To whom does the Social Insurance Fund issue vouchers for sanatorium-resort treatment?
The Social Insurance Fund (SIF) provides trips to resorts to insured individuals and members of their families. An insured citizen of the country has the right to issue a trip to his or her spouse. The Foundation can also issue a voucher for children aged 4-18 years and students who study full-time in government institutions.
Citizens of the country can receive reimbursement for the cost of sanatorium-resort treatment at the expense of the Social Insurance Fund if they are diagnosed with an occupational disease or suffer an accident at work. Along with compensation, a temporarily disabled person may qualify for insurance financial assistance (paid every month), free travel to a health resort, and paid leave during treatment at a sanatorium.
The Social Insurance Fund is obliged to issue free vouchers to health resorts:
- children with disabilities;
- participants and disabled people of the Great Patriotic War;
- veterans;
- military personnel who served in military units during World War II;
- persons who have honorary awards and orders.
Money is allocated from the regional budget for the treatment of patients after hospitalization. Federal ministries provide vouchers to pensioners and employees of the Ministry of Defense, Ministry of Internal Affairs and other organizations
Sending employees to sanatorium-resort treatment, paid for by the Social Insurance Fund
Employers can provide their employees with the opportunity to receive a health voucher to a sanatorium. Payment for sanatorium-resort treatment by the employer can be full or partial. Any employee who is a member of a trade union can improve their health. The collective bilateral agreement specifies whether the employee and his family can count on receiving free trips to the health resort.
You can pay for your vacation at the resort:
- employer (payment for vouchers is made from a special fund);
- trade union (if employees pay monthly union dues, they can count on free health care);
- Social Insurance Fund (staff must be insured).
Social insurance can fully or partially finance a vacation at a resort. If a minor child is sent to a health resort, money is allocated from the Fund for food, accommodation and treatment. The organization pays 100% of the cost of the trip to children whose parents are employed in the public sector.
If an employee has suffered a serious injury at work, he has the right to write a statement according to which he will be granted additional leave at the expense of the Social Insurance Fund for sanatorium treatment.
The foundation finances not only the trip, but also the round trip journey to the health resort. The employee must have a medical and social examination report to provide free health care. Additional leave is provided at the expense of paid insurance premiums against industrial accidents and occupational diseases. That is, the company reduces the amount of contributions that are accrued for payment by the amount of vacation pay.
Sick leave for the duration of sanatorium-resort treatment is issued if the prescribed and additional leave is not enough to complete the full course of therapy at the health resort. An employee can receive sick leave by providing a voucher and a certificate from the place of employment, which indicates the duration of all vacations used for the year

The right to receive preferential vouchers to sanatorium-resort institutions in accordance with Art. 6.1 of Law No. 178-FZ have, incl. the following recipients of a set of social services:
- combat veterans;
- WWII participants;
- persons with disabilities, incl. disabled war veterans;
- disabled children;
- persons who survived the siege of Leningrad during the Second World War;
- victims of radiation exposure.
Also, employees whose work function is performed in difficult or harmful conditions, and employees who have received a work injury or occupational disease can receive a referral to a sanatorium on a voucher at the expense of the Social Insurance Fund through the employer.
The list of diseases that may require treatment or rehabilitation in a sanatorium was approved by Order of the Ministry of Health dated September 28, 2020 No. 1029n. The procedure for medical selection and referral of patients for sanatorium-resort treatment is stipulated in the Order of the Ministry of Health and Social Development dated November 22, 2004 No. 256.
Vouchers at the expense of the Social Insurance Fund in 2022 are issued for a duration of 18 days, if we are talking about children with disabilities, the treatment period is 21 days, for persons with diseases of the spinal cord and brain - from 24 to 42 days.
Obtaining a voucher for medical reasons or benefits through the Social Insurance Fund involves the following algorithm of actions:
1. Visit to the attending physician - at the appointment, complaints are voiced, documentary evidence of the diagnosis is presented, the treatment of which requires a trip to the sanatorium (if such documents are available). The doctor prescribes tests and examinations, and based on the results obtained, issues a conclusion on the indications for sanatorium-resort treatment. In difficult cases, a medical examination will be required.
