Who and why is taking form 7-injury in 2022

Using form 7-injuries, the state statistics service collects information on how many injuries and diseases occurred in Russian industries in 2022.

Legal entities of any form of ownership and types of activity are required to report on this form. But there are a number of companies that may not transmit information about employee injuries and illnesses to the statistics service. The following are excluded:

• micro-enterprises - less than 15 employees and 120 million in revenue;
• banks and insurance companies;
• companies engaged in real estate activities;
• organizations in the field of government or national defense;
• organizations in the field of social security;
• educational organizations;
• households;
• international companies and representatives of companies from other countries located in the Russian Federation.

Who fills it out

The order of Rosstat stated that the 7-injury report for 2022 is prepared by most organizations, with some exceptions. Please note the following points:

• if the enterprise has separate divisions, the report is filled out both for each of them and for the legal entity without these separate divisions. The company submits the completed forms to the territorial bodies of Rosstat at the location of the unit and at the location of the legal entity;
• branches, representative offices and divisions of foreign companies operating in the Russian Federation fill out form No. 7-injury (annual) in the manner established for domestic legal entities.

IMPORTANT!

Even if your organization does not have a single accident, then submit a report with zero indicators. Otherwise, a fine may apply.

Now about which companies are exempt from reporting:

• micro-enterprises (the number of employees is less than 15 people, the income is up to 120 million rubles);
• companies with the following types of activities: financial;
• public administration;
• ensuring military security;
• social insurance;
• educational;
• household activities;
• activities of extraterritorial entities.

Legal basis of form No. 7-injuries, changes 2022

The form is designated as 7-injury, and as management documentation it is assigned code 0609304. The Statistics Service collects information on how many injuries and illnesses occurred in Russian industries in 2022. The procedure for filling out the report and the current form were approved by Rosstat Order No. 326 dated June 22, 2020 (as amended on December 17, 2021).

Since the beginning of 2022, the worker injury and illness report has not changed at all. However, the statistics service clarified the deadlines for submitting the report and the rules for filling it out in the absence of cases of injuries at work.

It is also worth remembering that along with the main form 7-injury, you must take the application every 3 years. It contains data on accidents that occurred with injured persons by type and reveals their causes. The frequency of delivery is fixed at the level of law; it is not related to the operating time of the business entity. The next time Rosstat expects such a report will be in 2023, based on the results of 2022.

What is the form for?

By Order of Rosstat dated June 22, 2020 No. 326, an injury report form (7-injuries) was approved, which is used to transmit data on industrial accidents for 2022. In addition to listing injury cases, respondents specify how many employees were injured and provide information that is important for reducing injury rates:

• the amount of funds spent on labor protection by the enterprise;
• the presence of medical employees on the organization's staff.

IMPORTANT!

Once every three years, in addition to the report itself, they also prepare an annex to 7-injuries in Excel or any other format. Last time such an application was prepared based on the results of 2022, the next time - based on the results of 2022.

Filling out form 7 injuries: report structure and detailed instructions

Form 7-injury consists of a title page, a large table of indicators and a reference part. Let's look at each component in more detail and give step-by-step instructions.

Title page

The title page should include information that is standard for all statistical reports. To begin, indicate the year for which you are submitting the report - 2022.

Enter the name of the organization in the appropriate line, as given in the registration documents, and indicate the short name in brackets.

In the “mailing address” line, enter the name of the subject of the Russian Federation, city, street and house, do not forget to indicate the postal code that corresponds to the legal address. If you actually work in another location, then indicate the current address where you operate.

Tabular part

Information about injuries at work and injured employees should be taken from reports in form N-1 (N-1PS), which are drawn up for each accident. Data on the organization of security measures and the costs of them can be taken from accounting.

The entire table contains 24 rows. For each line, you must indicate the requested indicator for 2022 in the units of measurement specified in the third column. Let's look at the lines with which difficulties most often arise.

Line 01 is the result line. It must indicate the number of employees injured at work if the accidents resulted in the inability to work for 1 working day or more or resulted in death.

This line does not need to take into account deaths in the reporting year that occurred as a result of accidents that occurred in the years preceding the reporting year. The same applies to employees whose temporary disability began in 2022 and ended in 2019.

