Report on form No. 1-T (professional)

Rosstat systematically updates reporting forms. Almost no statistical reporting form has been subject to adjustments and innovations. The report on personnel statistics in form 1-T (professional) “Information on the number and needs of organizations for employees by professional groups” is no exception. As of October 31, 2020, a new form is in effect.

Such information should be generated by Rosstat once every two years. The current form and the procedure for filling it out were approved in Rosstat Order No. 412 dated July 24, 2020. Remember: not all employers submit 1-T (professional) statistics in the reporting year. Only those entities included in the sample of statistical observation bodies are required to report.

But there are exceptions. Form 1-T (professional) is not submitted:

  • legal entities engaged in insurance or financial activities;
  • public organizations;
  • public administration sector;
  • extraterritorial companies;
  • state security agencies;
  • military structural units.

IMPORTANT!

Companies not included in the list risk becoming the object of statistical observation. Check if your organization is in the sample on the official website of Rosstat.

Responsibility for failure to provide and errors in form 1-T (prof)

If a legal entity that is included in the statistical sample violates the deadline for submitting 1-T (professional), then the company (or responsible executors) will be held administratively liable (Article 13.19 of the Code of Administrative Offenses of the Russian Federation). The fine in this case is:

  • for a legal entity - from 20,000 to 70,000 rubles;
  • for officials - from 10,000 to 20,000 rubles.

For providing false information and errors in 1-T (prof) the penalties are similar. Let us remind you that the period during which an organization is punished for errors is two months from the day following the established reporting date.

Who is obliged to take

1-T (professional) is submitted by all organizations that Rosstat included in the scientifically based sampling plan. Reporting companies will be sent advance notices notifying them of the need to provide information.

Notices are usually sent by certified mail. But an email from Rosstat is no longer uncommon these days. The lion's share of companies required to report will not receive chain letters. Rosstat simply does not have the ability to notify all observation objects.

To avoid penalties, you will have to independently check whether your institution was included in the sampling plan for the 1-T (personnel) report for statistics. The check is available to all organizations on the official website of Rosstat. To receive information, enter the company data (TIN, OKPO or OGRN) in the request fields.

Since 2022, a new procedure has been in force for how to submit a 1-T (prof) report - exclusively in electronic form (500-FZ dated December 30, 2020). Respondents sign an electronic digital signature document and send it to the territorial Rosstat. For small businesses, the rule will come into effect only from 01/01/2022.

IMPORTANT!

Large fines are provided for failure to provide information to statistical authorities (from 20,000 to 70,000 rubles for a legal entity). For a repeated offense, the company will be fined up to 150,000 rubles.

What kind of report is this

Information on the number and needs of organizations for workers by professional groups - report 1-T (prof) in 2022 was approved by Rosstat order No. 412 dated July 24, 2020. Submitted once every two years only by legal entities. Representatives of small businesses and some other economic entities are exempt from preparing the document:

  • public organizations;
  • legal entities and institutions engaged in public administration and ensuring military security;
  • organizations conducting insurance and financial activities;
  • extraterritorial organizations.

Filling Features

The structure of the report is:

  • title page;
  • main information table;
  • information about responsible persons.

Here are the instructions for filling out 1-T (professional) statistics for respondents:

  1. The title card is filled out according to the general rules. The full and short name of the reporting entity, its OKPO and the actual address of the location of the enterprise are indicated.
  2. The information table provides a breakdown of professions and positions by type. In the report, distribute the payroll number of the enterprise into the specified groups. In the statistical form, indicate not only the actual number of employees, but also the institution’s need for personnel.
  3. The report is signed by the employee who completed it. The responsible person indicates not only the full name, but also contact information - telephone number, email address. The date of completion is indicated.

If an institution has separate divisions or branches, then reporting will have to be prepared not only for the entire entity as a whole, but also separately for branches. Submit reports from separate divisions to the territorial representative offices of statistical authorities at the location of the branch.

Who submits the 1-T report (professional)

The form should be submitted only by those business entities that Rosstat authorities included in the sample. The respondents are a legal entity, and small businesses do not need to submit a report.

The report is generated by . If a separate division is included in the sample, Form 1-T (prof) in the statistics for it is compiled and submitted by the legal entity.

Form 1-T (professional) statistics must be submitted to the Rosstat office at the location of the business entity or its separate divisions.

The territorial department of Rosstat is obliged to notify respondents that they need to prepare a report in Form 1-T (prof). You can also use a special service on the Rosstat online resource, where in order to obtain information about the statistical reporting to be submitted, respondents need to enter only one detail (OKPO code, INN or OGRN).

Who do we include in reporting?

The information table shows the number of employees by occupational group in 1-T (professional): include all specialists who work in the institution under employment contracts. Employees who work in the organization temporarily or seasonally should also be taken into account in the statistical report.

