Norm for cumulative accounting
When summarizing work time, the accountant must focus on the standards of the calculation interval approved at the enterprise, without linking it separately to each month. During one such interval, the employee’s time sheet may alternate between periods of overtime and underwork, and based on the total amount of hours for the required period, compliance with the standard is obtained.
For example, the standard working hours for 2022 in the date range from January to March with a 40-hour week are equal to 446 hours (136 hours + 151 hours + 159 hours). The employee’s timesheets for the indicated months recorded the following data on work:
- in January 122 hours against the norm of 136 hours;
- in February 159 hours against the standard of 151 hours;
- in March, 165 hours were worked, which is 6 hours higher than the base rate of 159 hours.
As a result, in 3 months the person worked the required 446 hours (122 + 159 + 165), there is no overtime, the employee will receive a salary in the required amount.

Clarifications on working time standards
Art. Art. 91 and 92 of the Labor Code of the Russian Federation standardize the working hours for certain categories of workers:
- generally accepted - 40-hour work week;
- for company employees under 16 years old – up to 24 hours/week;
- from 16 to 18 years – up to 35 hours/week;
- for disabled people of 1st and 2nd degree – up to 35 hours/week;
- for workers in hazardous and heavy industries – up to 36 hours/week.
There are also special regimes for students and part-time workers. According to the Labor Code of the Russian Federation and Order of the Ministry of Health and Social Development No. 588n dated August 13, 2009, any company by collective agreement can establish a different working time, which cannot exceed the maximum established by the Labor Code.
Important!
- In organizations with summarized time recording for periods equal to a month or a year or another period of time, their daily, weekly and monthly norms are calculated based on the work period norms established in the Labor Code of the Russian Federation.
- When accounting for overtime in aggregate, work on holidays and weekends included in this period will not be recognized. This is considered to be overtime processing.
- So, if the period is the 3rd quarter of 2022, then the norm will be 520 hours. This means that overtime is recognized as time worked from 521 hours.
- It is worth noting that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays/weekends will have to be made in double amount.
But in any case, the daily rate is calculated from the standard assumption about the length of the week - 5/2. Even if the organization is on a 6-day schedule. The norm is calculated by dividing the weekly time by 5:
- 40 hours / 5 = 8 hours
- 36h. / 5 = 7.2 hours.
- 24 hours / 5 = 4.8 hours
- And so on.
The standard version of the production calendar takes into account all working time standards provided for by the Labor Code of the Russian Federation. The accountant can only find out the category of the employee in order to calculate his salary.
The monthly norm (MN) is calculated based on the daily norm (DN):
DN* number of working days in a month = MN,
if a reduction in working hours is expected in a month due to a subsequent holiday, then the number of hours of reduction is subtracted from the MT.
For example, the monthly working hours in November 2022 with a 5-day (40-hour) week:
(40 hours / 5)* 21 = 8*21 = 168 hours.
The annual working hours are calculated using the formula:
DN* number of working days in a year – “decreasing” hours.
Operating time and operating mode
The definition of the duration of work time is given in the Labor Code of the Russian Federation. Its duration is measured by the number of working hours per week. Art. 91 of the Labor Code of the Russian Federation predetermines the standard duration of no more than 40 hours per week, and in Art. 92 of the Labor Code of the Russian Federation specifies categories of persons whose working hours must be reduced. For example, the Labor Code of the Russian Federation establishes:
- the maximum number of working hours per week for workers under 16 years of age is 24 hours;
- for disabled people of groups 1 and 2 - special standards not exceeding 35 hours.
The professional field also influences the length of work time. Most doctors and teachers are supposed to work within 36 hours a week.
Business needs determine the types of operating modes:
- So, an employer can assign a work week of 5 days with 2 days off or 6 days with 1 day off.
- In addition, the employer has the right to establish that the enterprise or individual site will have irregular working hours, or to choose summarized recording of working hours.
Important! In any working mode, it is necessary to comply with the standard working hours.
So, for example, summarized recording of working hours can be used by companies that have continuous production, a medical hospital, and those engaged in security activities.
Cumulative work time means that the work duration required by law is not observed daily, but during the accounting period. The period for summing up work time is determined by the employer, but not more than 1 year.
The employer must approve all the features of the work schedule in the regulations and familiarize employees with them. Such regulations are the internal labor regulations.