In lines 02 - 04, it is necessary to distribute the number of people from lines 01 into categories: women, children and foreigners. On line 05, indicate how many people were injured due to the fault of the employees and the employer, and on line 06, the number of employees who were under the influence of alcohol or drugs. These factors must be recorded in acts N-1 or N-1PS.

On line 07, indicate the number of deaths due to industrial accidents during 2022. The time of occurrence of the accident does not matter if the death occurred in the reporting year. In lines 08 - 10, also distribute them by category (women, minors and foreign citizens), and in lines 11 and 12 indicate the number of victims due to the fault of workers or as a result of intoxication, respectively.

On line 13, enter the number of man-days during the year that all employees remained unable to work. To do this, you need to sum up the number of all working days of disability as a result of accidents at the production site of the organization. Take information from medical reports for employees whose disability ended in 2022, even if it began in 2022. If the disability continues, it can be ignored.

In line 14, highlight the number of victims who partially lost their ability to work and, in accordance with the medical report, were transferred to easier work for a period of 1 working day. In line 15, highlight the women. These lines do not need to take into account employees who received sick leave.

In line 16, enter the number of employees who were diagnosed with a work-related disease for the first time in 2022. An employee can be included in the line on the basis of a medical report from a specialized organization and an internal document (directive, order).

If labor protection measures were carried out during the year, then indicate in line 17 the amount of expenses for them in thousand rubles in accordance with the collective agreement and the labor protection action plan. Reflect the data based on accounting data. In this case, the source of funds does not matter. Separately, highlight the costs for:

• purchase of workwear, safety shoes and other personal protective equipment (line 18);
• organizational events (line 19);
• technical and technological measures (line 20);
• sanitary and hygienic measures (line 21);
• training on labor protection (line 22).

To prepare a report for 2022 to distribute expenses, use the Standard List of Activities approved by Order of the Ministry of Health and Social Development dated March 1, 2012 No. 181n. From March 1, 2022, it will lose force and from the same date a new Model List approved by Order of the Ministry of Labor dated October 29, 2021 No. 771n will come into effect.

In line 23, indicate the average number of employees for the reporting year, of which, in line 24, highlight women. These include full-time employees and external part-time workers. Women on maternity leave are not counted.

In line 25, you must put o if the company has doctors (paramedics, nurses) who are able to provide first aid to victims.

How to fill

Like the main report, the injury application form consists of two parts - a title page and a table, which are filled out on the basis of reports on Form N-1. Let's consider the basic rules for preparing a document.

Title page

Filling procedure:

• You must first indicate the reporting period for which the document is being submitted - 2022;
• Enter the full name of the organization. In parentheses we indicate the abbreviated name of the enterprise (if available);
• We provide the full postal address of the organization (with the obligatory indication of the postal code).

Tabular part

On the second sheet we distribute the number of affected citizens according to the indicators in the table. Pay attention to some points on how to fill out the Appendix to 7-Injuries for 2022, if there were fatal accidents - in column No. 4:

• line 01 should contain information about the number of all victims;
• in lines 02 to 15, the number of injured employees should be distributed by type of incident;
• lines 16-30 classify accidents according to their causes.

What to do if there were no injuries during the reporting period

If there were no industrial accidents in your organization in the reporting year, then only lines 17-24 for safety measures and average headcount, as well as the “For reference” section, are filled out in the form. We recommend entering zeros in other columns.

However, sometimes other lines may be filled in as well. For example, if an employee was injured in 2022, but his sick leave was closed already in 2022. Then indicate the number of man-days of disability in 2022 in line 13. If an employee died in 2022 as a result of an accident in 2022, this is reflected in lines 07-12.

Form and place of submission of report 7-injuries

If the company has separate divisions, then for each of them you need to fill out and submit a separate form. The additional form is submitted for a legal entity without taking into account its divisions. But if the divisions are located on the same territory of a constituent entity of the Russian Federation as the parent organization, the information in the report is reflected taking into account these separate areas.

It is necessary to report to the territorial body of the FSGS, which corresponds to the legal address of the legal entity or its division. In cases where the place of registration and place of business do not coincide, the form is submitted to the authorities at the place of business.

The form can only be submitted as an electronic document signed with an electronic signature.

Responsibility for failure to submit a report

Organizations that failed to submit a report on time or included false information in it will be subject to economic sanctions under Article 13.19 of the Administrative Code. There are fines for these violations.
