Why Plato?

Every day, many trucks pass along Russian federal highways. Naturally, a large mass of trucks has a negative impact on the road surface, which wears out at an increased rate. In order to compensate for this wear and tear, it was decided to charge heavy vehicles for each kilometer they travel on Russian roads. What cars is Platon used for?

The maximum weight of cargo vehicles up to which it is permitted not to bear the road pavement fee is 12 tons. Cars that weigh more must use Platon without fail.

Initially it was planned to introduce a tariff of 3.73 rubles/km . But truckers began to protest, and the fee was reduced to 1.53 rubles/km.

A year later, the government tried to double the tariff, but failed. As a result, it was decided to extend the grace period until April 2022.

The increase in the cost of fees from truck owners is explained by the need to improve the road network. Budget revenues will allow for the repair of old roads and the construction of new ones.

This decision was made by Prime Minister Dmitry Medvedev after a meeting with small and medium-sized entrepreneurs, which took place on March 23, 2022. The head of government supported the request of cargo carriers to maintain a grace period until control is strengthened over violators who do not pay fees for using roads.

According to M. Sokolov, Minister of Transport of the Russian Federation, the current grace period has been extended indefinitely. Taking into account the slight increase in the tariff, Platon will collect about 23 billion rubles this year.

At the same time, D. Medvedev instructed the Ministry of Transport, in cooperation with other ministries, to develop a system of discounts in Platon, which will depend on mileage, and also to prepare proposals to increase the fine for driving heavy vehicles without registration in the Platon system.

It is expected that the fine will range from 10,000 to 50,000 instead of the current 5,000 rubles.

Important! Carriers registered in the Platon system are exempt from transport tax using the right of tax deduction.

To confirm this right, the owner of a heavy vehicle must bring a number of the following documents to the tax office:

  • application for the use of a tax deduction;
  • report “Information on vehicles with a permissible weight over 12 tons”;
  • report on making payments for damage to federal roads”;
  • a certificate confirming ownership of the vehicle.

Legislative regulation of "Plato"

The need for such a system has been brewing for a long time, and in mid-2014 the Cabinet of Ministers received an order from the President of the Russian Federation to develop appropriate proposals. As a result, Decree of the Government of the Russian Federation No. 474 of May 18, 2015 was adopted, which amended the previous Decree No. 504 of June 14, 2013. The main amendment was a change in the characteristics of the vehicles from which the fee should be charged to a weight exceeding 12 tons. The payment amount established for each kilometer traveled remained unchanged - 3.73 rubles/km.

The control unit of the Platon system operates in automatic mode with the support of satellite navigation. This allows you to track the route of roads and collect tolls for the use of federal and regional roads.

That is, if the owner of the vehicle has funds in his personal account, then the on-board device calculates and collects payment on account of payment, based on the information received from the on-board device.

How to use Plato

To pay a fee for moving and transporting cargo on a vehicle whose weight exceeds 12 tons, the owner needs to complete several steps:

  1. Registration in the system (in the Platon Register, where all vehicles from which this payment must be collected are recorded). This can be done in several ways:
      through the Personal Account of the official Plato website;
  2. at the self-service terminal;
  3. through a mobile application;
  4. in one of the User Information Support Centers.
  5. Obtaining a login and password . This data is required to access your Personal Account on the website.
  6. Depositing money . The responsible person tops up the account with the required amount before the car leaves for the route.
  7. Registration of a Route map or calculation using on-board device data.

Registration process

To register in the system, you can:

  • on the official site;
  • at the service center;
  • in terminals when filling out road maps.

After successful registration, the truck owner receives an on-board unit. An agreement is concluded for its receipt and use. Users of the site need to familiarize themselves with the rules of the system, the amounts charged, and study information about service centers. When registering in the system yourself, you must fill out the fields of the registration form. They reliably indicate:

  • general information about the owner;
  • bank account details;
  • email address and login;
  • vehicle data.

Collections in the Platon system are carried out through a terminal, from a bank account, or card. Payment in cash is not possible.

Fee calculation methods

Owners have two ways to deposit money into their current account for payment through the Platon system.

Route map

This is a document that is drawn up based on information about the future trip that the car owner enters into the system. This is done once for each specific departure on the route. The owner must include the following information in the document:

  • vehicle registration plate;
  • date and time of document generation;
  • validity period of the card (accurate to the hour);
  • length of the route along federal roads.

The route map can be issued in any convenient way, in the same place where registration was made (on the website, in a self-service terminal, in the Support Center, at an agent).