2. If the decision is positive and there are no contraindications, the patient is given a certificate in form 070/y with a recommendation for sanatorium treatment to receive a voucher.
3. The next stage is submitting an application to the Social Insurance Fund; the queue number for the voucher is assigned in accordance with the electronic list, which is filled out as applications are received from insured persons. The service can be provided without a visit to the Social Insurance Fund - this functionality is available on the State Services platform.
4. Receiving a voucher in accordance with the priority.
If a FSS voucher is issued for a disabled person, he has the right to an additional voucher for an accompanying person. This opportunity is provided for disabled people of group 1 and disabled children.
To receive a referral to a sanatorium, a disabled person must also undergo an examination by a doctor to confirm the absence of contraindications for treatment in a sanatorium. After this, a certificate in form 070/у with the application is submitted to the FSS; you must have a passport with you to confirm your identity. After submitting the documents, the disabled person is included in the queue, about which he is given a notification.
To register an individual upon arrival at the sanatorium, the following set of documents is usually required:
- travel package;
- sanatorium-resort card (with examination results);
- passport (or birth certificate for minors who do not have a passport);
- It is advisable to present a health insurance policy and SNILS.
Providing vouchers for sanatorium-resort treatment outside Russia
The Russian Ministry of Health and Social Development has established that privileged categories of the population can count on free trips to health resorts located only in the country. Russians can undergo health resort treatment on a paid basis in other countries:
- France (it is worth visiting the resorts in Saint-Malo, La Baule, Dinard, Pornic, Vichy, Biarritz);
- Germany (sanatoriums in Freiburg, Bad Krozingen, Baden-Baden are waiting for guests);
- In Thailand, it is worth visiting the health resorts in the city of Samui and Chiva Som;
- Lithuania is rich in its mineral resorts, which are located in Trakai, Palanga and Druskininkai;
- In Sri Lanka, there are recreation centers in Kalutara, Bentota, and Hikkaduwa that are a must-visit.
Ayurvedic and mineral resorts are quite popular abroad. There are many inhalators, radon sources, and thalassotherapy complexes. Tourists often come to thermal mud resorts.
Spa treatment
1. What documents must be provided to the insurer to obtain a voucher for medical rehabilitation in organizations providing sanatorium and resort services, and is it possible to independently purchase a voucher with subsequent payment of compensation. Do I need to provide certificate 070/у?
In accordance with Government Decree No. 286 of May 15, 2006, the following documents must be submitted to provide a voucher for medical rehabilitation:
— a rehabilitation program for a person injured as a result of an accident at work or an occupational disease, drawn up by the bureau of medical and social examination in the prescribed form;
— conclusion of the medical commission of the medical organization on the presence of medical indications for the insured person for a certain course of rehabilitation;
— application of the insured (or his authorized representative - in this case you will need to present a document confirming his authority, i.e. a power of attorney).
Independent purchase of a voucher with subsequent payment of compensation, as well as the provision of a certificate in form 070/у, is not provided.
2. Who has the right to receive state social assistance in the form of a state service to provide a voucher for sanatorium treatment
According to Art. 6.1 and 6.7 of Federal Law No. 178-FZ “On State Social Assistance”, citizens of the following categories included in the Federal Register have the right to receive state social assistance in the form of a set of social services:
1) war invalids;
2) participants of the Great Patriotic War;
3) combat veterans from among the persons specified in subparagraphs 1 - paragraph 1 of Article 3 of the Federal Law “On Veterans”;
4) military personnel who served in military units, institutions, military educational institutions that were not part of the active army, in the period from June 22, 1941 to September 3, 1945 for at least six months, military personnel awarded orders or medals of the USSR for service during the specified period;
5) persons awarded the badge “Resident of besieged Leningrad”, persons awarded the badge “Resident of besieged Sevastopol”;
6) persons who worked during the Great Patriotic War at air defense facilities, local air defense, in the construction of defensive structures, naval bases, airfields and other military facilities within the rear borders of active fronts, operational zones of active fleets, in front-line sections of railways and highways, as well as crew members of transport fleet ships interned at the beginning of the Great Patriotic War in the ports of other states;
7) family members of deceased (deceased) disabled war veterans, participants in the Great Patriotic War and combat veterans, family members of persons killed in the Great Patriotic War from among the personnel of self-defense groups of facility and emergency teams of local air defense, as well as family members of deceased hospital workers and hospitals of the city of Leningrad;
disabled people;
9) disabled children;
10) persons exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, as well as as a result of nuclear tests at the Semipalatinsk test site, and categories of citizens equivalent to them.
