Certificate of pension assignment: what is it, what is it for and how to get it in 2022?

In what cases is the STD-R certificate issued?

The STD-R certificate is required to be issued by employers who have employees on staff under an employment contract. The document is also issued to employees who perform their duties part-time, at home or remotely.

The company issues STD-R if:

  • the employee quit;
  • the employee requested information about his work activities.

In the first case, the document is provided on the last working day, in the second - within three working days after the request.

According to Art. 66.1 of the Labor Code of the Russian Federation, an employee has the right to order STD-R if he has an electronic work book. An individual with a paper work record receives a similar certificate in the STD-PFR form. To do this, he contacts the MFC, the Pension Fund or the State Services portal.

Important! An employee with a paper work record book can also order an STD-R certificate. In this case, for the employer, providing the document is a right, not an obligation.

Who needs a sample certificate for a pension from their place of work?

In practice, it can be required from each applicant. Although the only category of citizens who should not provide it are individual entrepreneurs. The amount of their income is not important for calculating benefits, because they pay contributions based on the minimum wage.

When submitting documents to the Pension Fund, they will check whether the average confirmed income of a citizen for 2000-2001 reaches 2100–2900 rubles (depending on the region of residence). If yes, then you won’t have to bring anything extra.

Sometimes income information before 2002 can help increase your benefit amount. Therefore, if Pension Fund employees recommend showing them, it is better not to refuse.

In what form should STD-R be issued?

An employee can choose the document format that is convenient for him. You can receive STD-R in paper or electronic form. The paper certificate is certified by the seal of the organization, the signature of the manager or personnel employee. If the document is issued in the form of an electronic file, it will need to be signed with an enhanced qualified electronic signature (ECES). You can purchase such a signature only at a certification center that is accredited by the Ministry of Digital Development.

UC "Kaluga Astral" has all the necessary licenses for the production of "Astral-ET" and "1C-ETP". An electronic signature allows you to certify digital documents and make them legally significant.

How to order a STD-R certificate upon application

To obtain a certificate, an employee must:

  1. Write an application addressed to the employer;
  2. Specify the document format;
  3. Receive a certificate within three days.

How to fill out the STD-R form

The STD-H certificate must contain information about the employee and the company. The form consists of two parts.

The first part states:

  • information about the insured person – full name. employee, date of birth, SNILS;
  • registration information about the policyholder - name of the organization, number in the Pension Fund of Russia, TIN and reason code for registration;
  • date of submission of the application to continue maintaining the work book in the format DD.MM.YY;
  • the date when the application for provision of information about labor activity was submitted - in the format DD.MM.YY.

The second part contains a table with information about the employee’s work activity. Let's look at the important fields to fill out:

No. 3 “Information on the hiring, transfer, dismissal of an employee”

Personnel movements of the employee are entered in this column. The code, abbreviated and full name of the event are indicated. Data is written in capital letters.

No. 4 “Labor function”

The column indicates the position, profession, specialty, qualification or specific type of work assigned. If the employment contract specifies a structural unit, this must also be included. The information provided must correspond to the staffing schedule. When filling out, use the “Unified Job Classifier”.

Benefits or restrictions of the employee are made in accordance with Art. 57 195.3 of the Labor Code of the Russian Federation “On the procedure for applying professional standards.”

If the employee is dismissed by court decision, then indicate the position, grounds and period of deprivation of position.

No. 5 “Function code”

Fill out if the organization uses professional standards. The code is entered in accordance with the “All-Russian Classifier of Occupations”.

No. 6 “Reasons for dismissal”

The grounds for termination of the employment contract or the reason for dismissal are indicated in accordance with the Labor Code of the Russian Federation. The entry is made without abbreviations, similar to a work book.

No. 7,8,9 “Name, date, number of the basis document”

The columns contain information about changes in the labor relationship between the employee and the employer. The date of the order is recorded in the form: day, month, year. The name of the document and its number are entered as a number, without indicating the “No” sign in front of it.

No. 10 “Sign of cancellation of recording information about admission, transfer, dismissal”

The column should be filled out if you need to cancel previously submitted information.

  • How to order STD-R at State Services

    A certificate with information similar to STD-R is obtained not only from your employer. This can be done through the citizen’s Personal Account on the Pension Fund website or the State Services electronic service. In both cases, the individual will receive an extract from the electronic labor record. The document is called STD-PFR

    The employer provides information about its employees to the Pension Fund from January 1, 2022. The data is compiled and sent according to the SZV-TD form. The agency stores the information received and generates it at the request of citizens through State Services or the Pension Fund website.

    To submit digital reporting to the Pension Fund of Russia in the SZV-TD form, we recommend using “Astral Report 5.0”. This is an online service that will allow you to generate and submit electronic documents from any PC and from anywhere in the world with Internet access.

    The report reflects all personnel activities that occurred in relation to the employee during the reporting period. The certificate also indicates the format of the work record book that the employee uses.

    To order the form, you will need to register on the State Services portal. The login and password you use will also be suitable for logging into your personal account on the Pension Fund website. Information is generated online and stored in the “Case History” section. The document can be downloaded in pdf format, printed or saved to an electronic device.

    Why is the document needed?

    A certificate of pension amount must be provided in some cases .

    • when it is necessary to confirm the amount of current income to receive additional social benefits or to receive special benefits (for example, for utilities);
    • may be necessary when registering guardianship over a minor guardian;
    • the amount of the pension is important when applying for a bank loan or mortgage, when the applicant’s income is important for obtaining a loan;
    • may be useful when applying for discounts in various stores and markets;
    • information about income may be requested by the military registration and enlistment office or other authorized bodies;
    • information about income may also be needed when traveling to another country;
    • in other situations.

    The pension certificate must indicate the full details of the pensioner, indicate the type of pension, date and amount of payment. The finished document is signed by the head of the Pension Fund branch. Also on the certificate there is a round, official seal.

    This document is official and can be presented at the place of request. There are no quantitative or time restrictions on requests for help.

    Is STD-R different from STD-PFR

    The STD-PFR form displays information about the employee’s activities with all employers, while the STD-R includes data from the last place of work. The STD-PFR certificate completely duplicates the information contained in the electronic work book.

    According to 439-FZ, companies had to switch to electronic labor from 2022. Employees working until December 31, 2020 retained the right to maintain paper labor records. For individuals who began working on January 1, 2022, the employer has the right to create a work report only in electronic format.
