Reporting 2-TP (waste)

– annual statistical reporting, which provides information on the management of production and consumption waste. The form is provided by legal entities and individual entrepreneurs carrying out activities related to the management of production and consumption waste.

Under the term - waste management

refers to the activities of collecting, accumulating, transporting, processing, recycling, neutralizing, and disposing of waste.

Under the term - production and consumption waste

means substances or objects that are formed in the process of production, performance of work, provision of services or in the process of consumption, which are removed, intended for disposal or subject to disposal.

Federal Law No. 89 On production and consumption waste. Reporting form 2-TP (waste) was approved by Rosstat Order N529 dated August 10, 2017.

What reports need to be submitted to Rosprirodnadzor in 2022

Legal entities and individual entrepreneurs must submit the following reports to Rosprirodnadzor in 2022:

  • declaration on payment for negative environmental impact (NEI);
  • forms 2-TP - waste, air, water management;
  • report on the organization and results of industrial environmental control (PEC);
  • report on harmful emissions into the atmosphere;
  • waste management report;
  • declaration of released goods that are subject to disposal after use;
  • payment for environmental fees.

Reporting is submitted through the natural resource user’s personal account or in paper form. The procedure for filling out and sample forms are presented on the official website.

Important!

Submission of reports in the personal account of the natural resource user can be carried out using an electronic signature or without it.

Explanatory note to reporting form 2-TP (waste)

The need for an explanatory note is not indicated, but if it is required, it must contain the following information:

  1. Organization data (TIN, name, legal address and site addresses).
  2. Number and date of issue of the license for waste management of classes 1-4.
  3. Limit on waste disposal (document details) or information on reporting to SMSP.
  4. Information about the reorganization or liquidation (mothballing) of the enterprise (or individual structural units).
  5. Volume of main production (plan for this year, indicators for the past 2 years and the difference between them).
  6. Reasons for the increase (decrease) in waste generation.
  7. If there are waste disposal facilities and installations for the neutralization or use of waste, their characteristics, productivity and other data are indicated.
  8. Implementation of measures to reduce the negative impact of waste management.

Declaration for NVOS

According to paragraph 1 of Art. 16.1 7-FZ, legal entities and individual entrepreneurs that have a negative impact on the environment are required to pay for environmental impact assessments. They are classified into certain categories, which are specified in the RF Government Regulation No. 2398 dated December 31, 2020. Organizations assigned categories I, II and III are required to submit an NVOS declaration. Documents must be submitted no later than March 10 of the year following the reporting period. The calculation, procedure for submitting reports and its form are fixed by order of the Ministry of Natural Resources of Russia No. 1043 dated December 10, 2020. If there is an error in the document, the sender can submit an updated declaration within three years.

If the negative impact is caused by MSW, then regional operators or MSW management operators pay for the NVOS.

Regional operators for the management (disposal) of MSW pay for the negative impact caused by municipal solid waste.

Firms that have been assigned a category are exempt from both paying for the NVOS and submitting a declaration.

Calculation and filling out form 2-TP (waste)

Rosstat Order No. 698 of November 13, 2022 amended the new form approved by Order No. 627.

How are calculations made?

First of all, it is necessary to calculate the actual amount of waste. Next, all indicators are converted into tons, and rounded if necessary:

  • For waste of hazard classes IV and V - up to one decimal place;
  • For waste of hazard classes I, II and III - up to three decimal places.

Units of measurement for section 3 of the form:

  • The capacity and residual capacity of waste disposal (storage) facilities operated by the respondent are indicated in tons and cubic meters;
  • The area of ​​waste disposal (storage) facilities operated by the respondent - in hectares.

Form 2-TP (waste)

The full title of the report is “Information on the generation, processing, disposal, neutralization, and disposal of production and consumption waste.” Documents are submitted as statistical reporting through the personal account of the natural resource user.

2-TP (waste) must be handed over:

  • legal entities and individual entrepreneurs who carry out activities in the field of industrial and consumer waste management;
  • regional operators for MSW management;
  • MSW management operators.

This environmental reporting is due by February 1 of the year following the reporting period. The form of the document and the procedure for filling it out are regulated by Rosstat Order No. 627 dated 10/09/2020.

The company is exempt from providing 2-TP (waste) subject to certain conditions. If the result of its activities produced less than 0.1 tons of MSW and a disposal agreement has been concluded with the regional operator, the form is not required to be filled out.

Who needs to submit 2-TP (waste) reporting?

IMPORTANT

Do not confuse 2-TP reporting (waste) with SMSP reporting (small and medium-sized enterprise report). These are different documents.

Form 2-TP (air)

The full title of the report is “Information on the protection of atmospheric air.”

Form 2-TP (air) is submitted by legal entities and individual entrepreneurs who:

  • emit more than ten tons of pollutants as a result of their activities;
  • emit from five to ten tons per year of pollutants, which include emissions of hazard class 1 or 2.

The calculation and instructions for filling out are regulated by Rosstat Order No. 661 dated November 8, 2018. The document must be submitted no later than January 22 of the year following the reporting year. The form is provided electronically through the natural resource user’s personal account.

Where to submit form 2-TP (waste)?

Reports must be submitted to the local Office of Rosprirodnadzor before February 1

every year.

You can create the report itself in several ways:

  1. Make a report in the Natural Resources User Module program (a free program, you can download it from the Rosprirodnadzor website).
  2. Make a report in a program produced by a private company (there are paid and free ones, you need to be careful with the latter, as they are not always updated on time).
  3. Make the 2-TP (waste) report completely yourself in MS Excel, to do this you need to download the form to fill out.