The procedure for providing a set of social services to certain categories of citizens was approved by order of the Ministry of Labor of Russia and the Ministry of Health of Russia dated December 21, 2020 No. 929n/1345n.
3. About the order of provision of vouchers for sanatorium-resort treatment
In order to respect the equal rights of citizens, the provision of vouchers depends on the date of submission of the application for sanatorium treatment and on the basis of medical indications specified in the certificate in form No. 070/u.
Providing a priority voucher to a federal benefit recipient belonging to one of the nine categories established by Art. 6.1 and art. 6.7 of Federal Law No. 178-FZ, not taking into account previously registered statements of other citizens with similar medical conditions, is a gross violation of their rights, which contradicts paragraph 3 p. 17 of the Constitution of the Russian Federation, which prohibits the exercise of human rights and freedoms by violating the rights and freedoms of other persons.
4. Why are citizens of preferential categories living in Moscow given vouchers for sanatorium and resort treatment more often than citizens living in the outback?
From January 1, 2009, in accordance with the Agreement between the Ministry of Health and Social Development of the Russian Federation and the Moscow Government, the authority to provide disabled people with technical means of rehabilitation and to provide state social assistance to certain categories of citizens in terms of providing, if there are medical indications, vouchers for sanatorium-resort treatment, and also free travel on intercity transport and back were transferred to the Moscow Government.
In addition to these powers, the Moscow Government has the right, using funds from the city budget, to increase the volume, expand the range and improve the quality of services in the field of sanatorium and resort treatment.
5. On the provision of vouchers for sanatorium-resort treatment in the summer to sanatorium-resort institutions of the “southern direction” at the citizen’s choice
The selection of sanatorium and resort organizations providing sanatorium and resort treatment services for certain categories of citizens for various nosologies is carried out by the regional branches of the Fund on a competitive basis in accordance with the current legislation in the field of public procurement.
Participation in competitive procedures announced by regional branches of the Fund is a right, and not an obligation, of sanatorium and resort organizations. The decision to participate in competitive procedures is made directly by the management of health resorts.
The timing (season) of spa treatment is subject to regulation by the state contract. Thus, when determining the timing of arrivals and the number of vouchers, not only the interests of both parties are taken into account.
Sanatorium and resort organizations, being independent economic entities, provide vouchers in the summer in limited quantities, due to the congestion of the number of rooms for vouchers sold at a commercial price.
This situation is especially typical for the resorts of the Caucasian Mineral Waters and the Black Sea coast of the Caucasus.
Sanatorium-resort organizations to which vouchers are provided operate all year round and are not summer health institutions. They cannot provide sanatorium-resort treatment to everyone in need only in the summer.
It should be noted that issues of organizing children's summer recreational activities, including for disabled children, fall within the competence of executive authorities of the constituent entities of the Russian Federation.
Please note that when providing services for sanatorium-resort treatment, carried out for the purpose of preventing major diseases, the climatic factor has significantly less influence than the main rehabilitation measures in accordance with the specialization of the sanatorium-resort institution, carried out in any season. At the same time, the right of a citizen to choose a sanatorium to which he will be given a ticket for sanatorium-resort treatment is not provided for by current legislation.
6. On the provision of vouchers for sanatorium-resort treatment outside the Russian Federation
In accordance with the established procedure (Order of the Ministry of Labor of Russia and the Ministry of Health of Russia dated December 21, 2020 No. 929n/1345n), provision of preferential categories of citizens is carried out by providing them with vouchers to organizations located on the territory of the Russian Federation and selected based on the results of competitive procedures.
