A time sheet is a document used to enter information regarding the time spent at the workplace by a company employee. Based on the information provided, the accountant calculates salaries and payments. Any organization should have such a document, regardless of its form of ownership. In its absence, administrative liability is provided in accordance with current legislation.
What is a work schedule?
The work schedule or schedule is usually discussed in the context of Article 103 of the Labor Code of the Russian Federation, when the duration of the production process exceeds the normal duration of work (8 hours during the day and 40 hours during the week).
Let's take a metallurgical plant that operates around the clock.
Foundry workers or rolling mill crane operators need to constantly maintain technological processes. And for them, management will have to prepare a shift schedule, when the first, second and third shifts, overlapping each other, ensure the continuous technological process of manufacturing products. The employer develops the regime independently and approves it by local regulations.
But, for example, it makes no sense for an accountant to be present at the enterprise for 24 hours. For him and the rest of the administrative employees, a single shift is established - a five-day week with two fixed days off.
Drawing up a regular duty schedule is the prerogative of department heads, who are obliged to plan the activities of their subordinates and keep records of the time they work constantly. To do this, you can print out a monthly duty schedule template and fill it out manually. Another option is to fill it out on your computer in Excel or another program.
For those who work five days a week or six days a week, a schedule is not required; the working hours for such employees are specified in their employment contracts. All the employer needs is to keep track of their working hours.
Storage period for time sheets
Legislative acts of the Russian Federation establish certain periods of preservation of primary documentation. Thus, the law on archival production in Art. 22.1 defines the storage period for TURV:
- For 5 years after the end of the year.
- Duration of 50 years from the date of passing the TURV, if it reflects the labor activity of workers in dangerous or harmful work.
Options for recording hours worked
In any company, maintaining TURV can be carried out in 2 options:
- Daily completion of staff attendance/no-show at work.
- Filling only violations and overtime activities. The second option is more convenient to use when the company is operating in a stable mode, when only deviations can be recorded.
What are there
In conversations about what kind of work schedules there are, the following formulations are found:
- sliding;
- flexible;
- individual;
- free, etc.
However, all these expressions refer to the recording of working time, and not to the shift mode of activity, including when employed on a rotational basis. Thus, the mode is:
- permanent - with a five-day or six-day working week with fixed or sliding days off;
- shift - when professional activities are carried out in the order established by the employer’s regulatory act.
How is a shift schedule formed?
The developed schedule must be approved by the administrative document of the enterprise. It must reflect the period for which it is valid, who is responsible for its creation, as well as other data.
The order must contain the following information:

Employees whose activities are related to shift work must be familiarized with the document, and the date and signature must be inserted. After this, you need to start preparing the immediate schedule. 30 working days are given for preparation before the start of the shift.
Each employee must also be familiarized with the schedule with a personal signature, this will indicate that the employee agrees to perform work in this mode. Once the schedule is approved, agreed upon and all employees are familiar with it, it will be a binding document.
The schedule can be prepared for any time period; this can be indicated in the regulatory documentation.
How does a removable one differ from a regular one?
Ordinary
The employee works at a strictly allotted time: from Monday to Friday from nine in the morning to six in the evening with a lunch break from 13:00 to 14:00. In this case, every day, every month and all year the employee comes and leaves at the same time same time. For this category of employees, enterprises have ready-made tables for filling out work schedules within the established time frame. But such a schedule is suitable only for those employers who do not have a technological and production need to complete tasks outside the normal time frame. As a result, the organization does not need to keep total records of staff time, since the normal working week of employees will not exceed 40 hours, which complies with legal requirements.
Removable

Schedule “in three days”
With a work schedule “in three days” (1/3), the employee works during the day, i.e., no one replaces him for 24 hours, and he rests for the next 3 days. In fact, such work is not shift work, since a shift schedule requires at least two shifts per day.

Why is it needed in an enterprise?
The law obliges the employer:
- on the one hand, create the same working conditions for all employees;
- on the other hand, exclude discrimination on any grounds.
This document allows you to simultaneously ensure:
- normal functioning of the enterprise (if technological and other conditions require it);
- compliance with legal requirements when exceeding normal working hours.
That’s why the employer organizes alternating shifts: the one who worked the morning shift today works the afternoon shift tomorrow, then the person has a day off. Then he will go into the night and after that he will again have the day off. Then again on the day, etc. There are no exceptions for anyone who is busy in this mode. Another example is the work schedule in a store whose management has established a shift schedule for four salespeople. The opening hours of the facility are from 9:00 to 21:00, the store is closed at night.

Questions

How is it stated in the employment contract?
According to part 2 of Art. 57 of the Labor Code on shift work conditions must be indicated in the employment agreement.
If it was concluded before the introduction of such an operating mode, then one should refer to the rules for amending contracts for reasons that are directly related to the change in the organization of employment conditions. In particular, we are talking about the rules specified in Art. 72 and 74 of the Labor Code of the Russian Federation.

Are vacation days indicated?
In this case, one should refer to the norms of Article 120 of the Labor Code of the Russian Federation, which states that vacation is reflected in the vacation schedule, not the shift schedule.
For this reason, it is inappropriate to indicate it in the document under consideration.
What to do if a flaw is identified?
In order to calculate the defect, the cause must first be identified.
If the employee is at fault, time not worked is not subject to payment.

How is part-time work reflected?
In this case, it becomes necessary to establish a work schedule for each day.
For example, an employer can set working hours from 10 a.m. to 3 p.m., while maintaining a 5-day workweek.

According to Art. 153 of the Labor Code of Russia, work on a holiday according to a shift schedule provides for additional payment in the amount of a daily or hourly rate in excess of the established salary.
What is the liability for missing a document?
According to Art. 5.27 of the Code of Administrative Offenses of the Russian Federation, for the absence of local acts of the company, liability is provided in the form of a fine:

- for individual entrepreneurs - no more than 5 thousand rubles;
- for legal entities - up to 50 thousand rubles.
Repeated violation entails increased liability.

To calculate the work rate for a certain time, you will need:
- Determine the accounting period.
- Approve it by normative act, enshrine it in the internal labor regulations.
- When calculating shifts, each employee must work the required hours and days in accordance with the production calendar.
Shift schedules are calculated online or in special programs (1C, etc.). The main thing is that it exists and employees are familiar with it.
The accounting period is allowed to be one month, quarter, half year or year. The maximum duration of this period is one year, and for personnel working in harmful or dangerous conditions - three months.
The duration of working hours during the accounting period should not differ from the indicators established by the production calendar.
So, if the accounting period is one month, then employees, for example, in March 2022 should not work more:
- 175 hours with a 40-hour week;
- 157.4 hours with a 36-hour week;
- 104.6 hours based on a 24-hour week.
In addition, the number of working days in March 2022 is no more than 22, and the number of weekends is no less than 9.
Therefore, it is recommended to take a period of at least three months (one quarter). This accounting period allows you to flexibly regulate the activities of subordinates.
For example, with an accounting period equal to one quarter (take the first quarter of 2022):
- 57 working days;
- 33 weekends and holidays.
Working hours are at:
- 40-hour week - 454 hours;
- 36-hour week - 408.4 hours;
- 24-hour week - 271.6 hours.
Therefore if:
- in January 2022, workers worked within the production calendar of 16 days and 128 hours;
- and in February the staff worked 21 days and 167 hours, which is more than the norm -
then in March, in order to reach the calculated norm of working days and hours for the accounting period, the employer will have to reduce the working hours of employees by two working days and 16 working hours.
Otherwise, you will have to pay employees additional money, and a lot of it.

According to regulations, the type of documents in question must be stored in the state archive for five years.
