What social benefits for children are there in the Russian Federation?

Types of social assistance for parents are listed in 81-FZ of May 19, 1995 (Article 3 of 81-FZ). Payments are divided into those paid during pregnancy and after childbirth. Citizens of the Russian Federation apply for:

  • one-time payments for early medical registration up to 12 weeks and at the birth of a child;
  • for pregnancy and childbirth;
  • for pregnant wives of military personnel;
  • monthly child care benefits up to 1.5 and up to 3 years;
  • monthly for the child of a military personnel who serves on conscription;
  • when transferring a child to a family for upbringing;
  • Putin's - monthly up to 1.5 and up to 3;
  • new monthly - from 3 to 7;
  • up to 18 years of age for low-income families.

In some regions, local programs have been developed to help low-income families with children.

Each type of benefit is regulated by a separate legislative act. For example, RF PP No. 384 dated March 31, 2020 indicates what documents are needed to apply for child benefits from 3 to 7 years old in 2022 - an application and title papers. What information must be included in the certificate?

The paper from the employer must contain the following information:

  • name and details of the organization;
  • date of issue;
  • Title of the document;
  • Full name and position of the recipient;
  • confirmation that the citizen did not take advantage of the right to parental leave and did not receive benefits;
  • Full name and date of birth of the minor;
  • manager's signature and seal.

The form must contain the outgoing number under which it is registered in the organization.

The certificate is valid for 30 days from the date of issue.

The paper from the social security authorities contains information that the citizen is unemployed or is a full-time student at an educational institution and has not applied for payment. The document is issued at the place of request.

What is required for payment

First of all, a reason is required - pregnancy and childbirth. This applies to maternity benefits, lump sum payments at birth and monthly care benefits.

Monthly payments to low-income families are provided only if certain conditions are met. For example, Putin’s subsidies are paid for children born after 01/01/2018 and only on the condition that the average per capita income per family does not exceed two times the regional subsistence level. The base value is the cost of living of the working population for the second quarter of the previous year.

For benefits from 3 to 7 years, similar rules apply: money in the amount of 50% of the subsistence level is transferred to those families whose average per capita income does not exceed the subsistence level in the region.

Another important condition: financial assistance is transferred only to one of the parents. Spouses have the right to choose which of them will receive a one-time social benefit at birth and a monthly benefit for up to 1.5 years from the employer. The second parent provides a certificate of non-receipt. Submit documents for obtaining child benefits from 3 to 7 years, if the mother does not work, to the MFC or social protection authorities. Sick leave for pregnancy and childbirth will be paid only by mothers.

What to provide for social benefits at birth

In 2022, the size of the one-time subsidy is 18,004.12 rubles. Indexation is planned for February 2022. Employed parents receive money from the employer, unemployed and unemployed parents receive money from the Social Insurance Fund office. Here is a list of required papers for the appointment of financial assistance:

  • statement;
  • birth certificate in form 24;
  • a letter from the employer about the non-receipt of benefits by the second spouse.

In special cases, authorities request a divorce certificate and a statement of last place of employment for unemployed applicants.

Certificate to father about non-receipt of benefits from the Social Insurance Fund

Individual entrepreneurs, self-employed people and persons engaged in private practice can apply to the Social Insurance Fund for a certificate of non-receipt of benefits. Possible situations:

  • If a homeowners' association agreement has been concluded, you must contact the Social Insurance Fund for a certificate confirming that benefits have not been assigned and are not being paid.
  • If the DSZh agreement has not been concluded, then first you need to get a certificate from the Social Insurance Fund about the absence of an agreement, and then contact the OSZN.

In judicial practice, there are cases when an individual entrepreneur himself issued a certificate of non-receipt of payment, confirming it with a signature and seal (does not apply to self-employed people and private practice specialists). This case includes the case when the Arbitration Court of the Stavropol Territory made a decision in case No. A63-6232/2014, which was later confirmed by the Supreme Court of the Russian Federation.

What to submit for payment up to 1.5 years

This is a monthly compensation of 40% of average earnings. From June 1, 2020, the minimum social payment is 6,752 rubles, the maximum is 27,984.66 rubles.

The money is received by one of the close relatives chosen by the family - mother or father, grandmother or grandfather. Papers for registration:

  • statement;
  • birth certificates of all children;
  • certificate of non-receipt of monthly compensation by the second spouse.