It is important for the employer to know the working time limit and have accurate data on the time worked by employees.
Holidays and shortened days according to the calendar
So, what holidays await us in 2022 and what days will be shortened before these holidays will be described in detail below.
Holidays
Thus, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

But Russia is a multi-religious country, and its citizens’ holidays may differ. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law “On Freedom of Conscience and Religious Associations” stipulate that the authorities of the constituent entities of the Russian Federation can declare other days as holidays, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. The subject's holidays are included in the subject's PC and affect the standard working hours.
Holiday-day off
Part 2 of Article 112 states: if a holiday falls on a non-working Saturday or Sunday, then in exchange for this day off, another day of rest is provided - the next working day. This rule is valid for all times except the New Year holidays. So, November 4, 2022, National Unity Day, is Sunday, so the weekend will be November 3, 4 and 5.
In accordance with Article 113, it is prohibited to involve employees in work on holidays. It’s easy to remember this when using a PC: dates are highlighted and when you hover an arrow over them, pop-up tips - warnings - appear.
Shortening the working day before a holiday
In addition to holidays, the calendar also marks pre-holiday days with a note about the obligatory reduction of the working day by one hour (according to Article 95 of the Labor Code). The “smart” PC will also take into account the days when holidays are moved from a weekend to a weekday.
Production calendar 2022
The production calendar is an important tool for accountants and HR workers. It contains data on the number of working days in 2018, weekends, holidays and working hours by month and quarter. This information helps the accountant quickly and without errors calculate wages, calculate the number of working hours, sick pay or vacation. The calendar is also useful for employees: with its help, it is easy to choose a period favorable for vacation.
Official holidays are approved in the Labor Code, but every year some holidays coincide with weekends at the end of the week. In order to preserve the right to rest and to use working time more rationally in organizations, such days off are postponed. Transfers create better conditions for proper rest for employees, who can take short trips and spend time in nature or with family, not only during vacation.
As a general rule, when a holiday coincides with a day off, in order not to lose a day of rest, it is moved forward to the nearest weekday. The exception is the New Year holidays. Vacation days coinciding with Saturday and Sunday can be moved by officials to any other days during the year to optimize periods of work and rest.
The Government of the Russian Federation officially approved the postponement of holidays in 2018 in a resolution dated September 18, 2022:
- — Saturday, January 6 is moved to Friday, March 9;
- — Sunday, January 7 is moved to Wednesday, May 2;
- — Saturday, April 28 is moved to April 30, Monday;
- — Saturday June 9 is moved to June 11, Monday;
- — Saturday, December 29 is moved to December 31, Monday;
In 2022, in addition to weekends at the end of each week, we will rest during the following periods:
- — December 30, 2022 — January 8, 2018;
- - February 23 - 25;
- - March 8 - 11;
- - April 29 - May 2 - on May holidays, vacation can be extended to nine days if you take 2 days of vacation on Thursday and Friday, May 3 and 4;
- — May 9 — Victory Day is not adjacent to the weekend this year;
- - June 10 - 12;
- - November 3 - 5;
- — the New Year holidays before the onset of 2022 will begin on December 30.
On the days preceding public holidays, working hours are reduced and the work shift ends an hour earlier for five- and six-day workweeks of 40, 36 and 24 hours. In 2018, there are six pre-holiday days with a 5-day week: February 22, March 7, April 28, May 8, June 9, December 29. For a 6-day week, the shortened pre-holiday days are slightly different: February 22, March 7, April 30, May 8, June 11, November 3, December 31.
Postponement of holidays in 2022
There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize rest time, the legislator, in the same Article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is formalized by an annual Government Decree. No more than 2 days can be transferred from the New Year holidays, which has been done for several years in a row.
In 2022, the transfers will be as follows:
- From Saturday January 6th to Friday March 9th
- From Sunday January 7th to Wednesday May 2nd
- From Saturday 28 April to Monday 30 April
- From Saturday 9 June to Monday 11 June
- From Saturday 29 December to Monday 31 December
All transfers became officially known in the fall of 2022, but nevertheless, adjustments are still possible, keep this in mind.
Why do you need to know the standard working hours?
Preparing a schedule according to which employees should work is relevant for any business.

It is impossible to do without knowledge of the standard working hours for the period of drawing up the schedule, especially with accumulated working hours.
Calculation of payment for overtime is impossible without a limit on working hours in the month of calculation. Strict control of overtime will help protect yourself from disputes with employees and the labor inspectorate, the time of which cannot exceed 4 hours for one employee for 2 days in a row and 120 hours per year (Article 99 of the Labor Code of the Russian Federation).
The employees themselves need to know the norm. Even at the stage of applying for a job, it is approved by the parties in the employment agreement. Exceeding it means processing, which must be paid at an increased rate. An incomplete schedule must also be in writing to be legal. As a rule, incomplete schedules are used in collaboration with part-time workers, for whom individual standards are approved.

A few more words about the calendar
What data can be seen on the production calendar
PC is an unofficial document; its introduction and use is not regulated by law. However, in essence, PC is a reflection of some articles of laws on a regular calendar.
In addition to, in fact, the usual calendar with notes on working, weekends and holidays (official and national) days, the PC includes:
- tables with calculated working/non-working time standards by month and quarter,
- numerical information about the number of working hours and days off in each reporting period (from month to year),
- information about postponing holidays and reducing the length of the working day before them.