In order for the deposited funds to appear on the route map, you can use the following methods:

  • write off from the account account in the system on the Plato website;
  • by using a bank or fuel card (using electronic payments through Sberbank, Qiwi or the Platon system itself);
  • in cash (in Information Support Centers and in “live” terminals where information agents work).

On-board unit

At the request of the owner, a special device BU-1201 can be installed free of charge on his heavy truck for calculating fees using the Platon system, which is carried out automatically.

To do this, you need to conclude an agreement with the system operator, providing the required documents. The owner must install the control unit himself. The use of the device is also free of charge.

The principle of operation of the device is to determine the position of the car on the highway using the GLONASS/GPS navigation system and send data to the Processing Center at a certain frequency. Payment is calculated based on the results of the day. When the car sits for a long time, the control unit turns off (operates in “sleep” mode). When a car moves along highways that do not provide for payment according to “Plato” (sections of a non-federal highway, toll highway), the system does not include these kilometers in the bill.

Replenishment of the account using the on-board device data is possible by non-cash method (according to the details provided by the Operator), using bank cards, fuel cards or cash. If there are sufficient funds in the current account, they will be debited automatically.

Self-registration

  1. Go to the Platon system website.
  2. Go to your “Personal Account” and click on the “Register” tab.
  3. In the drop-down window “Residence of the vehicle owner” and “Type of vehicle owner”.
  4. In the “Basic information about the Vehicle Owner” window, enter: information about the individual, address at the place of registration, location address.
  5. In the “Bank Details” block, indicate: name of the recipient’s bank, SWIFT, current account and name of the recipient.
  6. The next step is to fill in the “Data of the general manager of the military-technical cooperation”. This is filled out by managers who will collect fees. They check the box next to “I am a registered individual.” If the principal represents the interests of the owner of the vehicle, then he also enters his contact information (full name, email, mobile number).
  7. The next block is “Password for access to your personal account.” You need to come up with a password and answer a security question.
  8. Field "Vehicle data". Here you should fill in: country, STS number, identification number, state registration plate, date of issue of STS and upload a copy of the vehicle registration certificate.
  9. Further, it is indicated: the type, brand, model of the vehicle and the basis of ownership.
  10. The last step is to upload the documents.

After filling out the fields and uploading documents, you must activate the email address specified during registration. To do this, you need to go to your email and follow the link in the email you receive. If verification is successful, the “Account Verified” tab will appear. The Platon system will process the information and send an email with information to log into the site. Now you can make payments for road restoration.

Tariffs "Plato"

From March 1, 2016, the fee for 1 kilometer of heavy-duty vehicles on federal highways is 3.06 rubles. If we compare this tariff with the amounts accepted in other countries, it will turn out to be record low (for comparison, in Belarus it is six times more, and in Austria it reaches 0.5 dollars/km).

The introduction of this tariff will make the trip slightly more expensive - less than 10%, while in the cost of, for example, food products, the price of transportation is included at the level of 4-10%, which means the final impact on the formation of the price of the product is within 1%. Thus, the introduction of the Plato fee will not have a negative impact on the prices of transported goods; on the contrary, in a competitive environment they may even decline.

To make a payment, the driver must register in the register of the fee collection system.
Payment must be made before departure, otherwise the driver will be fined.

For the first violation, the penalty amount will be RUB 5,000. For the second - twice as much. Violators are detected using video recording.

If you want to pay the toll in cash, and very quickly, then you should focus on the terminals. However, for now you can not pay for Platon in every terminal.

Control and punishment for violations

For late and incomplete payment according to Plato, administrative liability is provided for vehicle owners (corresponding amendments to the Code were made by the Ministry of Transport of the Russian Federation). Fines are provided for driving without paying a fee, which is generally considered to be:

  • driving with the on-board unit turned off or not working due to a breakdown (without issuing a Route Map);
  • zero funds deposited into the current account;
  • leaving the planned route (if there is no on-board unit);
  • deviation by time or date (without control unit);
  • continuation of the trip if the funds in the account have expired.

For such violations recorded by the control system, liability is provided under Art. 12.21 Code of Administrative Offenses of the Russian Federation:

  • 5 thousand rubles. – for the first violation;
  • 10 thousand rubles. - for relapse.

The fines are the same for both individuals and legal entities. In 2015, liability for drivers was abolished - no fines are charged.

How does it work?

The system is actually simple and even a beginner can easily understand it. To take a vehicle into account, the driver needs to perform a number of simple actions. First of all, register in the system and open an account with the bank through which payments will be made. The latter, by the way, come in two types:

The disadvantage is that the driver will not be able to change his route, even if there is an extreme need for this, for example, a breakdown, traffic jam, unexpected road closure, etc.

The battery that the device is equipped with allows you to work for some time without connected power.
