The designation P-1 encrypts a report on the production and shipment of products or sales of services. This type of document is sent to the statistical authorities. Although not all, but quite a few enterprises are required to submit it. Moreover, if the company that must fill out these reports has separate divisions, it is also necessary to fill out a separate P-1 form for them. The report must be submitted no later than the 4th day of the month following the reporting month.
Organizations operating in the field of small business, insurance companies, banking and financial institutions, etc. are exempt from reporting.

Basic rules for filling out the document
The report can be divided into several sections:
- title page,
- main information block,
- certifying part.
All main sections are presented in the form of tables, where specific digital indicators are entered.
When filling out the document, you should be guided by background information and various explanations that are given in the report form, and it would also be useful, at least superficially, to familiarize yourself with some types of all-Russian classifications, the codes of which are used in the report.
This type of reporting refers to regular documents (must be submitted once a month) and all data is entered into it at the end of the reporting period.
If there is a reorganization or closure (liquidation) of a company obligated to provide a P-1 report, then it must be prepared for the entire period of work in the reporting period, up to the moment of reorganization or closure.
Those companies that were temporarily not engaged in their activities during the reporting period are required to provide a document on a general basis, but with a note indicating exactly when they did not work (i.e., indicating specific dates).
Calculation of the average number of employees
All employees employed by the company are included in the report. The data is filled out in column 1. Columns 2 and 4 contain detailed information on the number of payroll employees, part-time employees and GPA workers. Depending on the frequency of reporting, the number may be different: per month for large enterprises and per quarter, starting from the beginning of the year, for small ones.
Data for calculations are contained in time sheets in the accounting department. Part-time workers are calculated in proportion to the time actually worked. The number of employees according to the GPA is taken into account for each day of the contract period.
The average number per month is determined as the ratio of the sum of the number of employees for each day of the month to the number of days in the month. For those submitting reports quarterly, the indicator is calculated on an accrual basis.
Title page
One of the subtypes of form P-1 is a report on the production and sale of agricultural products , which will be considered in the example of filling out the document.
The first step is to draw up a title page on which the reporting period is written (name of month and year), as well as information about the reporting enterprise: full name (according to the constituent documents), its address: legal and postal address, if they differ from each other (indicating the index ). The OKPO code (All-Russian Classifier of Enterprises and Organizations) and the OKVED code (All-Russian Classifier of Economic Activities) are also entered here - this data can also be found in the company’s registration papers.
Sample of filling out form P-4
The statistics report consists of a title page and one section. Detailed recommendations for preparing the report can be found in Rosstat Order No. 412 dated July 24, 2020.
Important! The report should not contain negative values. This is the main requirement for Form P-4, established as of January 1, 2022.
The title page contains the following information:
- full and abbreviated name of the organization (the abbreviated name is indicated immediately after the full name in brackets);
- OKPO code;
- address for correspondence (postal).
If the report needs to be submitted for a department, then the title page contains its identification code. When a company submits a report for several of its divisions at once, the title page must include the names of all units and their identification numbers. In the “reporting period” line, you must indicate the time period - month or year.
Section 1
This section of the form contains information about the movement of agricultural products . The first column of the table contains the name of the indicator (number one - plants, number two - animals and poultry), the second - line number, and the third - OKPD 2 code (All-Russian Classifier of Products by Type of Economic Activity).
Next are four columns, which include information about the movement of products, which refers to such actions of agricultural producers as sowing, production, shipment and balances. If something is not clear, then below the table, in the form of a short reference, explanations are given for some of the concepts used in the document.
Section 2
The second section of the report records data on the number (i.e., quantity) of animals and poultry on the farm (for each species separately), as well as on the availability of feed (those listed in the first column of the previous section).
It should be noted that in form P-1, under the second section, there is a reference and information block where data on the results of agricultural activities are entered on an accrual basis at the end of the reporting period.
Who submits Form P (services)
You can always check on the Rosstat website whether you need to submit a specific statistics form.
Form P (services), otherwise known as “Information on the volume of paid services to the population by type,” is submitted only by legal entities that provide paid services to the population. Individual entrepreneurs are exempt from this obligation, since for them there is a form 1-IP (services).
In addition, Form P (services) does not need to be submitted to small businesses. From 2022, organizations with 15 employees or fewer, including part-time workers and civil servants’ contracts, are exempt from reporting. But this does not apply to new and reorganized legal entities - they must report regardless of the number of employees.
So, Form P (services) must be submitted if:
- Your company is a manufacturer and direct seller of services provided to the public. That is, the company accepts an order and payment for services from the consumer.
- Your company is the employer whose employee is provided with the service. In this case, the service was paid for by the employer. For example, you, as an employer, paid for the best employee of the month a trip to a sanatorium.
- Your company is the intermediary through which the relevant service was provided.
- Your company is a resource supply company. In this case, you need to submit Form P (services), even if contracts have been concluded with management companies for the provision of utility services.
- Your company has more than 15 employees and you are not a small business.
If the company meets the above criteria and has separate divisions, then you need to submit the specified form:
- for a legal entity, including all separate divisions that are located in the same entity with it;
- separate forms for each unit located on the territory of another entity.
Sections 3 and 4
The table in section number three contains information on the consumption of various feeds for feeding animals and poultry, as well as on the amount of cereal crops processed for these purposes.
Next comes the fourth section, which contains data on the export of produced agricultural goods (cereals and livestock products), including outside the country. If the goods were not shipped during the reporting period, this part of the document does not need to be filled out.
Signing Form P-1
All information entered in the document must be certified by the employee responsible for its accuracy. Most often, this is the head of the enterprise and his position (director, general director) is entered in the corresponding table at the end of the report, and a signature is also placed with a mandatory decoding.
His contact details should also be indicated (in case the specialist receiving the documents has any questions) and the date the document was issued.

