the law.

At the same time, such a presence does not deprive the interested party of other opportunities. In fact, living at a different address, each person has the entire list of rights, along with other people.

These include:

  1. Providing emergency care and other medical services.
  2. Signing agreements to obtain a bank loan.
  3. Placement of children in educational institutions.
  4. Admission to study.
  5. Registration of social assistance.
  6. Recruitment.

Since the implementation of these goals requires documentary evidence, each interested person must receive such evidence.

What does the document look like?

The registration certificate is drawn up in the prescribed form. It is a standard form approved by the Order of the Ministry of Internal Affairs of the Russian Federation. Such a sample is mandatory for use during the registration procedure.

Drawing up a certificate of temporary registration in any form is not allowed.

The document itself consists of several parts, each of which contains information of a certain nature. The text also includes mandatory details. For design, half of an A4 or A5 sheet is used. The certificate must have a title that reflects the data of the legal act regulating such a procedure, as well as the form of the document.

For foreigners

How to get form No. 3? Registration at the place of residence for citizens of the Russian Federation is a fairly simple operation. Especially if the homeowner is not against the procedure. Things are more complicated with foreigners.

They will have to present:

  • consent to registration;
  • statement;
  • passport;
  • migration card.

In addition, after issuing a certificate of registration, foreigners will have to annually notify the migration services of their place of residence. The main problem is that not every owner will agree to register a foreigner in his home.

What is the difference between form 3 and form 8

This question is one of the most frequently asked in the field of registration.

Their main differences:

  1. Form 3 (temporary registration) is issued as a certificate and has no legal force without a passport. Form 8 is inserted into the identity document itself as a stamp.
  2. Form 3 is issued only for a period of up to five years. After which it is canceled on its own. Form 8 is a permanent document. Only the citizen himself has the right to cancel it. This is done when changing your permanent place of residence.
  3. When receiving the first option, you will need to persuade the owner of the property to allow receiving this document. The second option will not require this, because in most cases it is issued for your home.

Another important point is: people who have a stamp in their passport are required to obtain Form No. 3 when visiting another city in the Russian Federation. If the period of stay in the new place exceeds 90 days. In this case, the citizen will have 2 forms at the same time.

Need to know! You can receive Form No. 8 not only in your real estate. In some cases, it is issued for the owner’s home. In such cases, a compelling reason is required. The most common document is an indefinite lease of premises.

Advantages and disadvantages

What does this form provide:

  • Makes equal members of society, on a par with holders of Form 8.
  • Quick recovery of documents in case of loss.
  • Assistance in employment. Large companies do not want to hire people who do not have this certificate. Although there is no legal reason to refuse, according to practice they prefer not to call back after the interview;
  • Helps with registering your car.
  • Completely free assistance from qualified doctors in district and city hospitals. You will only need to submit your passport and Form 3. This does not apply to private clinics.
  • Without it, it is difficult to enroll a child in kindergarten, since most institutions oblige parents or guardians to submit this certificate.
  • It is even more difficult to send to school because they are more demanding of this paper.

Having registration opens up a wide range of opportunities for a citizen, but it is not without its drawbacks.

Minuses:

  • The maximum period is only 5 years.
  • The amount of utilities will increase.