7. Is reimbursement provided for expenses for vouchers for sanatorium-resort treatment independently purchased by citizens of preferential categories?
The legislation does not provide for the payment of compensation for expenses for vouchers for sanatorium and resort treatment independently purchased by citizens of preferential categories.
8. On the provision by the Social Insurance Fund of the Russian Federation of free travel on intercity transport to the place of treatment and back
Organization of transportation of citizens entitled to receive state social assistance in the form of a set of social services is carried out:
a) by rail (trains of all categories, including branded trains, in cases where there is no possibility of travel to the place of treatment and back on trains of other categories; cars of all categories, with the exception of sleeping cars with double compartments and luxury cars);
b) water transport of the third category;
c) public road transport;
d) air transport (economy class) in the absence of a railway connection, or when a disabled child lives in the territory of the Far Eastern Federal District (at a special tariff established by the airline in accordance with the Rules for the provision of subsidies from the federal budget to air transport organizations in order to ensure accessibility of air transportation to the population , approved by Decree of the Government of the Russian Federation dated March 2, 2022 No. 215 “On approval of the Rules for the provision of subsidies from the federal budget to air transport organizations in order to ensure the availability of air transportation to the population and on the invalidation of certain acts of the Government of the Russian Federation”), or at a lower cost air travel compared to the cost of rail travel under the conditions established by paragraph two of this subclause, or if a disabled person, including a disabled child, has a disease or injury to the spinal cord. When using air transport to travel citizens to the place of treatment and (or) back, travel documents (tickets) are issued (purchased) only for flights of Russian airlines or airlines of other member states of the Eurasian Economic Union, except for cases where these airlines do not carry out passenger transportation to the place of treatment or if the registration (purchase) of travel documents (tickets) for flights of these airlines is impossible due to their absence on the date of departure to the place of treatment and (or) back.
As part of the provision of social services, citizens are provided with free travel to the place of treatment only in the following cases:
— to the place of sanatorium-resort treatment, according to a voucher issued by the territorial body of the Foundation;
— to the place of sanatorium and resort treatment on vouchers provided by the executive authorities of the constituent entities of the Russian Federation in the field of healthcare to sanatorium and resort organizations under the jurisdiction of the Ministry of Health of the Russian Federation;
— to the place of treatment if there are medical indications based on a referral and Coupon No. 2, issued by the executive authorities of a constituent entity of the Russian Federation in the field of healthcare, in the manner determined by the Ministry of Health of the Russian Federation.
The Social Insurance Fund of the Russian Federation provides free travel to and from the place of treatment
Preferential travel on public intercity vehicles to the health resort (in both directions) is provided by the FSS. Russian citizens can get tickets with a discount on the train, which does not apply to sleeping cars with double compartments and luxury class cars. Beneficiaries can arrive at the resort by watercraft (exclusively category III). Social insurance will pay for travel by public car and by plane (economy class).
The FSS pays free of charge for travel to the health resort using a voucher issued by the territorial Fund or the executive body of the Russian Federation. Also, in order to get to the sanatorium without spending money, you will need a special coupon and a medical report, which are issued by employees of the Ministry of Health.
Conditions for obtaining a ticket
Provided that the applicant for the voucher has collected and submitted all the necessary documents, the Social Insurance Fund cannot refuse to accept the application.
A negative decision on the allocation of free vouchers for sanatorium treatment or rehabilitation measures is permissible if:
- a person who has declared his intention to visit a sanatorium institution at the expense of the Social Insurance Fund does not actually have the right to receive such a service (there are no corresponding medical prescriptions, etc.);
- the submitted set of documents was incomplete;
- the application documentation is incorrectly completed;
- the citizen voluntarily refused the voucher.
Legislators did not grant the Social Insurance Fund the right to suspend the procedure or change the timing of the provision of services when issuing vouchers to sanatoriums. The need to submit additional documents cannot be a sufficient basis for this. Sanatorium institutions to which free vouchers are issued must be located on the territory of the Russian Federation.
