The abbreviation SNILS stands for “Individual Personal Account Insurance Number”. This green plastic card can also be called a “pension certificate”, “insurance document”, “pension card”. The Pension Fund assigns an individual number to each working citizen to provide health and pension insurance. The personal account, coded under the number indicated in the SNILS card, contains information about the person’s work experience and his pension contributions.

Features of the national SNILS
SNILS is a document confirming the registration of citizens of the Russian Federation in the pension insurance system. The form of this document is established by Resolution of the Board of the Pension Fund of the Russian Federation No. 122p dated October 21, 2001.
Every citizen is formally a future pensioner. Therefore, you can register with the Pension Fund at any time in your life:
- parents can correct SNILS for their child;
- a citizen who has a passport can obtain it independently;
- When applying for a job, the employer must take care of the availability of SNILS.
A green plastic card with a number has certain features:
- she is unique;
- can only belong to one person;
- assigned for life;
- The SNILS number consists of 11 digits: three groups of any numbers of 3, written with a hyphen, and the last control pair, where the numbers are calculated using a special algorithm when drawing up an employment contract (Article 65 of the Labor Code of the Russian Federation).

What is SNILS
The concept of SNILS stands for insurance number of an individual personal account. The purpose of the registration document is to track tax deductions from a citizen’s income. The transferred funds form a special fund from which payments are made to its participants. Until 04/01/2019, the certificate was issued in the form of a card on which the details of the Pension Fund and the individual data of the owner were applied. After this date, the paper version became irrelevant, since the number is linked to the passport and entered into a single database, which is available for all electronic portals of the Russian Federation. But, the worker can receive a statement with his identification number.
The PFR SNILS certificate for an employee contains the following information:
- FULL NAME;
- floor;
- Date of Birth;
- Place of Birth;
- personal number;
- registration time.
Regardless of whether SNILS is issued to an employee of an organization or to a child, this document is permanent and has no expiration date. Moreover, when you change your registration, surname, or even gender, the registration number does not change, but only the personal data is corrected. If the certificate is lost, then there is no need to make a new one; instead, a duplicate will be issued, which has the same legal force.
If you issue SNILS to an employee, he receives the following rights and opportunities:
- Receive a pension upon reaching a certain age. Contributions are made by the head of the institution, and individual entrepreneurs make contributions independently.
- Use government Internet portals. The presence of SNILS allows you to freely enter information, payment and purchase services.
- Receive social benefits and financial assistance required by law in the event of health damage or financial difficulties.
- Issue policies and benefits. Thus, SNILS is needed to receive maternity capital, free medicines and free meals for children in kindergartens and schools.

Who issues
Responsibility for resolving the issue of how to obtain SNILS for an employee lies with the employer after passing the interview and signing the order to enroll him in the organization’s staff. The basis is the signing of an agreement, agreement or contract.
During initial employment, in order for an employee to obtain a SNILS certificate, he must submit a corresponding application addressed to the head of the organization. At the same time, responsibility for initiating this action lies with the personnel department.
If an insurance certificate is issued for a child, then this is done by his parents or official guardians. Again, the basis is a statement signed by those legally entitled to do so.
Receipt of the certificate is documented by signing the green card receipt sheet or reading the unified ADI-REG register, when the electronic version of the document is received by mail of the interested person.
Important! Although a paper certificate is not required, it is advisable to have it with you. Phones and tablets can get lost or malfunction, and records can be lost. The SNILS employee card with the number received from the Pension Fund of Russia is more practical and reliable.
Which organization makes SNILS?
Today, finding out the answer to the question of which organization issues SNILS is not particularly difficult.
This is carried out by the following structures that have all the necessary powers:
- Pension Fund. The registration of a certificate at the Pension Fund of Russia is carried out by parents, teenagers and the employer. You can contact any branch, both at your place of residence and temporary stay.
- MFC. This structure is an intermediary between citizens and government agencies that register data. Branches are located in almost every locality and work quickly and correctly.
- MARRIAGE REGISTRY. They issue SNILS for children under 14 years of age without their presence after receiving an application from their parents.