The employer has the right to request a salary certificate from the previous place of work. As soon as the child turns 1.5 years old, the applicant is no longer paid monthly social benefits. He continues to receive a compensation payment of 50 rubles. Check with your employer what certificates are needed to apply for child benefits under 3 years of age: they usually require an application and a letter from the spouse’s place of work about non-receipt of money.

What you will need for monthly benefits up to 14, 16 and 18 years of age

Low-income families are paid financial assistance until their dependents reach adulthood. Unemployed single mothers and families with an average per capita income below the regional subsistence level receive money from the state. Guardians (trustees) also apply for social benefits from social welfare authorities.

Prepare the following documents for child benefits in social security until the age of 18 (the same for 14 and 16):

  • statement;
  • for children under 14 a birth certificate, from 14 to 18 - a passport;
  • passport of the parent (both parents);
  • certificates of family income, family composition, cohabitation;
  • confirmation of full-time education of dependents at an educational institution.

What documents are needed

Standard list of papers:

  • a certificate from a medical institution confirming the birth of a baby or a document from the registry office confirming the child’s registration;
  • passport of the guardian or parent in whose name the funds will be transferred;
  • a copy of the page with information about the last place of work from the work book;
  • a document on the number of persons registered in the apartment;
  • divorce certificate (if available);
  • a document confirming cohabitation with the child (if the parents are divorced);
  • SNILS.

Important! From 04/03/2021, not everyone needs to provide a child’s birth certificate issued by the civil registry office to assign and pay benefits. More information about who does not need to provide a certificate from the registry office can be found on the consultant.ru portal.

The list may vary depending on the type of subsidy issued.

If the applicant is counting on subsidies based on low earnings, then the status of a “needy family” will need to be confirmed with a certificate of income. In addition to the official salary, the authorities will also take into account other funds received by the family - pensions, scholarships, etc.

Social benefits will be transferred from 2022. Low-income Russian citizens with children born after 01/01/2018 apply for it. One of the applicant parents is paid for each recipient from birth until the age of 3 an amount equal to the minimum subsistence level in a particular region. Rights to financial assistance must be confirmed annually.

What is needed for monthly payments from 3 to 7 years

This is a new payment for low-income families from June 2022. Monthly assistance is transferred to low-income families whose average per capita income does not exceed the regional subsistence level. A list of documents has been established for child benefits from 3 to 7 years for social protection or MFC:

  • statement;
  • children's birth certificates;
  • Marriage certificate;
  • income certificates;
  • account details.

Social Security accepts electronic applications: submit an application through the State Services portal.

During the period of self-isolation due to the coronavirus pandemic, the state provided additional payments to families with children:

  • 5,000 rubles for 3 months per recipient from birth until the age of 3;
  • a one-time payment of 10,000 rubles for recipients from 3 to 16 (documents were not required to provide 10,000 per child);
  • a lump sum of 10,000 rubles for each recipient from birth to 16 years of age.

Financial assistance was issued through the State Services portal and the insured person’s account at the Pension Fund of the Russian Federation. RF PP No. 919 dated June 25, 2020 indicates what documents are needed to receive benefits from 3 to 16 years of age from the Pension Fund: an application, recipients’ birth certificates and the applicant’s passport. As of October 1, 2020, payments will not be made.

What you will need for regional benefits

Subjects of the Russian Federation offer various regional programs, details of which are presented on the official resources of local administrations.

Regions pay money to large families, parents of disabled people, and low-income groups of the population. Local authorities determine what certificates are needed to apply for child benefits up to 7 years of age and other categories of financial assistance (general information):

  • birth certificates;
  • applicants' passports;
  • Marriage certificate;
  • title papers;
  • application with account number for bank transfer.

These are local social areas in addition to federal ones: check the lists of documents with territorial departments.

Child benefits in 2022

Financial support is provided on the basis of the Federal Law on State Benefits for Citizens with Children. It defines a list of conditions for obtaining security, and also determines the amount and procedure for obtaining funds.

What subsidies are currently in effect:

In addition to one-time and regular assistance, families can count on maternity capital. Also, a number of regions have established their own subsidies, they are often called governor’s payments.
