What is the “Bulletin of State Registration”
“Bulletin of State Registration” is a special publication that has official accreditation. It contains information about all key events within the framework of the functioning of legal entities that are officially registered in the Russian Federation in accordance with state legislation.
The journal "Bulletin of State Registration" is an official mass media operating in the Russian Federation since 2004. This publication is weekly and has two forms - printed and electronic.
The journal “Bulletin of State Registration” consists of two parts:
- in the first part, information is published about which legal entities are being registered . This information is provided to the journal by registering state bodies;
- the second part provides information about which legal entities are ceasing to exist and will be excluded from the Unified State Register of Legal Entities.

Deadlines for submitting information for publication
Publication of a message in the State Registration Bulletin is carried out by a legal entity at least two months before the date of the key event that is subject to such mandatory publication. This period is necessary so that from the date of official publication of a message about significant, from a legal point of view, events in the life of a legal entity until the date of such events themselves, all interested parties, including creditors and authorized government bodies, receive this information.
As for the publication deadlines themselves, they are determined as follows:
- The magazine is published weekly . The next issue's release date is Wednesday;
- in order to get into the next issue, an application for publication must be submitted via the Internet service (using your personal account) or by personal contact to the regional office of the journal before 14:00 on Wednesday of the week that precedes the publication of the journal issue;
- in addition, before 14:00 on this Wednesday, funds for publication in the journal must be transferred to a special bank account of the organization (the amount is calculated as 114 rubles per square centimeter of publication).
Legal entities were required to submit information about reorganization and liquidation to the Federal Resources Agency
According to these changes and in accordance with subparagraph N.5, N.6 of paragraph 7 of Article 7.1 of Federal Law No. 129-FZ “On State Registration of Legal Entities and Individual Entrepreneurs”, legal entities are required to compulsorily post information in the Fedresurs (fedresurs.ru ):
- on the liquidation of a legal entity, indicating information about the decision made to liquidate the legal entity, the liquidation commission (liquidator), a description of the procedure, terms and conditions for filing claims by its creditors, other information provided for by federal law;
- on the reorganization of a legal entity, indicating information about each legal entity participating in the reorganization, created or continuing to operate as a result of the reorganization, the form of reorganization, a description of the procedure, terms and conditions for filing claims by its creditors, other information provided for by federal law.
That is, the provisions of the law that came into force clearly separated the responsibilities for publishing information about a company being in the stage of reorganization or liquidation (the responsibility of the registering authority) and notifications about the beginning of such procedures (a reorganized or liquidated company).
In accordance with clause 11 of clause 7 of Article 7.1 of the Federal Law No. 129-FZ “On State Registration of Legal Entities and Individual Entrepreneurs”, a notification of termination by an individual of activities as an individual entrepreneur is subject to inclusion in the Unified Federal Register of information on the facts of the activities of legal entities by the corresponding individual carrying out activities as an individual entrepreneur. Thus, the obligation to compulsorily post information about liquidation also applies to individual entrepreneurs.

A notice of liquidation or reorganization must be published in the Unified Federal Register of Information (Fedresurs) within 3 business days from the date the company makes a decision on liquidation or reorganization.
To publish information on the Fedresurs portal you must:
- obtain an electronic signature for working on the fedresurs.ru portal (please note that many digital signatures may not be suitable for these purposes);
- Log in to the portal with your digital signature and, if necessary, install software;
- compose and sign a message;
- issue an invoice and pay it (the fee for entering and posting information on the fedresurs.ru portal is currently 860 rubles 35 kopecks);
- wait for publication (The federal resource operator publishes the message within one business day after payment is received) Because. the payment does not arrive to the Operator immediately; you can present them with a document confirming the payment, on the basis of which they will make the publication. Also in this resource it is possible to replenish your personal account in your personal account with the required amount in advance;
- receive an extract from the publication of the notification in the Federal Resources Service (in the form of an electronic document or on paper).
So far, there are two ways to publish information about the facts of the activities of legal entities in the Unified Federal Register:
- independently in electronic form using an electronic signature;
- through a notary using the notary's electronic signature.
Also, now there are many companies that provide publishing services (the services consist of issuing an electronic digital signature and the publication itself - the cost is about 6,000 rubles). The cost of a notary's service to publish a message using its electronic signature varies significantly depending on the specific notary.
Responsibility for failure to fulfill the obligation to place the necessary information in the federal resource.
Article 14.25 of the Code of Administrative Offenses of the Russian Federation establishes administrative liability for late submission of information (fine - 5,000 rubles), as well as for failure to provide or submission of unreliable or knowingly false information (fine from 5,000 to 10,000 rubles) to the Unified Federal Register of Information on the Facts of the Activities of Legal Entities . Repeated commission of such an administrative offense shall entail the imposition of an administrative fine in the amount of 10,000 to 50,000 rubles or disqualification for a period of one to three years.
In addition to penalties, the registering authority may subsequently issue a refusal due to non-compliance with the procedure for liquidation and reorganization of a legal entity (clauses “c”, “t” of Article 23 of the Federal Law No. 129 of 08.08.2001).
Procedure for publication