Vouchers funded by compulsory health insurance (CHI)
To obtain a voucher for sanatorium-resort treatment under compulsory medical insurance, a citizen will need to have a policy. People who have suffered a serious illness will be able to receive free health care. The length of stay at the resort depends on the nature of the disease and the diagnosis.
At the health resort, doctors examine the patient, listen to health complaints, and then formulate a rehabilitation program. After the course of treatment, the patient undergoes tests, they are compared with the previous ones. The rehabilitation program most often includes:
- reflexology;
- physiotherapy;
- massages;
- climatotherapy;
- darsonvalization;
- balanced diet.
The amount of financial assistance is determined by employees of the structure that manages the territorial compulsory health insurance program in the regions
Mandatory documents
To receive a voucher, the patient must write a handwritten application, to which the following documents are attached: a copy of the policy, a copy of the passport, a referral from a medical institution, a form with a diagnosis, an electrocardiogram, laboratory test results. The application is reviewed by a commission, which decides whether to issue a voucher or refuse it.
Free vouchers are not issued to all sanatoriums on the territory of the Russian Federation, but only to those with which agreements have been concluded
The duration of treatment is determined by a specialist (on average, a voucher is issued for a period of 7 to 17 days). The doctor issues a sanatorium-resort card to the patient, which indicates the diagnosis and writes down recommendations. At the health center, doctors will make changes to the patient’s chart and paste in the results of tests and studies.
Features of treatment under compulsory medical insurance
Therapy under compulsory medical insurance has several features: first, it is necessary to follow the order (in some regions a person can wait up to 4-5 months for a voucher); second - it is possible to stay in a single or multi-bed room (sometimes you have to pay extra for living alone); third - therapy is often carried out only for one disease (for example, bronchial asthma, skin diseases are treated).
Also, almost all resorts place visitors in wards for a period of no more than 20 days, even if there are indications for a long course of treatment.
Denial of treatment under compulsory health insurance
The commission can refuse treatment under compulsory medical insurance if a person suffers from sexually transmitted diseases. Also, if the patient requires surgical intervention, the doctor will refuse sanatorium-resort therapy.
- Staying at the resort is contraindicated if:
- malignant neoplasm (except for specialized institutions);
- mental health disorders;
- alcoholism;
- dependence on psychotropic and narcotic substances.

If the patient is given a positive decision, the specialist describes the necessary manipulations, and the commission sends the patient to a specific health resort on the territory of the Russian Federation.
FSS: voucher to a sanatorium - 2021
A queue of people applying for a free trip to a sanatorium-resort holiday is formed in an electronic register. Insured persons can check the progress of their application in this queue on the website of the regional office of the Social Insurance Fund in the “Queue for sanatorium-resort treatment” tab. To search for applications in the register, you must enter the SNILS number in the search field - the code is indicated without spaces or hyphens, compliance with the indicated data entry order is mandatory.
When rehabilitation or treatment is paid for by the Social Insurance Fund, the preferential queue for vouchers may change not only in the direction of moving the application forward, but the option of deferring the application is also possible. The reasons for changes in the order of receipt of vouchers (moving forward or backward) may be:
- providing insured persons with travel vouchers;
- restoration of those on the waiting list;
- placing beneficiaries arriving from other regions on the queue;
- exclusion from the queue by voluntary expression of the insured persons.
Union of Industrialists and Entrepreneurs of the Krasnoyarsk Territory
Starting from 2022, sanatorium and resort treatment for pre-retirement age workers and working pensioners will be financed at the expense of the Social Insurance Fund of the Russian Federation (hereinafter referred to as the Social Insurance Fund).
The financing procedure is established by the Rules for financial support of preventive measures to reduce industrial injuries and occupational diseases of workers and sanatorium and resort treatment of workers engaged in work with harmful and (or) dangerous production factors, approved by Order of the Ministry of Labor of Russia dated December 10, 2012 N 580n (hereinafter referred to as the Rules ).
What is needed to obtain permission to finance sanatorium-resort treatment for workers of pre-retirement age and working pensioners at the expense of the Social Insurance Fund?
