The obligation of organizations using transport or providing transport services to issue waybills is stipulated by law. Purpose of the document
Using the waybill, records are kept of:
- actual working time of the driver;
- tractor fuel consumption, gas stations;
- tractor mileage during a shift or trip.
The obligation to issue waybills is established by Order of the Ministry of Transport dated September 18, 2008 No. 152. This order contains the necessary details that must be included in the waybill, and also stipulates the procedure for filling out waybills, including the tractor waybill.
How will you be fined if you don’t have a waybill?
A completed travel form is as necessary a document for a tractor driver on the road as a driver’s license. At the first request of the traffic police inspector, he is obliged to show it. If the sheet is missing or filled out incorrectly, this entails administrative liability (Article 12.3 of the Administrative Code, Part 2) in the amount of 500 rubles. More severe financial consequences occur for the manager of an agricultural enterprise who does not keep the vouchers in proper form for the period required by law (5 years). In this case, the fine can be up to 100,000 rubles. The Ministry of Agriculture instructs enterprises to issue waybills every day. Upon arrival from a mission, drivers hand them over to the responsible employees for safekeeping.
Basic data
The following information is indicated on the front side of the waybill:
- waybill number. Sheets are numbered in gross order, starting from January 1 of the new year;
- Name of the organization;
- codes OKUD, OKPO;
- date of registration of the sheet;
- Full name of the tractor driver, personnel number;
- information about the equipment, trailer, if the tractor works with a trailer;
- Full name of the person responsible for the trailer and the foreman;
- brigade number;
- a note on permission to leave, date and signature of the foreman who authorized the departure;
- signature of the driver who accepted the vehicle.
What form is recommended for use?
When work involves transporting cargo between points, it is recommended to fill out a tractor waybill using form 412-APK. It was recorded by order of the Ministry of Agriculture of the Russian Federation No. 750 dated May 16, 2003. The document is printed on one sheet on both sides.
A tractor waybill is issued for one working day. It is signed:
- Tractor driver. He confirms that the vehicle has been taken into service.
- Brigadier. Certifies that the tractor was provided in good condition.
At the end of the working day, the driver is expected to return the document to the foreman or other authorized employee. The information in the form will be required to calculate the costs of the agricultural enterprise. Regulations do not allow the operation of a tractor without completing the accompanying documentation.
Filling out the task field
This field indicates data on the tasks that are assigned to the tractor driver during the work shift:
- name of the service or full name of the specialist at whose disposal the tractor is placed;
- place of dispatch and delivery of cargo;
- the distance over which the cargo is transported;
- cargo information;
- the number of trips required to transport the cargo;
- number of pieces and weight of cargo in tons.
If there were delays or downtime, appropriate marks are also placed.
In a separate field, a note is made about the issuance of fuel, its remains upon departure and return, as well as about refueling, if any. At the end of the shift, the tractor driver and foreman put their signatures, recording the return of the equipment to the garage.

