The obligation to maintain military records of employees is assigned to each company or individual entrepreneur whose staff includes persons liable for military service or persons of military age. For failure to comply with the requirements for maintaining military records, fines of up to 5,000 rubles are imposed on an organization or individual entrepreneur. Why is this order necessary?

Maintaining military records is the responsibility of all enterprises that employ conscripts and persons liable for military service. This is regulated by Federal Law No. 61 of May 31, 1996, and specifically subparagraph six of paragraph one of article eight.

The head of the company is responsible for maintaining military records. If he wants to transfer powers, then this is quite feasible. Absolutely all organizations must maintain military records, regardless of their organizational and legal form, form of ownership and number of personnel. Even if there are no persons liable for military service at the enterprise, annual reports must be submitted in this case as well.

Military registration

Military accounting in the Russian Federation refers to the state system of accounting and analysis of the conscription and mobilization human resources available in the country.

The main goal of military registration is to ensure full and high-quality staffing of conscript human resources of the Armed Forces of the Russian Federation, other troops, military formations and bodies in peacetime, as well as ensuring during periods of mobilization, martial law and in wartime:

a) the needs of the Armed Forces of the Russian Federation, other troops, military formations, bodies and special forces for mobilization human resources through the advance assignment (assignment) of citizens in reserve to their composition;

b) the needs of state authorities, local governments and organizations in labor resources by assigning (reserving) to them the required number of managers and specialists from among the citizens in reserve working in these bodies and organizations. The main tasks of military registration are:

a) ensuring that citizens fulfill military obligations established by the legislation of the Russian Federation;

b) documentation of military registration information about citizens registered with the military;

c) analysis of the quantitative composition and qualitative state of conscription and mobilization human resources for their effective use in the interests of ensuring the country’s defense and state security;

d) carrying out planned work to prepare the required number of military-trained citizens in reserve to ensure the transfer of the Armed Forces of the Russian Federation, other troops, military formations and bodies from peacetime to wartime during the period of mobilization and maintaining their staffing at the required level in wartime time.

The main requirement for the military registration system is to constantly ensure the completeness and reliability of the data that determines the quantitative composition and qualitative state of conscription and mobilization human resources.

Personal military registration of citizens at their place of residence is carried out by military commissariats of districts (municipalities) of the Krasnoyarsk Territory and military commissariats of districts of the city of Krasnoyarsk.

Reservation of citizens in reserve is a set of measures aimed at providing state authorities, local governments and organizations with labor resources (managers, specialists, highly qualified workers and employees) during the period of mobilization and in wartime through their advance and rational distribution among The Armed Forces of the Russian Federation, federal executive authorities with reserves, state authorities, local governments and organizations.

The main task of reserving citizens in the reserve is to assign, for the period of mobilization and in wartime, government bodies, local governments, as well as organizations of managers, specialists, highly qualified workers and employees from among the citizens in the reserve, by assigning them for special military registration at the military commissariat.

Citizens who are in the reserve and have the right to a deferment from conscription, but are not enrolled in special military registration due to their failure to register deferments, are subject to conscription for military service upon mobilization and in wartime. Reserved citizens who are in the reserve are exempt from conscription for military service upon mobilization and in wartime for the duration of the deferment granted, as well as from conscription for military training in peacetime.

Management, control, regulatory and methodological support for the work on the reservation of citizens in reserve in the Russian Federation is carried out by the Interdepartmental Commission on the reservation of citizens in the reserve of the Armed Forces of the Russian Federation, federal executive bodies that have reserves, and those working in government bodies, local governments and organizations.

Methodological guidance and organization of work on the reservation of citizens who are in reserve in the city administration and in organizations whose activities are related to the activities or which are within the scope of the city administration is carried out by the Commission of the ZATO of Zelenogorsk for the reservation of citizens who are in reserve.

To carry out the work of reserving citizens in reserve, organizations receive, in the prescribed manner, a list of positions and professions for which citizens in reserve are reserved (extracts from the list) and Methodological recommendations for reservation.

Basic requirements for organizing military registration and reservation of citizens in the reserve.

All organizations registered in the city are required to be registered with the city commission of the ZATO of Zelenogorsk for the reservation of citizens in reserve .

To maintain military records and reserve citizens in the reserves, organizations must employ special employees based on the following standards:

a) 1 employee performing part-time duties - if there are less than 500 citizens registered with the military;

b) 1 exempt employee - if there are from 500 to 2000 citizens registered with the military;

c) 2 exempt employees - if there are from 2000 to 4000 citizens registered with the military;

d) 1 exempt employee for every subsequent 3,000 citizens registered with the military.

The personnel composition and functional responsibilities of employees for maintaining military records and booking citizens are determined by order of the head of the organization.

The appointment of workers involved in military registration and reservation of citizens is carried out in agreement with the military commissariat of Zelenogorsk, Krasnoyarsk Territory, with the exception of organizations that have mobilization bodies (mobilization workers).

The military registration documents on the basis of which military registration is maintained and section II “Information on military registration” of the employee’s personal card (form No. T-2) is filled out are:

- for citizens in the reserve - a military ID ( temporary certificate issued in place of a military ID);

- for conscripts - a certificate of a citizen subject to conscription for military service.

In case of temporary departure of an employee who carries out military registration and reservation of citizens in reserve, the head of the organization appoints another employee by order. In this case, the newly appointed person is given, according to the act, all the documents necessary for the work on military registration and reservation of citizens in the reserve, including special registration forms (Form No. 4), personal cards of employees registered with the military (Form No. T -2).

