OKVED

The main purpose of the all-Russian classifier of types of economic activities (this is how OKVED stands for) is to classify and code the economic direction in which the activities of a registered person will be carried out.
This number is needed when collecting and analyzing information about activities in a certain area, to calculate the rates of collected taxes. Unlike other classifiers, legal entities and entrepreneurs select OKVED simultaneously with the collection of a full package of documents for registration.
Statistical codes are a specific digital combination from which you can obtain comprehensive information about an enterprise (as well as about an individual entrepreneur). All codes, grouped by class, are in one registry. Any number contains 5 or 6 digits. Using the codes, you can find out the main and additional types of work, regulate areas of the economy, and conduct statistical research.
What are they needed for
Statistics codes may be required when performing various actions, for example:
- participation in state tenders;
- opening new branches;
- changes in information about an individual entrepreneur (full name, registration);
- obtaining documents from the customs department;
- changes in legal address;
- renaming the company;
- passing audits;
- obtaining licenses;
- opening a current account;
- and others.
The statistics code base is updated regularly, usually twice a month. If notification was required earlier, even before the necessary information was entered into the database, you can act through the local branch of the State Statistics Service. It must be located in the same territory where the applicants were registered.
Statistics codes are required to track the registration with Rosstat of each entity engaged in business activities. Based on these codes, areas of enterprise operation are determined, classified and grouped.
Where and how to get

- Simultaneously with state registration. An entrepreneur or legal entity receives a notification with statistics codes immediately, simultaneously with a package of other documentation.
- By contacting the territorial office of Rosstat. How to submit a report
To submit a report to Rosstat, you need:
- Go to the Web collection portal, enter the login and password that TOGS provides when registering an enterprise in the system.
- Next, you should go to the reporting form. If data is entered for the first time, all fields will be empty. If representatives of the enterprise have already sent reports to Rosstat, then the user will be able to use the template that was filled out earlier.
- Before filling out the form, the user will be required to indicate the reporting period for which data is being collected.
- The first step is to enter all the registration data of the company. If the information is entered correctly, the system will skip the user to another form to fill out the data.
- Statistical information is entered into sections, each of which is presented as a separate window.
- Some fields will require you to enter reference data. To do this, find the button with reference data in the right corner of the page and click on it. - After filling in all fields, the report must be saved in the system. This can be done at any stage of filling out the documentation. If all fields are filled in correctly, the system will immediately save the selected file.
- To send data to TOGS, you must click the “Submit” button. The system will conduct a series of reporting checks for compliance with established standards.
- To send data, it must be certified by the company's digital signature. An electronic signature is placed at the stage of sending reports.
- If you are working with digital signature for the first time, then the ActiveX component will be copied and installed on the user’s computer. Before the process begins, a window with an agreement for copying and installation may appear on the computer, but sometimes actions occur without additional agreement. Sometimes the system may require you to restart your computer.
- After all the manipulations have been completed, a window will appear on the screen for signing the completed documentation. To do this, the user needs to check the box next to “Sign”, select the digital signature certificate and click on the “OK” button.
- You can tell that a document has been signed by the image of the seal that appears on it.
- After this, the report will be sent to TOGS for verification.
If the data was filled in incorrectly, the report is sent for revision, the user needs to log into the system, find the report that is in the “For revision” status, and click on it. A form will appear on the screen in which you can enter the changed data. After this, the report is saved, re-signed and again sent for verification to TOGS. If the reports need to be printed, you will need to export them to .Doc or .Pdf format. To do this, you need to open the document form, find the print section in Word or PDF, specify the file name and the folder in which it should be saved. Types and functions of tax statistics
The issue of taxation in Russia is regulated by Tax legislation. Tax revenue statistics indicate compliance with the principles that were formulated by the English economist Adam Smith in the 18th century:
- justice;
- certainty;
- convenience;
- saving.
Tax statistics of the Russian Federation are fully consistent with the experience of countries with a federal structure. It is an economic lever that allows you to influence production in the country. In conditions of underfunding of the state budget, the tax system should first of all stimulate economic development. Functions of tax system statistics:
- Collection of information about the processes occurring in the regional economy.
- Analysis and processing of collected information.
- Identification of patterns in ongoing processes.
- Studying the influence of external factors on the profitability of budgets of all levels.
Russian tax statistics divide taxes into:
- federal;
- regional;
- local.
The essence of taxes is revealed by their functions - fiscal, regulatory and control. The fiscal function allows you to cover the expenditure side of the budget. If there is a preponderance towards the regulatory function, then tax revenue statistics may record a decrease in their collection.
The regulatory function influences the weakening or strengthening of capital growth, the rate of development of production activity, and the increase or decrease in the solvency of the population. Tax reporting statistics note the so-called “lag effect” of the regulatory function. Its essence lies in the indirect impact on ongoing processes and the need for a certain time for their implementation. The control function is responsible for tax collection. Her tasks:
- demand compliance with fiscal discipline;
- determine the procedure for tax audits;
- prevent tax crimes.
To implement the control function, the Prosecutor's Office of the Russian Federation and the Ministry of Internal Affairs are involved.
