Outsourcing: OKVED code
Outsourcing involves one organization hiring workers from another organization in order to perform certain tasks with a guaranteed result. At the same time, employees are not included in the organization’s staff and are not on its territory during the entire working day. The customer company pays money to the performing company for the final result, regardless of which employee and how it was achieved. Services are provided to the customer on the basis of a standard civil law contract, and employment contracts with employees are concluded by the performing company.
When determining the OKVED code for personnel outsourcing, the main direction of the organization’s activities is taken into account, i.e. what services will be provided in accordance with the outsourcing agreement. When choosing OKVED outsourcing for 2022, the following encodings can be used:
- 69.10 – carrying out activities in the field of law;
- 69.20 – provision of services in the field of accounting, tax consulting, financial audit;
- 70.22 – provision of consulting services on commercial activities and management;
- 66.19.4 – provision of advice on financial intermediation;
- 78.30 – other recruitment activities;
- 82.99 – provision of other support services for business.
Companies can also choose the code that suits them in class 96 “Activities for the provision of other personal services.”
If a business owner has doubts about the correctness of the selected OKVED encoding, he can submit a written request to the territorial department of Rosstat. You can find out the address of the territorial body on the official website of Rosstat.

What in OKVED 2 is suitable for outstaffing
According to Art. 56.1 of the Labor Code of the Russian Federation, agency work in the Russian Federation is prohibited, with the exception of permitted cases of providing personnel. However, subject to certain requirements, accredited recruitment agencies are allowed to select employees and send them to perform duties to another person who is not their employer.
Thus, the alternative to outstaffing in a slightly reduced form is still used in Russia.
In the specified classifier for such activities in the section “Employment and personnel selection activities” there is a list of OKVED codes for outstaffing:

Looking for OKVED codes for the field of activity: “Outsourcing” ?
As a separate business area, outsourcing arose thanks to the work of agencies involved in hiring workers. Regular employment companies strive to place their clients in permanent employment. But there are situations in organizations when some employees are required for temporary employment. This could be replacing a sick employee or working part-time for a few days. The services of outsourcing bureaus are aimed precisely at finding such temporary employees.
What is Outsourcing, OKVED code
Outsourcing is the process of a company transferring part of its production or business processes to another company that is an expert in this field.
Employees are not included in the organization's staff and are not present on its territory throughout the day. The customer draws up a civil contract, and the performing company enters into a labor contract.

- 70.22 - consultations on commercial activities;

If the documents when registering with the Federal Tax Service were filled out incorrectly, this will lead to unpleasant results and you will have to pay a fine. An individual entrepreneur is obliged to fulfill, and will obey, the law of the Russian Federation.
Types of outsourcing
There are two types of outsourcing services – partial and full. Full autosourcing is defined by the fact that the entire volume of work in a certain sector falls on the shoulders of the outsourcing company. Partial is when part of the job responsibilities is transferred to third-party workers.
In practice it looks like this. If a company completely transfers all problems with computer systems, setup, modernization and software maintenance to a third-party organization, then this is full outsourcing. If the responsibility for updating the database and administering the system is assigned to the invited company, and a full-time employee of the enterprise is responsible for the general condition of the computer property, then this is partial outsourcing.

Outsourcing Future Trends for 2020
If you've outsourced in the past or are planning to start soon and are worried about whether it can survive the test of time, you can put your worries to rest.
Outsourcing is sure to survive in the future. Read on to learn how to survive the outsourcing crisis and future outsourcing trends.
How outsourcing began - a brief summary
Outsourcing has certainly revolutionized the way companies operate today. When outsourcing began, it was limited to low-risk functions such as payroll processing and data entry. Later, customer contact/service was outsourced on a large scale.
This has led to the benefits of outsourcing and organizations have started to take notice. Global companies that wanted to take advantage of outsourcing costs started outsourcing high-end functions like IT services, healthcare BPO and research services to reliable companies. Today, outsourcing is no longer a buzzword just for cheap labor. This has become a key business strategy for both small and large businesses who believe in devoting 100% to their core business operations and outsourcing the rest to specialized suppliers.
In the recent past, outsourcing has provided many business opportunities in countries like India, China, Philippines and Mexico. India is perhaps the biggest beneficiary of the outsourcing boom and has, over the years, created a niche for itself in the field of IT and ITES outsourcing. A vast majority of IT companies prefer to choose India when it comes to outsourcing due to the presence of diverse talent available resources, timeliness and reliability.
Outsourcing Debate – To Outsource or Not
While most companies in industry verticals swear by the benefits of outsourcing, the outsourcing debate continues regarding its long-term sustainability. Opponents of outsourcing argue that the downside of outsourcing includes lack of quality control, lack of project control, and lower prospects for innovation. Critics of outsourcing point out that increasing wages in outsourcing destinations such as India takes attention away from outsourcing and thus it may not be as beneficial in the long run.
Despite such perceived negative aspects, outsourcing only continues to grow. In fact, outsourcing is now used by organizations of all sizes and domains. From startups to large enterprises, outsourcing continues to be the tool of choice to gain a competitive advantage in the business scenario. Enterprises are moving to multiple platforms - cloud, social, mobile, etc., with geographically distributed stakeholders; In such a fragmented environment, outsourcing can easily adapt to rapidly changing business conditions.
Critical business situations only helped create the basis for outsourcing. The recent global economic crisis suggests that businesses not only need to learn how to survive during an economic downturn, but also find new ways to overcome weak economic conditions. In the current business scenario, it is all about “outsourcing and surviving”, effectively managing your outsourcing projects and about staying competitive.
Outsourcing Trends for the future
- Outsourcing relationships have become more standardized and process and people oriented rather than price oriented. It is believed that this change will create a level playing field for outsourcing service providers in the future
- Reduced costs will pave the way for custom outsourcing contracts that are flexible in their SLA (Service Level Agreements) and scope of delivery
- Small businesses, startups and SOHOs will see increased adoption of outsourcing to reduce operational inefficiencies and increase time to market.
- Rising costs of raw materials, transportation and oil will make companies look to outsourcing to keep their operating costs low.
- Over the next decade, more high-level mission-critical business functions will be outsourced and low-level service outsourcing will stabilize.
- Latin America and Europe could provide stiff competition to India as a favorite outsourcing destination
- As businesses move towards cloud outsourcing; support and development will increase
- Manufacturing and pharmaceutical businesses will shift to lower-cost destinations such as India to take advantage of low labor and operating costs. Moreover, outsourcing R&D to these industries will also tap into India's huge outsourcing potential
Will outsourcing survive in the coming years? The answer is a clear yes. Outsourcing will continue to exist in the future as it provides companies with access to specialized skills and saves time and effort that can be allocated to other core business projects.
