Why do you need form 3-inform
The report is submitted to summarize information on the use of information and computer technologies for the purpose of statistical monitoring of the development of this industry.
High-tech industries receive special attention: tax breaks and government subsidies are provided for such companies. IMPORTANT!
Legal entities are required to submit statistical form 3-inform to the statistical authorities at the place of registration. The form and instructions for filling out 3-inform in 2022 were approved by Rosstat order No. 463 dated July 30, 2021.
Nuances of registration, deadlines, responsibility
When filling out 2-information, you should be guided by the Instructions for filling out, approved. Order No. 463. If digital technologies were not used, enter the data in the title and the required lines. For the remaining empty lines, zeros and dashes are not required.
Submission period is from February 15 to April 1. For untimely submission or unreliable information, officials and organizations face a fine under Parts 1 and 2 of Art. 13.19 Code of Administrative Offences.
If errors are found, an adjusted version of the reporting must be submitted. The territorial body of Rosstat, if it found errors, will send for 3 slaves. days notification. After this, you need to submit a revised version of the report within 3 days. If this is not done, Rosstat will consider that false information has been provided. Corrected reports must be accompanied by a covering letter indicating which errors were corrected and why.
Instructions for filling out the form
3-inform in 2022 is submitted only in electronic form. Fill out the report, sign it electronically and send it to the email address of the territorial office of Rosstat.

Title page
Here are the parameters:
- name of company;
- legal and actual addresses;
- OKPO code.
Section 1
This section of the form contains information about the use of computer equipment, telecommunication channels and networks, services of Internet providers and other technologies in the company’s activities, including for data exchange with regulatory authorities. In lines 101–122 you should enter 1 (yes) or 2 (no).
Sections 2–3
In lines 201–213, indicate the number of units of equipment used in the company's activities. Section 3 displays information about Internet speed and satisfaction with data transfer speed.
Sections 4–5
Here, fill in information about the purposes of using the Internet in the reporting year (e-mail, payments, personnel selection, etc.) and the functionality of the website (if available).
Sections 6–8
Please indicate for what purposes the company uses:
- social media;
- technologies for collecting and processing information;
- artificial intelligence products.
Sections 9–15
Fill in your usage details:
- cloud services;
- Internet of Things and Radio Frequency Identification technologies;
- special software;
- data center services.
In Sect. 11–12, determine the goals for using radio frequency identification technologies and reflect the volume of electronic sales in the reporting year.
In Section 13, enter information about the use of special software, except for general-purpose software. In the appendix table to Section 13, report on the use of programs for electronic computers and databases. It is filled out by all organizations that use personal computers and servers in their activities. Take the list of codes from the Classifier of Computer Programs and Databases (approved by Order of the Ministry of Telecom and Mass Communications No. 486 dated September 22, 2020).
In Sect. 14 show whether you have used the services of data centers. In Sect. 15 indicate whether your company has the ability to provide services for storing databases of other users.
Section 16
Provide data on the number of employees, including those employed in the IT sector and using personal computers.
Sections 17–21
Sec. 17 contains information about information security measures.
In paragraphs 60, 61 of the instructions for filling out the form, it is explained that to put in the secrecy indicator in the form 3-inform - 17 the block with the secrecy indicator is filled out if you indicated code 1 in lines 101, 102, 104–108 in column 3. Be sure to reflect the use information security tools at the end of the reporting year: indicate code 1 in lines 1701–1711 in gr. 3, if you use information security tools. If you do not use it, enter code 2.
Up to this point, filling out the 3-inform form is not difficult: you only need to indicate the code that corresponds to the desired value (mostly “yes” or “no”). Starting from Sec. 18, data are indicated in thousand rubles. In this block we show internal and external costs in 3-inform - we fill in in detail how much money was spent on the purchase, implementation and use of equipment and digital technologies.
In Sect. 19 indicate the sources of their financing (own funds, subsidies from the state, etc.) in thousand rubles, and in section. 20 - the number of goods shipped and sold in the ICT sector.
In the last section. No. 21 fill out information about separate divisions (if any).
Sign with the manager or other responsible person, indicate the contact number and email, and indicate the date of completion.
Who is renting and how?
The updated form No. 3-inform is used for reporting submitted for 2022. The following are reported on it:
- a legal entity whose main activity falls under clause 1 of the Guidelines to Order No. 463, regardless of their use of digital technologies (except for small business representatives);
- separate divisions, branches, representative offices of foreign companies that operate on Russian territory (in relation to clause 2 of the Instructions).
You need to submit an electronic document, having signed it with an electronic signature, to the territorial body of Rosstat of the corresponding constituent entity of the Russian Federation. If a company has separate divisions, it is based on where they are located. Situations considered:
- The divisions and head office are located in the same subject of the Russian Federation. Reports are submitted by company (legal entity), including information on them.
- The divisions operate (are located) abroad, outside the Russian Federation. Information about them is not included in the reporting.
- The divisions operate (are located) in other constituent entities of the Russian Federation, and therefore report there. If there are several of them in one subject, then it is allowed to submit one summary report for all.
The report, which contains state secrets, is drawn up and presented on paper. If there is information containing state (commercial) secrets, reporting is sent, setting restrictions on access to it.

