The minimum wage is a legally established minimum that must be paid to a full-time employee, including those living in Voronezh. The definition of minimum wage is given in Art. 133 Labor Code of the Russian Federation.

The cost of living is the conditional cost of the smallest set of food products, goods, services, as well as taxes that a person pays monthly. The minimum wage is established per capita and for the main socio-demographic groups: for workers, children and pensioners. It is determined quarterly on the basis of the consumer basket and statistical information on prices for food, non-food products, services, and the amount of expenses for mandatory payments and fees.

The minimum wage of the working population for the 2nd quarter of the previous year determines the federal minimum wage for the current year.

The minimum wage is one of the most important government guarantees. No one should receive wages below this minimum. The minimum wage is established to regulate wages and determine the amount of benefits for temporary disability, pregnancy and childbirth, as well as for other purposes of compulsory social insurance.

How is the minimum wage set?

The minimum wage level is established by federal legislation and applies to the entire territory of the Russian Federation, including Voronezh. Subjects of the Russian Federation, guided by local legislative acts, have the right to introduce a regional minimum wage, which all companies must follow, except for organizations financed from the state budget. The cost of living must be indexed annually.

After amendments to the law that came into force on January 1, 2019, the minimum wage is calculated based on the indicators of the second quarter of last year.

How are the cost of living and the minimum wage calculated and established?

In connection with recent changes in the calculations of these economic indicators, the size of the latter is increasingly consistent with the real level of well-being of citizens. Last 2022, the legislator abandoned the concept of “consumer basket”, replacing it with a new criterion for establishing a living wage - “median income” (Federal Law of the Russian Federation dated December 29, 2020 No. 473-FZ). The same federal law introduces another previously unused concept – “median salary”.

Median income is the median value of a citizen’s income level, relative to which 1/2 of the Russian population has incomes above the specified level, and the other 1/2 is below it.

The median salary is the average wage of all workers in the country, relative to which 50% of employed persons have wages exceeding this indicator, and the other 50% are less than this value.

In 2022, the minimum wage began to depend on the median salary and should be at least 42% of it (Article 1 of the Federal Law on the Minimum Wage). In turn, the cost of living cannot fall below 44.2% of the median income (Clause 1, Article 4 of the Federal Law of the Russian Federation of October 24, 1997, No. 134-FZ “On the cost of living in the Russian Federation”).

Another innovation has been in effect since 2022: the cost of living indicators are subject to revision only once a year, and the median income - once every five years. In addition, the cost of living for the year cannot be set less than last year’s figure.

Comparison of regional indicators with federal ones

Indicators of the minimum wage and subsistence level in the regions should not be lower than the annually established federal values. Regions have the right to increase these indicators not only through premiums and regional coefficients in areas with an unfavorable climate or environmental situation, but also through the conclusion of tripartite regional agreements between the government of a constituent entity of the Russian Federation, associations of employers and trade unions.

The cost of living at the local level is established using special regional differentiation coefficients in accordance with Decree of the Government of the Russian Federation of June 26, 2022 N1022.

What is the impact of the cost of living and the minimum wage?

The significance of the cost of living indicators lies in the fact that they are used in calculating such types of social benefits as:

  • social benefits for pensions;
  • new benefits for a child born on January 1, 2018 and later, as well as for children aged 3 to 7 years;
  • compensation for housing and communal services for low-income groups of the population.

The minimum wage is needed when calculating certain types of benefits if the person receiving them does not have the insurance period required by law for six months or more. Such benefits are:

  • payments for those going on parental leave to care for children up to one and a half years old;
  • payments to women on maternity leave;
  • payments to an employee on sick leave.

It should also be remembered that with the help of the minimum wage, the minimum wage is established throughout the country. This level of wages is set for those employees who work full-time and full-time.

Minimum wage for private sector workers in the Saratov region in 2022

In 2022, a new tripartite regional agreement on the minimum wage is in force in the Saratov region (dated October 15, 2021 No. 328).

It was concluded by the Regional Government, the regional Federation of Trade Union Organizations and the Union of Producers and Employers.

The document came into force on January 1, 2022 and is valid until the conclusion of a new Agreement, but no more than three years.
