With update from 10/21/2021
Attention! The President of the Russian Federation declared non-working days in the country from October 30 to November 7 (namely November 1, 2 and 3). A number of regions with a difficult epidemiological situation can do this as early as October 23. Non-working days are declared with continued pay. For organizations where November 3 will still be a working day, the duration of work on this day will be reduced by 1 hour.
PC-2021 or the production calendar for 2021, in contrast to the calendar familiar to everyone, includes a number of features inherent in the calculation of calendar time in connection with labor relations. These features include, for example, the norm of work on holidays, the ability to calculate working hours taking into account the length of the working week, and much more.

The very possibility of printing a production calendar for 2021 involves two options - vertical and horizontal text orientation. The choice depends on the user's preferences.
When developing the production calendar for 2022, the following were taken into account:
- provisions of the Labor Code of the Russian Federation;
- standards and instructions letters of the Ministry of Health of the Russian Federation;
- resolutions of the Government of the Russian Federation and other regulations adopted at the federal level.
May holidays update
04/21/2021 The President of the Russian Federation signed a Decree establishing non-working days on the territory of the Russian Federation in May 2022. According to this Decree, in order to maintain the trend of reducing the spread of COVID-19, the period from May 4 to May 7, 2022 has been declared a non-working holiday with continued pay. Working hours remain the same.
What is it for?
Articles 110, 111 and 112 of the Labor Code guarantee that:
- weekly uninterrupted rest cannot be shorter than 42 hours;
- all employees have the right to days off;
- on federal holidays the whole country rests;
- If a holiday falls on a weekend, then at the initiative of the Government it is moved to a weekday. The result is a “long weekend”. A special federal law is being developed for the transfer.

Non-working holidays in the Russian Federation
Public holidays in 2022 are official holidays and are indicated in the production calendar.
Which holidays have been declared non-working days throughout the country in 2022:
- January 1, 2, 3, 4, 5, 6 and 8 — New Year holidays;
- January 7—Christmas Day;
- February 23 - Defender of the Fatherland Day;
- March 8—International Women's Day;
- May 1 - Spring and Labor Day;
- May 9 - Victory Day;
- June 12—Russia Day;
- November 4 is National Unity Day.
Postponement of holidays in 2022
In accordance with Art. 112 of the Labor Code of the Russian Federation, a day off that coincides with a holiday may be postponed to the working day following the holiday, provided that the Government of the Russian Federation adopts a corresponding resolution.
Such resolutions are adopted throughout the year, and therefore we recommend that you save PC-2022 in your bookmarks and periodically check it for updates related to either government resolutions or changes made to the legislation of the Russian Federation.
The official Internet portal of legal information contains Decree of the Government of the Russian Federation dated September 16, 2021 No. 1564 “On the transfer of days off in 2022”, here is its pdf version.
According to the above resolution, the transfers will be as follows:
- From Saturday January 1st to Tuesday May 3rd
- From Sunday January 2 to Tuesday May 10
- From Saturday March 5th to Monday March 7th
- From Sunday May 1st to Monday May 2nd
- From Sunday June 12th to Monday June 13th

Weekend transfers 2022
By Resolution No. 1648 “On the transfer of days off in 2022”, the 2022 production calendar was approved by the Government of the Russian Federation.
The following days have been postponed:
- Saturday 2 January → Friday 5 November;
- Sunday January 3 → Friday December 31;
- Saturday 20 February → Monday 22 February.
Holidays that coincided with weekends have been postponed:
- Saturday 1 May → Monday 3 May
- Sunday 9 May → Monday 10 May
- Saturday 12 June → Monday 14 June