An agricultural enterprise that owns special equipment on its balance sheet often faces a problem: how to calculate the piecework wages for the driver? How to properly write off fuel so that you can pay as little taxes as possible? For these purposes, a special tractor waybill, Form 412 AIC, approved by the Ministry of Agriculture, is indispensable. Filling the reverse side
On the back of the waybill, notes are made on the progress of work assignments. It is filled out by the tractor driver, the specialist at whose disposal the tractor came, and the accountant. The table indicates:
- point of departure and destination of the cargo;
- name of the cargo and its class;
- time of departure and arrival of the tractor;
- number of the customer team;
- accounting work code;
- units;
- hours worked;
- quantity of cargo transported;
- production rate;
- price;
- amount to be paid;
- number of completed standard shifts;
- conventional hectares;
- mileage;
- fuel consumption.
Below the table the results of the work for the shift are indicated, and the signatures of the driver and foreman are placed.
Rule for everyone
- before each flight, if the flight is longer than a work shift or working day;
- before the start of the first trip, if the trip is shorter than a shift or working day, and the driver has one or more trips during the day.
Registration period
A document must be drawn up for each vehicle that is engaged in the transportation of goods, luggage or passengers (clause 9 of Order of the Ministry of Transport dated September 18, 2008 No. 152). Moreover, this rule applies not only to motor transport enterprises - professional carriers, but also to ordinary organizations that use motor vehicles for their own needs. The main criterion is the presence of passengers or cargo.
Upon return, the travel voucher records the time of arrival, odometer readings, and information about the movement of fuel. Data on fuel consumption rates are taken from the Ministry of Transport order No. AM-23-r dated March 14, 2008, which approved fuel and lubricant consumption rates for road transport.
But there is one caveat: individual entrepreneurs operating exclusively passenger cars have the right not to conduct a pre-trip check of the technical condition of the vehicle. The rest are required to do this, so for most motor transport enterprises, technicians’ marks on waybills are mandatory.
Sample filling
The list of mandatory details is supplemented with information about transportation, which should reflect information about the types of communication (city, suburb, intercity, international) and types of transportation (passengers, cargo, orders). In the “Information about the vehicle” detail, it is now mandatory to indicate its make.
The State Statistics Committee of Russia has approved a list of 7 forms of waybills, adapted for cars, trucks, buses, etc. These documents differ significantly in the way they organize data, but they all have one thing in common:
Russian legislation does not classify travel forms into any types depending on the deadline for filling them out. As such forms, Russian organizations and individual entrepreneurs, as a rule, use either forms developed independently, or approved by law - Resolution of the State Statistics Committee of the Russian Federation dated November 28, 1997 No. 78. The general requirements for them are the presence of mandatory details and compliance with the filling procedure.
What form should the travel form for a month correspond to?
However, the forms approved by Resolution No. 78 are initially designed for one-time use during 1 work shift. An exception is forms No. 3 and No. 6 - Goskomstat allows them to be issued for a longer period. But their structure is also not optimal for indicating the monthly validity period of the corresponding sheet.

In accordance with the Procedure for conducting medical examinations, based on the results of passing a pre-trip medical examination, the waybills are stamped with the stamp “passed the pre-trip medical examination, admitted to perform labor duties” and the signature of the medical worker who conducted the medical examination.

New mandatory details of travel documents from January 1, 2021
- There are more mandatory details. Now entrepreneurs must enter odometer readings when the vehicle leaves the parking lot (parking area);
- dispatchers must also record the date (day, month, year) and time (hours, minutes) of the vehicle leaving the parking lot and entering it;
- The maximum period for which a travel document can be issued for 2022 has changed. At the beginning of the year, a document once issued could be valid for one month. Now you can’t do this: the paper is issued for one working day or one working shift. If during this time the driver makes several flights, the rules allow the issuance of one waybill before the start of the first flight. It can be closed upon the driver’s return to the parking lot;
- in situations where several drivers drive one vehicle, each of them must have their own waybill. But when leaving, a mark on technical condition control must be affixed only in the document of the driver who was the first to leave the parking lot;
- from spring, technical control of a vehicle can be pre-shift or pre-trip (depending on the specific situation);
- The stamp of a medical worker on the waybill became optional. This does not mean that the need to undergo a medical examination has been abolished, but the medical worker now does not have to confirm it with a stamp. He can simply write that the driver has passed the inspection, indicate the date and time of the inspection, and sign. If the organization has a stamp, it should not be thrown away; you can continue to use it. But if there is no imprint on the waybill, they will no longer be able to punish you.
Since 2022, the inspection mark has also become one of the mandatory details. It is affixed before the start of each flight. It must be entered by a specially authorized employee or a third-party organization with the appropriate specialization. Without this mark, the driver has no right to go on a flight.
As it was: in addition to the requirement to certify the medical examination data not only with a signature, but also with a stamp, the doctor had to enter his full name and patronymic. Abbreviations to initials were not permitted.
Medical examination notes
You also need to pay attention to the dates on the waybill, since with the current amendments, the waybill is issued for each individual shift. It would be more reliable for an organization to record not only the date of compilation, but also the validity period. This is especially important when it comes to multi-day flights or 24-hour employee work. Also, do not forget to check these dates with other primary documents. For example, with invoices and shipment dates in them. If inspectors identify a discrepancy, this may lead to a more detailed inspection.