Form 2-TP (vodkhoz)

Information on water use is provided as statistical reporting. The form is submitted by legal entities and individual entrepreneurs who:

  • discharge wastewater;
  • They collect water from water bodies in the amount of 50 m3 per day or more. Does not apply to agricultural objects;
  • receive water with a volume of 300 m3 or more per day. Does not apply to agricultural objects;
  • receive water with a volume of 150 m3 or more per day for agricultural activities;
  • have a circulating water supply system with a total capacity of 5000 m3 or more per day, regardless of the volume of water taken.

Reports are submitted to the territorial body of Rosvodresursov of the Russian Federation at the place of their activities. The procedure for filling out documents is regulated by Rosstat Order No. 815 dated December 27, 2019. The form indicates the total volume of water used.

Important!

When filling out information, it is necessary to take into account the changes in the form made by Rosstat Order No. 118 dated March 12, 2020.

Who submits a report on Form 2-TP (waste)?

Reporting in form 2-TP (waste) is required to be submitted by:

  • Legal persons and individual entrepreneurs carrying out activities related to the management of production and consumption waste;
  • Regional MSW management operators;
  • MSW management operators

Deadline for submitting the 2-TP report (waste): February 1 of the year following the reporting year. This means that the completed form for 2022 must be submitted to the territorial body of Rosprirodnadzor no later than February 1, 2022 .

The report can be submitted in the form of an electronic document with an electronic digital signature (EDS), in paper form or by mail.

Report on emissions of harmful substances into the atmosphere

This report is submitted by legal entities and individual entrepreneurs who own objects assigned category III NVOS. In accordance with paragraph 11 of Art. 15 96-FZ, it is not required to obtain a comprehensive environmental permit and fill out an environmental impact declaration.

The report format is not approved by law. The emission document must contain the following information:

  • report on the organization and results of the implementation of the PEC;
  • statistical reporting on emissions of pollutants into the atmosphere in form 2-TP (air).

Report on goods subject to disposal

Such reporting is submitted by legal entities and individual entrepreneurs if goods and packaging produced in the Russian Federation or imported are subject to disposal after losing their consumer properties. The list of such goods is approved by the government of the Russian Federation. Organizations are required to comply with waste disposal standards. If the conditions for disposal are not met, the company pays an environmental fee.

As a result, the company must submit a declaration to Rosprirodnadzor through the personal account of the natural resource user. The document indicates the quantity of products and packaging produced or imported into the territory of the Russian Federation that are subject to disposal. The declaration must be completed by April 1 of the year following the reporting year.

Important!

If the recycling standard is exceeded in the previous calendar year, the standard for the current calendar year is reduced. If the packaging is made from recycled materials, then a reduction factor is applied to the recycling standard.

Calculation of environmental fees

The content and form of calculation for the environmental fee is regulated by Rosprirodnadzor Order No. 488 dated August 22, 2016.

If an error is made in the calculations, the department will send a special report to the sender. A legal entity or individual entrepreneur is obliged to provide clarifications or corrections within 10 working days from the date of receipt of the control document. In case of non-payment, pay off the debt.

The calculation must be submitted by April 15 of the year following the reporting period. Due to the epidemiological situation in the country, this document is submitted only electronically. Paper payments are not accepted. Digital documents are signed with an enhanced qualified electronic signature (ECES).

You can purchase UKEP only at a certification center accredited by the Ministry of Digital Development of the Russian Federation. TC "Kaluga Astral" is included in the list of accredited organizations and has all the necessary licenses for the production of "Astral-ET" and "1C-ETP".

Filling out the 2-TP report (waste)


The report can be completed and submitted electronically.
The main part of the report in question is filled with data that indicates:

  1. Volumes of harmful substances that are discharged into the atmosphere, soil or water;
  2. Data on handling different types of waste.

In the first case, in addition to the name, a code is indicated. It is selected from the Federal Classifier. In addition, the hazard class of the discharged substances is indicated.

In the second case, information is displayed on the amount of substances that:

  1. At the time of submission of the report, they were not processed;
  2. Formed at the enterprise within a year;
  3. Were accepted from other business entities;
  4. Processed for any purpose;
  5. Disposed of, rendered harmless, and disposed of;
  6. Transferred to other companies.

In the line where the amount of waste transferred to other enterprises is displayed, the purpose of such actions must be indicated. For example, for processing, neutralization, disposal.

All indicators in the table are indicated in tons. After filling it out, the objects to which the waste is transferred for disposal are listed under it. In addition, characteristics of such objects are given (the area is indicated in hectares).

Some filling features

Before submitting the 2-TP waste report to Rosprirodnadzor, it is necessary to double-check that all the data in the table corresponds to the information in the primary documents. These also include waste passports that pose a danger to the environment and human health (relevant for the first four hazard classes).

To submit the document in question, it is not necessary to send it by mail. You can send it through the official website of the department if you have an electronic signature. In its absence, the document must be sent by mail. When deciding what to attach to the 2-TP (waste) report in this case, it is necessary to take into account all the documents on the basis of which the table was filled out.

Waste volume values, as indicated above, are indicated in tons, but to the third decimal place for hazard classes 1-3. That is, rounding is carried out to the last kilogram. For the last two classes, rounding can be done to the first decimal place, taking into account each centner.

What documents are needed to fill out form 2-TP?