PC-2021 for an accountant
The production calendar for 2021 presented on our website will significantly facilitate the accountant’s task of calculating working hours. So, our PC 2021 includes:
- a complete list of all-Russian weekends and holidays. For users for whom local specifics of labor legislation are relevant, we recommend using the production calendars presented on our website for the republics of Tatarstan, Bashkortostan and Crimea;
- the total number of working days, weekends and holidays for 2021;
- quarterly segmentation consistent with accounting quarterly reports.
Which weeks are shortened in the 2022 work calendar?
In February, the last week of the month will be shortened. February 22 and 23 are holidays, three working days remain.
The second week of March has also been shortened to four days - we rest on Monday, March 8th.
In May we will have two shortened weeks. These are the second and third weeks of the month. The weekend of May 3 and May 10 falls on Mondays.
In 2022, the production calendar for 2022, approved by the government of the Russian Federation, will delight us with a holiday on Monday - the third week of June will also begin with a holiday. This is a rescheduled Russia Day, falling on Saturday. In total, we rest for three days in June - June 12, 13, 14.
The next short week in 2022 will be in November. The reduction is due to National Unity Day, celebrated on the 4th. There are three working days - November 1, 2 and 3, four days off - from 4 to 7.
The last week of the year is also four days. December 31 is an official holiday.
In the 2022 production calendar, there are not only shortened weeks, there are also extended ones: from 02/15 to 02/20/2021 - six working days, since February 22 is moved to Saturday 20. |

Work time
In accordance with Art. Art. 91, 92 of the Labor Code, in the Russian Federation a gradation of working time is established, namely 24, 35, 36 and 40 hours.
For the convenience of users, our PC 2021:
- unifies this scale quarterly with appropriate differentiation;
- divides the upper values of the working hours of the scale by the number of working days in the week, that is, calculates the daily rate for each value of the scale;
- multiplies daily standard hours by the number of working days in a month to calculate the monthly standard for each of the scale values;
- in order to establish the maximum working time values for one year for each value of the scale, it multiplies the daily standard hours by the number of working days in the year as a whole.
Of course, no production calendar can take into account all possible variations of indicators that may exist within the framework of specific employment contracts. That is, the indicators of working time in the PC are leveled at the level of the upper limits of standard hours provided for by the Labor Code of the Russian Federation.
This means that some adjustment will be required in the calculations if the terms of the employment contract do not fit into the framework of standard hours. For example, exceeding the limits provided for by the Labor Code and calculated in our PC-2021 should be spent as overtime hours worked.

- May 1 - Spring and Labor Day;
- May 9 - Victory Day;
- June 12—Russia Day;
- November 4 is National Unity Day.
- Weekends may be transferred to other days by federal law or a regulatory legal act of the Government of the Russian Federation (Part 5 of Article 112 of the Labor Code of the Russian Federation).
In 2022, according to Government Decree No. 1564 of September 16, 2021, the 6-day holiday will be moved from Sunday, January 2, to Tuesday, May 10.
At the same time, according to the “pre-holiday” principle, the following will be reduced by 1 hour:
- Tuesday 22 February;
- Monday 7 March;
- Saturday 30 April;
- Saturday 11 June;
- Thursday 3 November;
- Saturday December 31st.
If, in accordance with a government decision, a day off is transferred to a working day, the duration of work on this day must correspond to the duration of the working day to which the day off was transferred (clause 1 of the Procedure for calculating the norm of working time, approved by order of the Ministry of Health and Social Development of the Russian Federation dated August 13, 2009 No. 588n) .
Taking into account the above, during a 6-day vacation in 2022, we rest like this:
- The New Year holidays will last 10 days - from December 31, 2022 to January 9;
- On Defender of the Fatherland Day we are closed only for 1 day - February 23;
- International Women's Day also has 1 day - March 8;
- in honor of the Spring and Labor Festival there will be 2 days off - May 1 and 2;
- There will be 3 more days off for Victory Day - from May 8 to May 10;
- On Russia Day we walk for 2 days - June 12 and 13;
- on National Unity Day 1 day - November 4.
Calculation of standard working hours
The standard working time for certain periods (month, quarter, year) is calculated as required by Art. 91 of the Labor Code of the Russian Federation and in accordance with Order No. 588n.
So, the norm for a particular month is calculated as follows:
the length of the working week (40, 36, 24, other number of hours) is divided by 5, multiplied by the number of working days according to the calendar of the 5-day working week of this month and from the resulting number of hours the number of hours in this month for which work is carried out is subtracted reduction of working hours on the eve of non-working holidays.
Important! The standard working time calculated in this manner applies to a 6-day working week. This was established by order of the Ministry of Health and Social Development No. 588n.
Thus, when drawing up a monthly schedule for a 6-day week, it is necessary to ensure that not only the weekly limit (40-, 36-, 24-hour) is observed, but also that the total number of working hours does not exceed the monthly norm calculated in the specified above order.
