No one can report statistics on paper anymore
Amendments to the Law “On Statistical Accounting” dated November 29, 2007 No. 282-FZ, introduced in 2020, established only an electronic method for submitting reports to Rosstat. At the same time, a “grace” period was in effect for SMEs and entrepreneurs during 2022: they had the right to choose whether to submit reports on paper or switch to electronic format.
As of 01/01/2022, the period when small businesses had the right to choose in what form to report to Rosstat has ended. The obligation to submit the required statistical surveillance forms is only electronically assigned to any business entities, including individual entrepreneurs.
At the same time, depending on whether a legal entity or an individual entrepreneur submits reports, there are some nuances in the available options for submitting reports to statistics. We'll talk about them further.
The current procedure for submitting reports to Rosstat
Currently, all legal entities and individual entrepreneurs submit reports to statistics. Everyone’s reporting set is different, it depends on:
- type of economic activity;
- organizational and legal form;
- included in the statistical sample.
Organizations were relieved of the need to submit annual financial statements to Rosstat last year. And this reporting was transferred to electronic format. Statistical reporting is submitted both on paper and electronically, at the request of the respondent. Often, Rosstat specialists even ask to give them paper forms, since it is more convenient for them to process them. But legislators disagree.
In the explanatory note to the document, officials write:
Maintaining the possibility for respondents to provide subjects of official statistical records with primary statistical data on paper does not fully meet the objectives of digitalization of public administration and is associated with a decrease in the quality of work with the specified data, as well as the risk of their unreliability (possible errors when translated by subjects of official statistical records of primary statistical data in electronic form, increasing the time for receiving primary statistical data from respondents (up to three or more weeks after the deadline for their provision, taking into account the need for written notification of the respondent about errors).
For these reasons, paper statistical reporting will become a thing of the past.
How to find out which reports to submit to statistics in 2022
Organizations and individual entrepreneurs are required to submit to Rosstat a set of statistical forms, determined individually for each respondent. As a rule, medium and large enterprises that submit reports regularly know what exactly needs to be submitted and when.
Things are a little different for those who fall into the categories of small and micro businesses. They are required to submit something to Rosstat only if:
- they were included in the sample formed by Rosstat;
- or there is a year of continuous statistical observation, in which all small enterprises must report (2021 was such a year).
You can find out which forms need to be submitted in the following ways:
- Receive a notification from Rosstat. Sending such notifications if a business entity is included in the sample for statistical surveillance is standard practice. The notice will contain a list of forms that need to be submitted. Previously, paper forms of these forms were often attached to the notification. But in 2022 this is no longer the case.
- If you have not received a notification, you can find out what to submit for statistics in 2022 from a special service on the Rosstat website https://websbor.gks.ru/online/info. In the fields in the window that opens, you need to enter the known details - OKPO or INN, or OGRN/OGRNIP and click “Get”. The system will perform a search and display a complete list of forms that need to be submitted. If a small business performs a search and the message “No statistical reporting forms found” appears, then there is no need to submit anything yet.
- In 2022, it remains possible to contact the territorial office of Rosstat in a convenient way (for example, by phone) and ask clarifying questions about reporting to them.
Who should report to Rosstat
Statistical reporting is submitted by companies and individual entrepreneurs. For large companies, the list of forms is quite extensive. But for small and medium-sized businesses there are significant privileges - such companies and individual entrepreneurs report in a simplified manner. The statistical form can be federal or regional.
Rosstat expects small enterprises to report if they are included in the sample. Selective surveillance is ongoing, and any company can be included in it. The forms submitted as part of sample observation may vary. The frequency of submission of forms for such observation: month, quarter or year.
Statistical control also includes continuous observation. It is held only once every five years. In 2022, Rosstat will conduct another continuous statistical observation of the activities of small and medium-sized businesses.
Rosstat notifies companies that they are included in the sample and usually sends a paper form. Also, any company or individual entrepreneur can clarify which forms to submit to Rosstat by calling the territorial branch of the statistical authorities.
On December 30, 2022, Federal Law No. 500-FZ dated December 30, 2020 came into force. In accordance with it, starting from 2022, all organizations and entrepreneurs must submit reports electronically. Only small businesses received a deferment until January 1, 2022.
Rosstat postponed the full transition and gave respondents time to prepare for the new conditions. For now, reporting will be accepted on paper, but we were asked to prepare for electronic form in advance and make all necessary changes to the process of preparing statistical reports.
How to prepare an electronic report for statistics in 2022
After the respondent has decided on the list of forms that need to be submitted to Rosstat, he needs to create them on an up-to-date form and in the appropriate format.
Where can I find statistical observation forms for electronic submission in 2022? Here are the options.
- In the Album of federal statistical observation forms on the Rosstat website https://rosstat.gov.ru/monitoring. You can search either by the name of the form (for example, from the list obtained when searching for forms required for submission) or by direction/industry.
- On the State Services portal when submitting reports through it. Read on to learn more about this opportunity.