To obtain permission to finance this event in accordance with paragraphs. “d” clause 4 of the Rules, you must submit the following documents to the branch of the Fund at your place of registration:
- application for financial support for preventive measures (the form is posted on the website of the Fund branch in the section “For policyholders);
- plan for financial support of preventive measures for the current year (the form is posted on the website of the Fund branch in the section “For policyholders);
- a copy of the list of measures to improve the working conditions and safety of workers, developed based on the results of a special assessment of working conditions, and (or) a copy (extract from) a collective agreement (agreement on labor protection between the employer and the representative body of workers) (a sample form is posted on the department’s website Fund in the section “For policyholders);
- a copy of the final report of the medical commission based on the results of mandatory periodic medical examinations (examinations) of employees, and in its absence - a copy of the certificate for obtaining a voucher for sanatorium-resort treatment (form N 070/u), issued to the employee by the attending physician of the clinic;
- a list of employees sent for sanatorium-resort treatment, indicating the recommendations contained in the final act or in a certificate in form N 070у (the form is posted on the website of the Fund branch in the section “For policyholders);
- copies of contracts with the organization providing sanatorium and resort treatment for employees, and (or) invoices for the purchase of vouchers;
- a copy of the license of the organization providing sanatorium and resort treatment for workers on the territory of the Russian Federation;
- calculation of the cost of the trip;
- a copy of the identity document of the employee sent for sanatorium treatment;
- written consent of the employee sent for sanatorium treatment to the processing of his personal data;
- information about the assignment of workers to the specified categories.
The forms of documents specified in paragraphs No. 1, 2 and 5 can be obtained from the branch of the Fund at the place of your registration.
The document specified in paragraph 11 is received by employers from the Pension Fund of the Russian Federation on the basis of a concluded agreement on information interaction, or by the employees themselves - in accordance with the Administrative Regulations for the provision by the Pension Fund of the Russian Federation of state services for informing citizens about their classification as citizens of pre-retirement age, approved by the resolution Board of the Pension Fund of the Russian Federation dated 04.04.2019 N 206p.
What amount can be used to finance sanatorium-resort treatment for employees of pre-retirement age and working pensioners at the expense of the Social Insurance Fund? The amount of funds allocated by the insured for the specified event cannot exceed 30% of the amount of insurance premiums accrued by him for the previous calendar year, minus expenses incurred by the insured in the previous calendar year to pay sick leave for an industrial injury or occupational disease and pay for additional leave .
If an insurer with up to 100 employees has not enjoyed the right to receive financing over the two previous calendar years, the amount of funds cannot exceed 30% of the amount of insurance premiums accrued to him for the three previous years, minus the cost of paying sick leave for work. injury or occupational disease and payment for additional leave paid by the policyholder for the three previous calendar years.
Attention! In the case of using FSS funds for other activities specified in clause 3 of the Rules, the amount of allocated funding cannot exceed 20% of the amount of assessed contributions. At the same time, the remaining amount (up to 30%) can be used to purchase vouchers for workers of pre-retirement age and working pensioners.
What documents must be submitted to confirm expenses incurred? After completion of this event, to confirm the expenses incurred, the policyholder must submit the following documents to the branch of the Fund at the place of registration:
— a list of persons who underwent sanatorium-resort treatment at the expense of the Social Insurance Fund (on paper and electronically in Excel format);
— copies of tear-off coupons for vouchers;
— copies of orders on employees being on leave during the period of sanatorium-resort treatment;
— copies of invoices, invoices, payment orders.
In what case can a branch of the Fund refuse to finance sanatorium-resort treatment for employees of pre-retirement age and working pensioners?
In accordance with clause 10 of the Rules, there are the following grounds for refusal:
- if on the day of filing the application the policyholder has outstanding arrears, penalties and fines;
- if the submitted documents contain false information;
- if the funds provided by the Fund's budget for financial support of preventive measures for the current year have been fully distributed;
- when the policyholder submits an incomplete set of documents.
When can I apply for financial support for preventive measures? An application for financial support for preventive measures with the documents attached to it must be submitted to the branch of the Fund at the place of registration in the period from February 1 to July 31. Considering that the funds allocated annually for these purposes are limited, we recommend applying in the first and second quarters of the calendar year.