Important! You can receive SNILS through your employer only if you are officially employed. If an entrepreneur issues wages in envelopes and does not make deductions, then the employee’s work is not counted towards the insurance period.
We issue SNILS: procedure for the employer
If a citizen already has SNILS, he is obliged to provide it to the employer, who only needs to make a copy of the card; the original remains with the owner. The employer will indicate the SNILS number in reports provided by the Pension Fund.
Federal Law No. 27 in Article 7 states that a person entering work for the first time receives his SNILS through the employer, and the latter has 2 weeks to register a new potential “client” of the pension fund. To issue a SNILS card for a newly hired employee, the employer needs to take the following steps.
- Receiving a statement from an employee that he asks to be issued a SNILS.
- In the Pension Fund, where the employer is registered as an insurer, he is given the appropriate application forms (form ADV-1 for the first issuance of SNILS, ADV-2 for those who have changed personal data, ADV-3 for issuing a duplicate).
- Filling out the questionnaire by the employer with the signature of its employee (it is important to make sure there are no errors in writing the name and dates). If at the time of registration the employee is on vacation, on sick leave, on a business trip, etc. and cannot personally sign the form at the required time, the employer certifies it himself, immediately indicating the reason.
- Drawing up an inventory of documents submitted to the Pension Fund of the Russian Federation, according to the ADV-6-1 form (the inventory can be one for several questionnaires, if SNILS is issued not to one employee, but to a group at once).
- Transfer of a package of documents to the Pension Fund.
- Receiving a SNILS card and issuing it to the employee against signature on the accompanying sheet.
- Return the statement to the Pension Fund, where they must make a note about the issuance of a new certificate to a specific employee.

Terms of production and issuance of SNILS
The law establishes deadlines for submitting documents to the Pension Fund, issuing cards to the employer and transferring them to employees. All legally established deadlines relating to SNILS are shown in the table.

Where to get a completed insurance certificate
The finished certificate can be obtained at the place of submission of documents:
- if the documents were submitted by the employer, then SNILS is issued directly by the policyholder;
- if the documents were submitted to the MFC at the place of registration or actual residence, then the completed document will need to be picked up there;
- if the documents were submitted directly to the Pension Fund, then you will receive a certificate from the specified authority.
If the educational organization is the insurer for children, then it is necessary to obtain the completed document from the specified organization. In this case, policyholders independently obtain an insurance number for the insured persons in the territorial branch of the Pension Fund of the Russian Federation that issues SNILS.
Please note that the law does not establish any criteria or restrictions that relate to the issuance of this document. That is, pensioners receive SNILS in the same manner as other persons. Therefore, the authorities where a pensioner can pick up an insurance certificate of compulsory pension insurance are indicated above.
Consequences in the absence of SNILS
An employee who does not have a personal account with the Pension Fund does not make pension contributions, which means that his time of work is not counted towards his official length of service, so it is not profitable for employees to work without this card.
For the employer, the Labor and Tax Codes do not provide for direct liability for violation of the procedure for registering employees with the Pension Fund. However, if employees do not have SNILS, problems will inevitably arise when submitting reports to social funds, because insurance premiums will not be transferred without an account. If the audit reveals this violation, the employer will be punished for late or incorrect filing of reports.
The violating employer may be charged up to 10% of the annual pension accruals that he was obliged to pay for an employee without SNILS.
Foreign workers and an account with the Pension Fund of Russia
If foreign citizens get a job in Russia, they, like residents of the Russian Federation, must be officially insured. This is required by Article 7 of Federal Law No. 167 of 13/15/2001.
It does not matter how long citizens of other states live on the territory of the Russian Federation, or whether they are stateless persons. It is only necessary to establish their official status, which determines what document they must provide to issue SNILS as an identity document instead of a Russian citizen’s passport. Foreigners staying in the Russian Federation are assigned one of three statuses:
- permanent residents - their identification document in Russia is a residence permit, which is renewed every 5 years;
- temporary residents - they are issued a temporary residence permit for 3 years, which in the future can be replaced with a residence permit;
- Those temporarily staying in the Russian Federation prove their identity with a “native” document; they are allowed to stay in the Russian Federation by a visa or other international regulations that do not provide for a visa regime. For this category of guests, official employment and receipt of SNILS are not provided.

SNILS lost by an unemployed person or individual entrepreneur
If you are not currently officially employed, to get your SNILS back, you will have to contact the Pension Fund yourself. Any branch of the Pension Fund of Russia can be chosen - registration does not matter for SNILS, just like the place where the card was issued for the first time. Bring your passport with you - identification is required.
At the branch you will be offered a standard ADV-3 form to fill out, which will be sent to the central department of the Pension Fund to order a duplicate of SNILS.
To receive it, you must personally appear at the Pension Fund after 2-3 weeks, proving your identity with a passport.
IMPORTANT! The procedure will be exactly the same for individual entrepreneurs who are legally “their own employers.”
Is it possible to issue SNILS for a child?
If parents decide that their child, who is not yet 14, needs to be insured as a future pensioner, the legislation of the Russian Federation and the Pension Fund of the Russian Federation have nothing against it. A mother or father, together with the birth certificate of their son or daughter and their passport as a citizen of the Russian Federation, can go to any branch of the Pension Fund of the Russian Federation (where the family lives or is registered). An employee of the pension fund will provide a special form that needs to be filled out, and the card will be produced within 2 weeks.
IMPORTANT! After 14 years of age, having received his own passport, a young citizen can complete this procedure independently.