- In the EDF operator’s system, if the respondent uses it to submit reports to the Federal Tax Service. Through the EDF operator, you can conveniently and immediately sign and send the report to statistics.
- Using accounting software, receiving the appropriate updates. In 2022, most popular programs also allow you to immediately send a completed report to the recipient.
- Some Internet services that provide accounting and reporting online offer to prepare electronic reporting for statistics through them.
Electronic reporting to Rosstat
The forms of reports submitted by statistical authorities are constantly changing, so it is extremely important to have up-to-date information. The reports themselves are monthly, quarterly and annual. Their mandatory list can be found on the official website of Rosstat or you can find out this information in the territorial statistics department at the place of registration of the individual entrepreneur or company.
Electronic reporting sent over the Internet has a number of advantages:
- saving time;
- filling out only current forms valid at the time of sending the document;
- information about the movement of the report, allowing timely decisions to be made on adjusting or finalizing statistical data;
- a useful feature is online checking of reporting for logical errors and control relationships, which eliminates the possibility of the electronic document being returned back as incorrect;
- the ability to generate statistical reports at any time of the day; this function is useful when the contractor is very busy and helps to comply with the legally established deadlines for reporting campaigns.
Sending reports to Rosstat can be downloaded from specialized programs: 1C: Enterprise, Fireplace: Payroll, Parus, etc. cares about the convenience of its clients and has developed the “Declaration.Online” service for creating, editing and sending electronic reporting documents. The sending program is compatible with many accounting computer products.
How to submit an electronic report to statistics in 2022
The procedure for submitting a report to Rosstat in 2022 can be associated with how it was generated.
If the tool with which the report was generated allows for electronic sending to the recipient department, then it is logical to send it that way. In addition, with this option of interaction with the report recipient, an automatic check of the format and entered data will be performed.
If the Rosstat website has a personal account for an organization or individual entrepreneur (https://rosstat.gov.ru/cabinet/login), a report filled out in the required format can be submitted through the respondent’s personal account. For this you will need an electronic signature.
In addition, starting from 2022, electronic reporting can be sent to statistics through the State Services website. Let's look at this option in more detail.
The algorithm for submitting an electronic report to statistics through State Services is as follows.
1. Create a verified respondent account on the State Services portal:
- Individual entrepreneurs create an entrepreneur record using an existing confirmed account of themselves as an individual on the State Services portal. Having chosen the appropriate service, fill out the registration data (OGRNIP is required) and send it for verification. Upon completion of the check, if everything is in order, an individual entrepreneur account is created on State Services;
According to the notice posted in 2022 on State Services, you can create an individual entrepreneur or organization account on State Services only through the portal. This functionality is not yet available in the mobile application.
- A legal entity can create an organization account if the manager or representative, who has the right to act on behalf of the organization without a power of attorney, has a confirmed account of an individual on State Services and digital signature. Next, the procedure is the same as for an individual entrepreneur - an individual with an account fills out the company registration form, the data is checked and, if everything is correct, an organization account is created on State Services.
2. Log in to the personal account of an individual entrepreneur or legal entity on State Services. Enter “Rosstat” into Search. A list of available services will appear, among which should be reporting to statistics.
Please note that for small businesses, not all required reports may be submitted to State Services. In 2022, only the submission of statistical reporting forms was organized on the portal for continuous monitoring for 2022. Forms for Rosstat samples may not be found there.
3. If a service for submitting the required report is found, you can fill out the form there on the State Services website. The filling rules are as follows:
- all fields must be filled in without blanks;
- if there is no data, enter 0 in the corresponding column;
- In decimal fractions, a dot must be used as a separator.
The finished report must be signed with an electronic signature and sent to Rosstat through State Services.
Note! Information about the status of the report and the presence of errors will also be sent to the respondent’s personal account on State Services.
When should electronic reporting be submitted to Rosstat?
In December 2022, Rosstat changed the rules for submitting its reports on deadlines (Rosstat order No. 925 dated December 17, 2021). Instead of a fixed deadline by which a report can be filed without penalty, there is now a range within which reports will be accepted.
The required interval, in addition to the order, is indicated in the electronic report form itself.
Please note that the respondent has the opportunity to submit reports from the first to the last day of the time interval specified in the statistical observation form, inclusive.

Which statistical reports will become electronic?
According to the government’s plan, respondents must provide statistics with all primary statistical data only in electronic form. In the case of budgetary organizations, this will affect such reporting forms as:
- Form 1-T - How to fill out and submit a new report on working conditions;
- form P-4 - Instructions: prepare a report to the statistical authorities according to form P-4;
- form No. 1 personnel - How to fill out statistical form No. 1 personnel;
- form-1 (labor force) - Instructions: fill out form-1 (labor force) in statistics;
- other reporting forms - Statistical reporting in 2022: what and when to submit.
To submit electronic statistical reporting, an electronic signature will be required. Which and how to use after the adoption of the amendments will be determined by the subject of statistical accounting (Rosstat, etc.).
