What is the minimum wage in Tatarstan in 2022

In the Republic of Tatarstan, a new regional Agreement on the minimum wage (minimum wage) will be in force in 2022. It was concluded by the Cabinet of Ministers of the Republic, the Federation of Trade Unions and the Coordination Council of Employers' Associations (No. 324 of December 24, 2021).

The agreement came into force on January 1, 2022 and is valid until the next similar document is signed.

“In some regions of Russia, such agreements establish the amount of the minimum wage depending on the cost of living of an able-bodied citizen or the federal minimum wage. In Tatarstan they use their own initial parameter,” says Top-RF.ru ​​economic observer Dmitry Danilov.

The minimum wage in the republic in 2022 is 93.0% of the value of the minimum consumer budget for Tatarstan as a whole for the second quarter of 2022.

According to Resolution of the Republican Cabinet of Ministers No. 668 dated July 30, 2021, the minimum consumer budget in the Republic of Tatarstan for the second quarter of 2022 is 17,949 rubles.

Thus, the minimum wage in Tatarstan in 2022, in accordance with the regional Agreement (No. 324 of December 24, 2021), is equal to 16,700 rubles per month.

This amount is equally valid in Kazan, Naberezhnye Chelny, Nizhnekamsk, Almetyevsk and other settlements of the Republic of Tatarstan. However, it only applies to organizations in the non-budgetary sector of the economy.

“The monthly salary of an employee of the non-budgetary sector of the economy working in the territory of the Republic of Tajikistan in 2022 cannot be lower than this amount, provided that he has fully worked the standard working hours and fulfilled labor standards (job duties),” says economic observer Top- RF.ru ​​Dmitry Danilov.

The minimum wage in the Republic of Tatarstan in 2022 is 2,810 rubles higher than the federal minimum wage, and 4,976 rubles higher than the regional subsistence level (ML) for the working population.

If the employees' wages are less than the minimum wage, the employer may be held administratively liable.

Who is not covered by the minimum wage under the Agreement?

An increased minimum wage, according to a regional agreement, is established for employers in the non-budgetary sector of the economy - legal entities or individual entrepreneurs.

The exception is organizations financed from the federal, republican and municipal budgets.

In addition, employers who, within 30 days from the date of its official publication, sent a reasoned written refusal to join it to the Ministry of Labor, Employment and Social Protection of the Republic of Tajikistan may not comply with the requirements of the Regional Agreement on Minimum Wages.

If the refusal was not sent, then employers in the non-budgetary sector of the economy must comply with it.

Regional coefficient

In Tatarstan, a regional multiplying factor of 1.15 has been established in part of the territory.

By the way, according to Article 133_1 of the Labor Code of the Russian Federation, the minimum wage for employees of organizations financed from the federal budget is always equal to the federal minimum wage, i.e. 13,890 ₽. Regional increasing coefficients are also applied for this size.

What is the minimum wage in Tatarstan for state employees?

The Regional Agreement on the Minimum Wage does not apply to employees of organizations financed from the federal, republican and municipal budgets.

For state employees in Tatarstan there is a federal minimum wage, which in 2022 is set at 13,890 rubles per month (Law dated December 6, 2021 No. 406-FZ).

Thus, the minimum wage for public sector employees in the Republic of Tatarstan in 2022 is 2,810 rubles. lower than for workers in commercial enterprises.

About the minimum wage in the region

Minimum wage – the lowest salary in the Russian Federation, incl. for work without qualifications or work experience. Article 133 of the Labor Code of the Russian Federation stipulates that the minimum wage cannot be below the level of the subsistence minimum (ML) in the country.

The PM is established depending on the volume of consumption of the most necessary goods and their prices. This is the minimum survival kit for a month. Therefore, it is logical that the salary should be the same.

The minimum wage is the amount that the employee is ultimately given in person. This does not include personal income tax of 13%, so your take-home salary may be less than the minimum wage. An employee can count on this money only if he has worked the entire month without a break and is employed full-time.

