How is the PM formed in the Russian Federation as a whole and in the regions?

In Art. 1 of Federal Law FZ-134 of October 24, 1997, which regulates the formation and application of this indicator, states that PM is the value expression of the consumer basket. The consumer basket, in turn, is the minimum necessary set of products and services to ensure human life.

The composition of the consumer basket is determined by law for the Russian Federation as a whole and separately for each region for the main socio-demographic groups. The legislator proceeds from the position that one minimum should be established for working citizens, and different values ​​for children and pensioners, since the needs of representatives of these groups are different.

The amount of PM per person is determined taking into account his assignment to a certain socio-demographic group, of which there are three:

  1. able-bodied citizens.
  2. Children.
  3. Pensioners.

The per capita indicator, that is, per person, is also determined. PM for the country as a whole is determined by the Decree of the Government of the Russian Federation, for regions - by the executive body of the relevant constituent entity of the Russian Federation.

Why is the “old” data currently in effect?

There are some peculiarities in how the cost of living is determined in the Arkhangelsk region - from January 1, 2022, the value for the 3rd quarter of 2022 is valid, since it is the latest approved.

This happens because the indicator is determined based on the average prices of products in the consumer basket for the specified period. Naturally, studying the market and the cost of goods requires time, official data from Rosstat, etc. In addition, the terms for determining the PM are not specifically defined in the law; it only states that the value is established for each quarter.

Compared to the second quarter of 2022, the values ​​of all PM (for adults, children, pensioners and per capita) decreased slightly, and increased compared to the same quarter last year.

When talking about such an indicator as PM, it is necessary to clarify that it is of great importance for determining measures of social support of the state. For example, insufficient material security is determined, most often, by correlating income with the minimum wage. This role of PM is directly indicated in Article 2 of Federal Law-134.

The subsistence minimum is used to establish benefits for the poor. For example, the president recently proposed introducing payments to parents for children from 3 to 7 years old, but only to those who need it. Need is established if the average per capita family income is less than the subsistence minimum in the region.

In the same way, PM is important for benefits for a child under 3 years of age (when determining recipients in the event of the birth of the first or second child). According to Federal Law-81, the need for benefits is established if for each family member there are less than two regional subsistence minimum allowances for able-bodied citizens. The benefit itself is paid in the amount of monthly minimum per child.

In the region, benefits are provided for the birth of a third or subsequent child. The payment amount is established separately, and for 2020 the “children’s” PM for the purpose of providing this benefit is 12,861 rubles.

In Art. 4 Federal Law-134 also establishes another important indicator - the living wage of a pensioner (PMP). It was introduced in order to determine the recipients of the social supplement in accordance with Federal Law No. 178, since the minimum income of a pensioner must be no less than the PMP of the region (if less, then a social supplement is provided).