In case of submitting an application by visiting the official website of the journal, you will need to complete the following steps:
- register in your personal account for the service on the official website . Registration can be carried out on behalf of both an individual and a legal entity. In addition, it does not matter on behalf of which legal entity the application is submitted - this action can be carried out by any registered person, even if he posts information about several legal entities;
- check the certificate of your existing qualified electronic digital signature . The electronic signature must be issued by the Certifier or someone else who has received official accreditation. It does not matter which legal entity we are talking about - it is possible to submit documents from different legal entities, forming a signature from the same person;
- the next step is to prepare electronic scanned copies of all documents that accompany the application for publication, and the application itself . Such copies, as well as the application itself, must be signed using a verified electronic signature;
- After this, you will need to send an application for verification and determination of the cost of its printing . These actions are carried out only in your personal account;
- Based on the results of the check, an invoice will be sent to a special section of your personal account , which must be paid using one of the proposed options;
- after the payment has been made, you will need to fill in the fields confirming this fact and attach a scanned version of the completed payment document , which will confirm the payment;
- After this, a notification will appear indicating when the application will be printed, as well as options for receiving notification of the official publication of the message (in the form of a printed issue of the magazine, in the form of an electronic version, or by issuing a paid subscription to this type of media).
Through the regional office of the magazine
If we are talking about submitting an application through the regional office of the journal, then the algorithm of actions will have some differences:
- Using the form provided by the functionality of your personal account, you must create a draft application for publication . Such a project does not need to be signed using an electronic digital signature, since it is only needed to calculate the cost of publication;
- after the draft application has been checked and the cost of publication has been calculated, an invoice for payment for publication will appear in a special section of your personal account;
- the next step is to pay the invoice and prepare a payment document confirming this action;
- After paying the invoice, you must generate the entire package of documents and submit it personally to the regional office that was selected at the stage of generating the invoice . Only after this will the application be published.
Publication of a message in the VGR. Step-by-step instruction
1. To submit a report of material facts for publication in the journal “Bulletin of State Registration”, go to the official website of the journal “Bulletin of State Registration”;
2. Next, you need to register your personal account; to do this, follow the “Registration” link at the top right and follow the service prompts.

If the name of the company does not contain quotation marks, then the full name is indicated without quotation marks. IMPORTANT: the information entered into the fields of this form must fully correspond to the extract from the Unified State Register of Legal Entities received on the date of filing the application. — In the field “Short name of the legal entity with limited liability fund” the short name with an abbreviated organizational and legal form is indicated. If the name of the company does not contain quotation marks, then the short name is indicated without quotation marks. IMPORTANT: the information entered into the fields of this form must fully correspond to the extract from the Unified State Register of Legal Entities received on the date of filing the application. — In the “Applicant Information” field, indicate the information of the person who will sign the application form and cover letter. — To ensure re-publication of a message automatically (applies to types - reorganization, reduction of authorized capital, reduction of net asset value) in the Web application in the “Number of publications” section, the “Ensure re-publication” field must be ticked, and also indicate the desired number days after which it will be published (at least 30 days). A re-publication will be published in the next issue of the journal after the specified deadline. IMPORTANT: do not forget, after the publication is published, to order a copy of the page with the published Message from an employee of the FinExpert-Ekaterinburg Company! — In the Appendix to the Web application, you must fill in the fields “for whom to issue accounting documents” and “how to obtain accounting documents.”
5. We indicate the method of submitting the message - without an electronic signature and select the regional representative office of FinExpert-Ekaterinburg, and then click the “Continue” button. The Application status will change to “Sent for review”. Within one working day, an employee of the FinExpert-Ekaterinburg Company will check your application and issue an invoice for payment.
6. After verification by an employee of the FinExpert-Ekaterinburg Company, the status of your application will change to “Invoiced”. Documents required for publication: • Application form (print from your personal account) - 2 copies. • Covering letter ( IMPORTANT: the cover letter is the second page in the “Application Form” document) – 2 copies. The application form and cover letter are signed by the person indicated in the information about the applicant: - liquidator, chairman of the liquidation commission. The seal of the applicant organization is required. Stamps of sole participants/shareholders are not accepted. - an authorized person, if a power of attorney has been issued to him with the right to sign documents. In this case, it is not necessary to affix the organization's seal. • A copy of the decision on liquidation and the appointment of a liquidation commission - 1 copy. • Payment document: - payment order with the bank’s mark on execution (a photocopy is possible); - receipt from Sberbank, another commercial bank, receipt order, check (must be original). • Power of attorney in case of submission of a message by an authorized person, original or notarized copy - 1 copy. The power of attorney is drawn up in accordance with the norms of the current legislation of the Russian Federation. A sample power of attorney is presented on the website of the State Registration Bulletin. Please note that the authorized person who brings a set of documents must present a power of attorney, regardless of who is the applicant and signs the application form and cover letter. Copies of documents must be certified by an authorized person (one of the following): • A person performing the functions of the sole executive body. The seal of the organization is required • By an authorized person, if a power of attorney with the right to sign documents has been issued to him.