If the founders (owners) of the enterprise are officially registered and receive wages under contracts, then include them in the table too.

Workers who work part-time are included in the reporting as a full-time unit. For example, an accountant in an institution works at 0.5 times the salary. On the report, enter the full unit on the appropriate line.

But there is no need to duplicate internal part-time workers. If an employee combines two positions at once, indicate the full unit for the position that is the main one for the part-time employee.

Sample of filling out the 1-T statistics form

Before you start filling out the document itself, you need to remember that it contains such an indicator as the average number of employees. It can be calculated using the standard formula:

The sum of the average number of employees for all months of the reporting year, divided by 12.

In this case, the average number of employees per month is calculated as follows:

The sum of the payroll number of employees for each calendar day of the month, from the 1st to the 30th or 31st (for February - on the 28th or 29th), including holidays (non-working days) and weekends, divided by the number of calendar days of the month.

Form 1-T: filling rules

Statistics require filling out this document based on data as of December 31, 2022. The title page is easy to fill out. It should have:

  • full name of the organization and a short name in brackets next to it;
  • legal address of the legal entity, indicating the subject of the Russian Federation and the index;
  • the actual address of the organization, if it does not coincide with the legal one,
  • OPKO code assigned by Rosstat.

In section 1 you should indicate the numerical values:

  • the average number of employees of the organization, broken down by industry;
  • the wage fund of these workers;
  • social benefits fund for these employees;
  • fund for payments to external part-time workers.

The number of employees must take into account all persons working on the basis of employment contracts, including those performing temporary or seasonal work, as well as the owners of the organization if they receive a salary. The average headcount traditionally does not include external part-time workers, persons with whom civil contracts have been concluded, employees on maternity leave, and employees on study leave.

Whom we do not include in the report

Based on Rosstat's instructions for filling out the updated reporting form, do not include the following categories of employees in the table:

  • external part-time workers;
  • workers under civil contracts;
  • employees (mostly women) on maternity leave or parental leave;
  • military personnel called up for military service.

IMPORTANT!

Advice. To avoid errors in filling out statistical reporting, use the All-Russian Classifier of Occupations - OKZ (OK 010-2014 (MSKZ-08)), approved by Order of Rosstandart dated December 12, 2014 No. 2020-st. This document contains all types of professions and positions, which will allow the correct distribution of workers in the information table.

What has changed in the 1-T (prof) report in 2022

On the title page of the form, the deadline for submitting the document to Rosstat has changed. In the previous edition it was indicated “November 28”, in the new edition – “November 30”. The clause that spelled out liability for violators has also changed. The previous edition contained references to “Art. 13.19 Code of Administrative Offenses of the Russian Federation, as well as Art. 3 of the Law of May 13, 1992 No. 2761-1.” The new edition states that violators will be held accountable in accordance with the Code of Administrative Offenses of the Russian Federation.

In the tabular part of the new edition of the document, the line “OKEI codes: person - 792” and “Section 1” was removed.

Who submits Form 1-T

The list of organizations that are required to report on it includes:

  • public;
  • religious;
  • horticultural;
  • dacha partnerships;
  • garage or housing cooperatives
  • organizations like those listed above.

At the same time, they must meet the following criteria:

  • is not a small business entity;
  • the average number of employees based on the results of work for the year was no more than 15 people;
  • included by the territorial divisions of Rosstat in the list of organizations that do not report in Form P-4.

Branches, representative offices and divisions of foreign organizations operating in the Russian Federation are also required to report in Form 1-T.

Organizations using the simplified tax system report on a general basis.

There are two ways to find out in advance whether your company must submit Form 1-T:

  1. Through the website of the territorial division of Rosstat. Find your region on the official website of the department (“About Rosstat” - “Territorial Bodies (TOGS)” - “TOGS Sites”). Go to the website of the territorial division. Open the tabs on it: “Reporting” - “Statistical reporting” - “List of reporting business entities” and download the list.
  2. Directly in the territorial division of Rosstat. Using the method described above, find the website of your territorial division. Open it and in the main menu, click on the tab about the department. There you will find department data. Once you know the address, you can call the department or come to it in person and request information and a form.

Who is obliged to take

The report in question is called “Information on the number and needs of organizations for workers by professional groups”, the essence of this document follows from it. It must be submitted once every 2 years to all legal entities with an average number of employees of more than 5 people. All small businesses, as well as some other economic entities, are exempt from preparing this report:

  • public organizations;
  • legal entities and institutions engaged in public administration and ensuring military security;
  • organizations conducting insurance and financial activities;
  • extraterritorial organizations.