Who rents it out
Order No. 463 determines who submits 3-inform - respondents who belong to legal entities. But there are exceptions: small businesses do not report on this form.

What is the deadline for submitting statistical form 3-F?
The 3-F statistics form for 2022 is monthly. The statistical reporting form must be submitted to Rosstat the next day after the reporting date. Thus, the deadline for submitting a report in Form 3-F to the statistical office is the first day of the month following the reporting month (for example, for January, reporting is submitted before February 1, for April - on the first working day after the May holidays).
You can submit a report on arrears of wages:
- on paper: the report is signed by the manager, if available, a stamp is affixed to it;
- in electronic form: the report is signed with an electronic digital signature and sent to Rosstat through a telecommunications operator.
What has changed in Form 3-F
The new form 3-F, a sample of which is presented below, has undergone minor technical changes. It has updated the periods for which information must be provided. In particular, the reporting year was changed in lines No. 9, 10 and 11:
- in line No. 9, the year 2018 was replaced by 2019;
- in line No. 10, the year 2017 was replaced by 2018;
- in line No. 11, the year 2018 was replaced with 2019.
The updated form will come into force in 2022. Legal entities must report on it, starting with the report as of February 1, 2020. You will find a list of reporting forms sent to Rosstat in our article.
Deadlines for submitting form P-3 in 2020
There is a correlation between submitting form P-3 by deadline, depending on who submits this form:

The form that is submitted at the end of the quarter is essentially the same monthly form on which the “quarterly” sections are completed. 2 more days are allotted for its delivery.
Even if monthly submission of the report is established, some sections of the P-3 form are filled out only based on quarterly results. We will consider the features of filling out form P-3 below.

Composition of form P-3
Form P-3 is a generalized form about the financial condition of an enterprise and allows Rosstat to analyze the company’s ability to maintain economic efficiency and manage capital.
It is filled out throughout the organization as a whole. There is no need to submit separate reports for each department.

And here is the approach to filling out form P-3 in different cases:
- only the title page is filled out by those organizations that are required to submit a report, but do not operate or do not have indicators for filling out form P-3 (in this case, Sections 1-4 are presented blank);
- those who must submit Form P-3 monthly fill out the Cover Sheet and Section 1 monthly, and Sections 2-4 quarterly.
Who rents
Information in form P-3 is provided by legal entities named in clause 58 of Rosstat order No. 711 dated November 27, 2019. These are companies with certain parameters (the criteria are described below in the part about reporting deadlines). In addition, P-3 is taken by branches and representative offices of foreign organizations. Non-profit organizations pass P-3 only if they produce goods and services for sale to other organizations and individuals.
The following are exempted from the obligation to submit P-3:
- small businesses;
- state and municipal institutions;
- credit organizations;
- non-credit financial organizations;
- Homeowners' associations, housing cooperatives, garage-building cooperatives and other non-profit organizations that do not sell goods and services to legal entities and individuals;
- organizations whose average number of employees over the previous two years does not exceed 15 people (including part-time workers and civil servants) and whose annual turnover does not exceed 800 million rubles.

There is no exemption from submitting the zero form P-3. If a legal entity is included in the list of applicants and there are no indicators, they submit a zero - a completed title page and empty other sections.
