When applying for a job in accordance with Article 65 of the Labor Code of the Russian Federation, the future employee provides the employer with an insurance certificate of compulsory pension insurance. Now it is called ADI-REG, but its old name is more familiar - SNILS. Quite often, applicants for work do not have this certificate. If for some reason the employee does not yet have an ADI-REG, the employer must submit a form ADV-1 to the Pension Fund of Russia within two weeks from the date of concluding the employment contract.

Changes in form ADV-1

The Board of the Pension Fund of the Russian Federation issued Resolution No. 846p dated December 7, 2020, according to which the ADV-1 form slightly changes its appearance. In the new edition, two new lines will appear - “Birth registration number” and “Taxpayer identification number (if available)”. In addition, the following rules for filling out the form will be added:

1. The name of the place of birth is indicated only in the nominative case.
2. In the column “Issued by,” the name of the authority that issued the document is indicated in strict accordance with its name printed in the document itself.

The adopted changes will take effect on January 23, 2022. As the legislators themselves explain, the innovations will help fill out the form accurately. Previously, citizens often made mistakes.

Method for filling out a questionnaire by a foreign citizen

In cases where the form is filled out by a foreigner, the procedure does not change radically. In the same way, you need to enter information about the person, with the exception of only a few elements - documentary evidence of the legality of being on the territory of the Russian Federation, as well as the purpose of arrival and place of work. If the work was at the invitation of the employer, document this.

The rest of the communication with the Pension Fund is carried out directly by the employer, since the foreigner is actually under his responsibility.

What does the form look like?

The initial questionnaire was approved by resolution of the Pension Fund Board No. 485p dated September 27, 2019. The new form was approved by Resolution of the Board of the Pension Fund of the Russian Federation No. 846p dated December 7, 2020 “On amendments to the Resolution of the Board of the Pension Fund of the Russian Federation dated September 27, 2022 N 485P.” The form is a one-page form on which you must indicate basic information about the insured person. All data is entered into specially designated cells.

Duration of production of SNILS

The questionnaire is submitted in paper or electronic form. When preparing an application electronically, you must remember that there is a limit of 80 characters for each item of information. Along with the completed form, it is necessary to submit an inventory in form ADV-6-1, which indicates the details of the policyholder and the list of submitted documents.

IMPORTANT!

There are cases when a company hires a large number of young specialists, as a result of which the frequency of ADV-1 increases. Even if packages of documents are sent to the Pension Fund several times a month, department employees do not have the right to refuse to accept them, since Order of the Ministry of Health and Social Development No. 987n dated December 14, 2009 states that when hiring an employee who does not have SNILS, the employer is obliged to two weeks from the date of conclusion of the agreement, send the questionnaire to the Pension Fund.

In what cases does the ADV-1 questionnaire replace SNILS?

The document in question must be submitted to the Pension Fund for individuals who are registered as insured in the Pension Fund's accounting system for the first time (who do not have SNILS).
These could be young citizens of the Russian Federation who have just started working, or aspiring entrepreneurs, or foreigners coming to work in Russia. The need to register with the Pension Fund is due to the fact that throughout the entire working life of an individual, this fund will receive information about his income and length of service, which are important for calculating a pension.

The ADV-1 document can be sent to the Pension Fund personally by the applicant or by the employer’s personnel service. The form must be completed manually with a ballpoint pen or on a computer. You can submit the document on paper or electronically. When signing an electronic version with an electronic signature, the document is not required to be in written form.

5. Replacing SNILS when changing your last name.

The personal data indicated on the green card must correspond to the data in the passport, therefore, when changing your last name, you must change the insurance certificate to a new one. To do this, an application for exchange of an insurance certificate (form ADV-2) is submitted to the Pension Fund of Russia at the place of registration (including temporary) or actual residence (through the employer or in person). The previous insurance certificate is attached to the application. All changes are reflected in the citizen’s individual personal account, and he is issued an insurance certificate with the same SNILS, but with a changed last name.