Only those companies that were included in the statistical sample by Rosstat should report using this form. You can check whether a specific organization needs to report on the official website of Rosstat. To do this, you need to enter the company data in a special form - TIN, OKPO, OGRN or OGNIP. In 2022, approximately 68,000 business entities were required to submit the form.

The list of organizations that are required to report on it includes:

  • public;
  • religious;
  • horticultural;
  • dacha partnerships;
  • garage or housing cooperatives
  • organizations like those listed above.

At the same time, they must meet the following criteria:

  • is not a small business entity;
  • the average number of employees based on the results of work for the year was no more than 15 people;
  • included by the territorial divisions of Rosstat in the list of organizations that do not report in Form P-4.

The first report must be submitted by November 28, 2022. The frequency of its submission is once every two years. The form must reflect personnel information current as of October 31, 2018. If a business entity is late in submitting a report or includes false information in it, prosecution will be carried out in accordance with the provisions of Art. 13.19 of the Code of Administrative Offenses of the Russian Federation (fine for legal entities 20-70 thousand rubles, for officials 10-20 thousand rubles).

The document can be submitted by reporting entities in paper or electronic form. Form 1-T (prof) is required to be filled out by legal entities that do not belong to the category of small businesses. The rule does not apply to persons engaged in financial or insurance activities. Companies engaged in the field of public administration and enterprises providing military security are also exempt from submitting a report; public organizations are also included in the group of exceptions.

So, all organizations that Rosstat included in the scientifically based sampling plan must report on the updated statistical reporting form. The lucky ones will receive notifications in advance notifying them of the need to provide information.

Let us remind you that large fines are provided for failure to provide data to statistical authorities (from 20,000 to 70,000 rubles for a legal entity). Therefore, in order to avoid penalties, you will have to independently check whether your institution has included in the sampling plan the 1-T (professional) report, who will submit it in 2022: you can find this out on the official website of Rosstat. To receive information, enter company data (TIN, OKPO) in the request fields.

This report in Form 1-T (prof) affects almost all organizations, with the exception of:

  1. small business;
  2. companies involved in finance;
  3. sectors of public administration and ensuring the country's military power;
  4. public associations;
  5. Russian companies located abroad.

The report on Form 1-T (professional) statistics is submitted to the address of the local Rosstat branch.

The next document with index 1-T is form 1-T - working conditions. It reflects information about the conditions under which people work at the enterprise in terms of exposure to various harmful factors (according to the list of factors given in the report), as well as compensation for work in certain conditions.

The document is submitted by all legal entities larger than small enterprises that operate in such areas as:

  • Agriculture;
  • forestry;
  • hunting;
  • catching and breeding fish;
  • mining;
  • manufacturing industry;
  • production and distribution of electricity, gas, steam, water (and wastewater disposal);
  • air conditioning;
  • waste disposal, pollution elimination;
  • construction;
  • transport, storage;
  • information Technology;
  • connection.

When filling out the form, please keep in mind that:

  1. If a particular employee is exposed to several harmful factors, then:
  • in lines 03–13, the indicator increases by one opposite each of the influencing factors;
  • in line 02 the indicator increases by one.
  1. Information about employees in hazardous working conditions is reflected in the report, even if these employees do not receive compensation.

The main source of data for filling out the form is documents reflecting the results of a special assessment of working conditions or a previously conducted certification.

Which enterprises are not subject to statistical observation:

  • Small businesses.
  • Enterprises conducting financial work.
  • Public associations.
  • Enterprises providing military security.
  • Extraterritorial companies.
  • Government and social authorities insurance.

Filling out the document is regulated by a number of regulatory laws - “On insurance pensions”, “On special. assessment of conditions”, Labor Code of the Russian Federation, List of dangerous/hard work and other documents of the Ministry of Health and Social Development and the Ministry of Labor.

Statistical form 1-T (Prof), 2016 here, is submitted only by those legal entities that were included in the Rosstat sample.

Which enterprises are subject to statistical observation:

  • Construction.
  • Manufacturing industries.
  • Hunting, forestry and agriculture.
  • On transport and communications.
  • For mining.
  • Gas, water industry, electric power.

Note! Notice to respondents must be sent by mail, email or fax in writing.

But the tight deadlines for conducting observations sometimes do not allow us to notify everyone on time, so it is recommended to independently clarify the information by phone or on the official website of Rosstat. The list of subjects is formed after October 25.

Rosstat has changed the 1-T (prof) form on the number of employees by occupational groups

Rosstat, by order of June 27, 2018 No. 394, approved a new edition of the statistical form 1-T (prof) “Information on the number and needs of organizations for workers by professional groups,” as well as instructions for filling it out. Large and medium-sized organizations will have to use the updated form in November 2022. The previous form, approved by Rosstat order No. 325 dated 07/05/16, is considered invalid.