To familiarize citizens who are in the reserve and working in an organization with the provisions of regulations on military registration in the organization, it is recommended to have a stand with information on military registration (list of governing documents, responsibilities of citizens for military registration, table of age limits for being in the reserve for citizens, extracts from regulatory documents, etc.). Due to the fact that military registration in organizations is carried out mainly by personnel department employees, the stand can be placed near the personnel department premises. Officials guilty of failure to fulfill duties for military registration and reservation of citizens in the reserve bear responsibility in accordance with the legislation of the Russian Federation.

In accordance with the requirements of Article 9 of the Federal Law of February 26, 1997 No. 31-FZ “On mobilization preparation and mobilization in the Russian Federation”, all organizations registered in the Unified State Register of Legal Entities in the territory of Zelenogorsk, Krasnoyarsk Territory no later than October 31 of the current year are required to submit to City Commission of ZATO Zelenogorsk for the reservation of citizens in reserve, agreed with the military commissariat of Zelenogorsk, Krasnoyarsk Territory Organization registration card (form 18).

Before processing and submitting the card:

  • if there are working citizens who are required to be registered with the military , the data on personal cards (form T-2) is verified with the military ID cards of citizens who are required to be registered with the military, and the personal cards (form T-2) are verified with the registration data of military commissariats;
  • in the presence of working citizens who are required to be registered with the military , it is drawn up and agreed upon with the military commissar of the city of Zelenogorsk, Krasnoyarsk Territory, in accordance with the requirements of Appendix No. 4 to the Methodological Recommendations for maintaining military registration in organizations (development of the General Staff of the Armed Forces of the Russian Federation 2022) order “On the organization of military registration of citizens in the reserve” , in accordance with the requirements of Appendix No. 17 to the Methodological recommendations for maintaining military registration in organizations (development of the General Staff of the Armed Forces of the Russian Federation 2022) “Work plan for the implementation of military registration in 20 ___ year .

Reserving organizations are required, no later than October 31 of the current year, to submit (on paper) to the city commission of the ZATO Zelenogorsk for the reservation of citizens in reserve, a report on the status of work on the reservation of citizens in reserve working in an organization (branch) in the city. Zelenogorsk (hereinafter referred to as the report) with appendices.

Attached to the report:

- organization registration card - Appendix 10, form No. 18 (one copy of the card is submitted to the military commissariat of Zelenogorsk, Krasnoyarsk Territory, the second - after agreement with the military commissariat, to the city commission of the ZATO Zelenogorsk for the reservation of citizens in reserve);

— report on the number of working and reserved citizens in reserve (form No. 6 of the old sample );

— information on the availability of labor resources (managers, specialists, skilled workers and employees) for the period of mobilization and during wartime (Appendix 12, Form No. 9).

The report and forms are signed by the head of the organization. When establishing restrictions on access to documents, you should be guided by the Lists of information subject to classification or the Procedure for classifying the specified information as restricted information.

Drawing up an order appointing a responsible employee for military registration

An order on the organization of military registration of citizens must be drawn up in a form approved by the Ministry of Defense. You can find it in the fourth appendix to the methodological recommendations approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017. The procedure for filling out the document is as follows:

In the order on the organization of military registration, indicate the person responsible for the registration work from among the organization’s employees. In principle, this can be absolutely anyone employed by the company, but most often they involve someone from the HR department. Similar work is also carried out part-time. But under such conditions, you will have to pay additionally for this work.

If desired, you can also appoint the organization’s accountant as responsible. However, such an obligation must first be specified in the employment contract or in the job description. This is feasible thanks to Article 57 of the Labor Code of the Russian Federation, namely paragraph two of part two, as well as the letter of Rostrud dated October 31, 2007, number 4412.

It is also necessary to indicate who will replace the employee responsible for military registration if he goes on sick leave or receives leave. Before leaving, you should transfer all documentation to the second employee according to the act. This is stated in paragraph twenty-two of the Methodological Recommendations approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017.

Should all companies organize military registration?


Federal laws in the field of defense and mobilization establish that all entities that operate as a legal entity must keep records of those liable for military service.
Military registration means the reflection of all company employees who are of military age in a single database of the military registration and enlistment office for the purpose of recording them and monitoring the fulfillment of military duty by these people. When martial law is introduced, military registration will help to carry out mobilization as soon as possible.

It is imperative to organize military registration from the very beginning of your activity. After all, as soon as a company begins to conclude labor contracts with employees, it is obliged to report to the territorial bodies of the military registration and enlistment office about all those liable for military service.

At the same time, the legislation establishes strict deadlines within which the responsible person must submit information about both the hiring of new employees and their dismissal.

Attention! The organization of military registration involves the issuance of an order, the form of which is fixed by regulations. Military registration is carried out on the basis of personal cards, which are filled out according to the data contained in military IDs and registration certificates.

From time to time, information about employees at the enterprise may change, so the person in charge needs to clarify it and report to the military registration and enlistment office about any changes that have occurred.

Is it possible to appoint not one, but several responsible employees for military registration?

The need for this may arise at large enterprises, which is taken into account in the legislation. So the number of employees responsible for military registration depends on the size of the organization and how many people work there. This is stated in Decree of the Government of the Russian Federation No. 719, paragraph 12 of the Regulations dated November 27, 2006.

  • If the company has less than 500 employees, then one part-time military registration officer is sufficient;
  • When a company employs 500-2000 employees, there should be 1 person responsible for military registration, but on a full-time basis;
  • If the organization's staff is 2000-4000 employees, then the organization is supposed to have two full-time employees responsible for accounting;
  • For every subsequent 3 thousand employees, it is required to add one military registration specialist.