Tatarstan is famous for its enterprises; it is in the top 5 among the regions of the Russian Federation in terms of minimizing layoffs, salary delays, etc. The level of employee satisfaction is quite high. Several large spheres of production are developed in Tatarstan - science, the oil complex, and agriculture. The PM level is quite high. For such “expensive” regions it would be unfair to be guided by the level of the federal minimum wage. That is why Article 133.1 of the Labor Code of the Russian Federation provides for the right of the region to independently set the minimum wage. For this purpose, a tripartite commission is convened with the obligatory presence of representatives of the authorities, employers and workers. In Tatarstan, the Commission operates on the basis of:

  • Resolutions dated December 22, 2004 No. 551;
  • Law of the Republic of Tajikistan dated July 26, 2004 N 42-ZRT “On Social Partnership Bodies in the Republic of Tatarstan.”

After adoption, the Agreement in accordance with Law No. 27-ZRT dated 06.08.2003 is always published for public viewing in the newspapers “Vatanym Tatarstan”, “Respublika Tatarstan” and on the portals of the Governments of the Russian Federation and the Republic of Tatarstan (www.pravo.gov.ru).

What was the minimum wage in Tatarstan in past years?

Regional agreements on the minimum wage have been concluded in the republic for several years now. Previously, in organizations of the non-budgetary sector of the economy of the Republic of Tatarstan, the following minimum wages were established:

• from January 1, 2022 - 15,400 rubles per month; • from January 1, 2020 - 14,000 rubles per month; • from January 1, 2022 - 12,000 rubles per month; • from January 1, 2022 - 10,126 rubles per month.

The federal minimum wage was in effect for state employees.

Minimum wage: definition and importance

The “minimum wage” is also used to calculate financial assistance to socially vulnerable categories of the population. For example, the minimum wage is the basis for calculating benefits:

  • caring for children under one and a half years old;
  • unemployed;
  • “maternity payments” (for working women);
  • to calculate the amount of “sick leave”;
  • pension payments.

The minimum wage coincides in size with the national minimum wage for the 2nd quarter of the previous year. This compliance is enshrined in Article 133 of the Labor Code of the Russian Federation and Article 1 of the Federal Law of the Russian Federation dated October 19, 2000 No. 82-FZ; it is being implemented in practice only from 2022. Regions can set the “minimum wage” higher, but not lower than the all-Russian one. An exception is made only for state employees who receive wages from the state budget. For them, the minimum wage is applied at the federal level.

From January 1, 2022, the minimum wage cannot be lowered below 12,130 rubles (Order of the Ministry of Labor dated 08/09/2019 No. 561n).

How the President of the Russian Federation set the minimum wage for 2022

The minimum wage is set for each calendar year. It is determined in proportion to the median salary calculated by Rosstat for the previous year.

When setting the minimum wage, two rules must be observed simultaneously:

  • The minimum wage for the next year cannot be lower than the subsistence level of the working population as a whole in the Russian Federation for the next year;
  • The minimum wage cannot be lower than the minimum wage established for the current year (Article 1 of Law No. 82-FZ of June 19, 2000).

Russian President Vladimir Putin proposed to index the cost of living in 2022 “at a faster pace than inflation” - by 8.6%. He stated this at a meeting on social issues. You can view the materials at this link .

“The draft federal budget for next year now includes an indexation of the cost of living by 2.5%. Of course, this is not enough, because such parameters lag significantly behind the level of current inflation, which has accelerated in recent months,” Putin said.

He added that, according to the Constitution, the cost of living should not exceed the minimum wage (minimum wage). And he proposed to increase the minimum wage by 8.6% next year.

Eventually:

  • the cost of living in Russia in 2022 will increase by a thousand rubles - up to 12,654 rubles per month;
  • The minimum wage will increase by approximately 1,100 rubles - up to 13,890 rubles per month.

Let us note that before the address of the President of the Russian Federation, the minimum wage for 2022 was planned to be fixed at 13,617 rubles.