Filling rules

We remind you that only unified document templates are used. The form must be filled out by hand or on a computer. If you use a pen, choose the ink color blue, black or purple; it is prohibited to use green and red ink. All information about a person must be confirmed with identification documents or other official certificates. When sending information to the Pension Fund, it is necessary to group personal accounting forms into separate packages. The maximum number of documents in one package is 200 units.

Instructions for filling

Here are step-by-step instructions on how to submit form ADV-1 to the Pension Fund for an employee in 2022:

1. We fill out information about the new employee. We indicate your last name, first name, patronymic, gender and date of birth. We take the information to fill out from the citizen’s passport.
2. We write down the place of birth, which is indicated in the passport. We indicate information according to the scheme: city, district, region, country.
3. We indicate the citizenship of the hired employee.
4. We indicate the address of residence according to registration and the actual one. If the addresses match, then there is no need to duplicate the data; fill in only the registration address.
5. We indicate the phone number.
6. We fill in the information about the identity document (passport, other documents). The full list is specified in the Directory of types of identification documents, from the appendix to the PFR PP No. 485p.

The finished questionnaire in form ADV-1 on SNILS must be signed by the employee whose data was entered, then it is necessary to enter the date of completion and submit it to the Pension Fund of the Russian Federation, not forgetting to create an accompanying inventory when sending it.

Form ADV-1 for a child

In the modern world, even minor children have an insurance certificate. It is required both in kindergarten and at school. Obtaining SNILS became mandatory in 2012 according to Federal Law No. 313 of November 29, 2010. The parents fill out an ADI-REG for children and write an application to receive SNILS for the child. If the child is already 14 years old and has received a passport, then he can apply for a certificate independently.

If a certificate for a child is issued by one of the parents, then he applies to the territorial office of the Pension Fund of the Russian Federation with the child’s birth certificate and his passport.

Applying and receiving forms

The application to fill out the form must be made by the citizen to the employer. A mandatory document whose information must be specified is an identity card. As such for foreigners is:

• passport
• residence permit: permanent residence or residence permit

Form ADV-1 for foreign citizens

According to Federal Law No. 167 of December 15, 2001, foreigners and stateless persons working in Russia and having official earnings are required to register with the Pension Fund. The employer, within two weeks after the date of signing the contract, is obliged to provide the completed application form of the insured person to the insurance fund department. The foreigner’s application form is filled out on the basis of identity documents. This is a passport or other certificate recognized as an identity document in accordance with international treaties of the Russian Federation. For non-citizens of Russia, such documents are:

• temporary residence permit;
• resident card;
• a certificate issued by a foreign state and recognized in accordance with an international treaty of the Russian Federation as a document confirming the identity of a stateless person;
• other documents provided for by law or recognized in accordance with international treaties of Russia as certificates identifying stateless persons.

To correctly fill out the form, use our example of filling out a form on SNILS for a child; the procedure for filling out for foreign citizens is similar. Additionally, to register a foreigner with the Russian Pension Fund, the employer provides a notarized translation of the foreign citizen’s passport into Russian. A report to the Pension Fund is submitted to all employees of the company. If an employee does not have SNILS (ADI-REG), then the report will be submitted without taking into account the salary of the uninsured person, and this is a violation of current legislation.

Within 21 days from the date of receipt of the documents, the Pension Fund must prepare an ADI-REG and transfer it to the applicant. • if the place of residence does not contain any of these details, all nine commas are left to control the form;

Filling out the ADV-1 form by foreigners

Since 2012, Law No. 379-FZ came into force, which significantly expanded the scope of insurance for citizens.

The law of 2001, number 167-FZ, states that citizens who do not have Russian citizenship, and who are not permanently located in the country, are required to register in a timely manner with the accounting authorities - the Pension Fund of the Russian Federation.

Registration of an insurance certificate
