Since 2022, the Pension Fund of Russia will issue information free of charge that a citizen has reached pre-retirement age (Clause 12 of Article of the Federal Law of October 3, 2018 No. 350-FZ).

Document flow is regulated by:

  • Federal Law of October 3, 2018 No. 350 - Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on the Issues of Appointment and Payment of Pensions”;
  • By Resolution of the Pension Fund of October 29, 2018 No. 464p.

How to submit a request to the Pension Fund:

  1. Submit in person to the territorial body of the Pension Fund or to the MFC (if a cooperation agreement has been concluded between the MFC and the fund branch).
  2. By mail or electronically via the Internet (via the government services portal or personal account on the Pension Fund website).
  3. Through the employer, if the citizen has an employment relationship with him and has expressed his consent in writing. The advantages of submitting an application for an employee in this way are obvious; it is enough to write a written consent to the transfer and processing of personal data. The employer sends the request using the Taxnet-Referent program.

The procedure for issuing an electronic document on a citizen’s pre-retirement age:

  • A request to clarify the employee’s status is prepared in an approved format in electronic form with an electronic signature and submitted to telecommunication channels in the Pension Fund of Russia, or the citizen submits a request through his personal account on the Pension Fund of Russia website.
  • An electronic document confirming a citizen’s pre-retirement age is signed by the UKEP of an authorized person of the fund.
  • The signed document is sent through the EDF operator no later than three working days from the date of registration of the request. If the request is submitted through the government services portal or personal account on the Pension Fund website, the document is sent to the applicant “in real time.”

    Attention: The commented resolution does not provide for the possibility of issuing a paper version of an electronic document confirming a citizen’s pre-retirement age.

Contents of a document confirming a citizen’s pre-retirement age.

An electronic document confirming a citizen’s pre-retirement age is generated automatically based on information available to the fund and contains:

  • Full name of the citizen;
  • Date of Birth;
  • insurance number of an individual personal account;
  • information about the classification of a citizen as a person of pre-retirement age;
  • the date of reaching the age that gives the right to a pension in accordance with the legislation of the Russian Federation in force on December 31, 2018 - to receive benefits for land tax and property tax for individuals;
  • a normative legal act that establishes the conditions for classifying a citizen as a person of pre-retirement age;
  • the body to which the information was submitted;
  • date as of which the information was provided.

The message list displays the following information for each sent message:

  • Message title.
  • Recipient of the message.
  • Date of last activity.
  • Date the message was created.
  • Date the message was sent.

Next to the request name there is a status icon . The icon changes depending on the status of the sent request.

Attention: For the document flow “Request to clarify the status of an employee”, response documents from the Pension Fund of the Russian Federation are sent to the Pension Fund of Russia - Received . The request status is only “Sent”.

Possible report states and their corresponding icons:

— The message is ready to be sent. To send mail, click the button in the main program window.

- Request has been sent. It is expected that all supporting documents will be received and sent.

— Completed. All supporting documents have been accepted.

— A negative response or error message was received from the Pension Fund.

Information about sent and received messages within the document flow for the selected document is displayed at the bottom of the screen, in a chain of related messages. For each message in the chain, information is displayed:

  • Document type;
  • Identifier;
  • Reception/dispatch date.

With a highlighted message in a thread, you can:

  • View in *.xml format by clicking on the “View” button.
  • View the printable form and print it by clicking on the “Print form” button.

Attention: Some time after sending the request, to receive confirmation, click on the “Send/Receive” button in the main program window. The status of the request will change and the associated documents will be displayed in the message thread.

How to submit a request to the pension fund?

Appeals to the Pension Fund are made for all pension matters. The need for the initial assignment of a pension, an application for an early pension, a requirement for recalculation - all this necessitates the need to submit a request to the pension fund. Compliance with this procedure is also mandatory for subsequent appeals to the judicial authorities.

As a general rule, the application under consideration is submitted at the citizen’s place of residence. Therefore, when deciding how to start applying for an old-age pension, you should initially decide on a specific territorial pension authority. This is of fundamental importance, since an incorrectly selected recipient of the application will almost certainly cause a refusal to grant a pension.

It is noteworthy that it is for the initial assignment of any type of pension that the law establishes a mandatory application form. In all other situations, there are no requirements for the form and text of appeals.

You can apply for a pension in one of the following ways:

  4. Express delivery

A citizen, at his own discretion, has the right to choose any of the listed options for delivering a completed application to the Pension Fund. The method of submission has no significance for the pension authority making a final decision on the application.

This is due to the need to attach, as a rule, a large number of documents confirming the preferential nature of the work and its period. A similar requirement applies to the employer.