The form of this form and the procedure for filling it out are established by the current Administrative Regulations for the provision of public services for the issuance and replacement of passports of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation, approved by order of the Ministry of Internal Affairs of the Russian Federation dated November 13, 2017.

P.8: citizenship (nationality) of another state is also indicated (indicating the state in which the applicant was or is a citizen).
Grounds for acquiring citizenship of the Russian Federation.
In accordance with paragraph 104 of the Regulations, the employee responsible for receiving documents or the employee of the multifunctional center makes an entry in this paragraph about the presence of citizenship of the Russian Federation, indicating information about the grounds for its acquisition (including by birth).
Item 9: indicate the reason for issuing or replacing the passport.
In accordance with paragraph 72 of the Regulations, the grounds for issuing (replacing) a passport are:
- Reaching 14 years of age.
- Getting a passport for the first time.
- Obtaining a passport in connection with the acquisition of citizenship of the Russian Federation.
- Loss (theft) of a previously issued passport, including a passport of a citizen of the USSR.
- Reaching 20 years of age.
- Reaching 45 years of age.
- Change by a citizen of his last name, first name, patronymic, information about the date (day, month, year) and (or) place of birth.
- Gender change.
- Unsuitability of the passport for further use due to wear, damage or other reasons (including in the absence of the possibility of putting mandatory stamps or marks on the pages of the passport; changes in information about children under 14 years of age, notes about which are included in the parents’ passports).
- Detection of inaccuracies or errors in entries made in the passport.
- Significant change in appearance.
- Replacement of a passport of a citizen of the USSR.
The application submission date and the applicant’s signature are affixed on the day the documents are submitted to replace the passport in the presence of the employee accepting the documents.
Clause 11 - data of the presented document, which is the basis for issuing or replacing a passport (when receiving a passport for the first time - details of the birth certificate, if the passport is lost (stolen) - details of the lost (stolen) passport, and when replacing a passport - details of the passport to be replaced ).
If for some reason a person cannot fill out the application on his own, then it is filled out by the employee accepting the documents.
