What level of wages can Crimeans expect next year?

According to the Ministry of Economic Development and Trade of Crimea, the lion's share of able-bodied citizens of the peninsula (83% of the total number of residents) work in medium and small businesses. And although the salaries of this part of the workers are only planning to be raised and increased, the state is not going to abandon this direction to the mercy of fate (for now these are just plans and promises). Moreover, the area of ​​small/medium businesses in Crimea is one of the main sources of replenishment of the state budget.

In connection with these and many other reasons, government agencies plan to develop and implement certain types of influence on the private enterprise system: training and consulting seminars for individual entrepreneurs, loyal conditions for microloans and loans from various banks, confident assistance in promoting goods, services, brands. In addition, with the assistance of government services, it is planned to create several hundred new jobs.

Salary in 2022

The problem of increasing doctors' salaries is related to the participation in their formation of the Compulsory Medical Insurance Fund. Thus, in 2022, the Fund will face a financial deficit due to an increase in wages in 2022 and a decrease in revenues. This, in turn, risks the fact that the most that healthcare workers can hope for in 2022 is a salary increase within the inflation rate, i.e. 3-4%.

The Ministry of Education, represented by an initiative group, contacted the Ministry of Labor with a proposal to consider the issue of increasing teacher pay to 150% of the average salary in the regions.

What does the minimum wage depend on?

The main goal of the minimum wage today is compliance with the minimum subsistence level. However, in different regions of the country it is assessed differently. In more economically developed areas the bar is set higher, and in backward areas it is lower. The average price level should also influence the cost of living.

The issue of the minimum wage in Crimea is resolved during meetings of a tripartite commission, which includes representatives of the government, workers and employers - 12 members from each group. Within each group, decisions are made through voting. The final decision is made if all 3 parties support the initiative.

Considering that many citizens of Crimea have received passports of the Russian Federation, Russian companies are actively recruiting workers without fear of inspections by the migration service. However, finding your place in the sun is not so easy.

What will happen to wages after increasing the regional minimum wage in Crimea

For a fully worked month, an employee’s salary in 2022 in Crimea should be at least 9,500 rubles. After withholding personal income tax (calculated in rubles according to rounding rules), the amount in hand will be 8,265 rubles. . If some other deductions are necessary (for example, if there is an obligation to pay alimony), the amount to be issued will be even less.

Those employees who are employed part-time or have a part-time job should also have a salary not lower than the minimum wage. Only they will receive less in hand, since the salary is considered proportional to the time worked. Plus, don’t forget about personal income tax withholding.

An example of calculating wages for a shortened working week based on the federal minimum wage

Technical worker (cleaning lady) Petrova A.I. works in a company located in Yalta (Republic of Crimea), 10 hours a week. The salary for this employee's position with a full work week (40 hours per week) is equal to the minimum wage.

Petrova's production rate is 25% (10 hours: 40 hours × 100%).

The accountant awarded the employee a salary of 2,372.25 rubles for January 2022. (9489 RUR × 25%). After withholding personal income tax (calculated in rubles according to rounding rules), Petrova received 2064.25 rubles. .

About the minimum wage in the region

The minimum wage is the lowest salary in the country. Established by government decree. The basis for the minimum wage is the subsistence minimum (LM). It is approved quarterly based on proposals from the Ministry of Labor and Rosstat reports. Article 133 of the Labor Code of the Russian Federation stipulates that the minimum wage cannot be lower than the minimum wage.

Remember, the minimum wage is a take-home salary plus 13% personal income tax. Therefore, you can earn less than the minimum. Also, the minimum salary is paid for the entire month worked. The employee must be registered at the main place of work.

In the region, the minimum wage also depends on the minimum wage and differs from the federal indicator. It is established by the Agreement of the tripartite Commission on Social and Labor Partnership.

The Irkutsk Regional Commission includes 9 representatives from each side. For the Agreement to be considered accepted, all three parties must agree.

The agreement is mandatory for employers in the region. When the minimum wage is no longer needed

In 2022, entrepreneurs calculated part of their contributions based on the amount of the federal minimum wage. From 2022, you can forget about such an algorithm.

Now the calculation of personal contributions of individual entrepreneurs for their pension and health insurance is untied from the minimum wage. The Tax Code (clause 1 of Article 430) prescribed a specific amount of payments, which does not depend on the amount of business income and is charged to all businessmen without exception. This is 26,545 rubles. for personal pension insurance of individual entrepreneurs. And 5840 rub. - for medical purposes. Total mandatory payment for 2022, regardless of the amount of revenue: RUB 32,385. This is 4395 rubles. more than the same portion of the 2022 payment.

If the individual entrepreneur’s revenue for 2022 exceeds 300,000 rubles, an additional 1% will need to be paid on the excess income for the pension portion.

Average salary in the Russian Federation in 2022

But according to available information and statistics, it has already been established that there will still be regions that simply will not be able to implement the May decrees. What kind of regions are these? First on the list is Karelia, since it has already officially asked for help from Moscow. But why, what do experts and specialists say about this? To achieve the target indicators of remuneration for doctors, teachers, social workers and cultural workers, “the need for budget funds of the Republic of Karelia for 2022 is 783 million rubles, of which 97.4 million are for remuneration of medical personnel,” the Karelian Ministry of Finance reported, RBC reports. The department indicated that out of the total deficit of funds for increasing salaries for public sector employees, 379.2 million rubles. refers to teaching staff, and 245.8 million rubles. — to cultural workers, writes the Rosregistr portal. The funding gap for increasing teachers' salaries is 215 million rubles. The government of Karelia appealed to the federal government and relevant federal authorities for “additional financial assistance” to implement the May decrees.

Based on the available information, a completely logical and logical question arises as to how much wages will increase and whether this increase will actually be as significant as promised. In connection with the implementation of the May decrees of Russian President Vladimir Putin, salaries of public sector employees will increase by 4.1% this year. This is stated in the explanatory note of the Russian Ministry of Finance to the draft budget for this year and the planning period 2019-2020. The draft federal budget provides for the indexation of their salaries by 4 percent from January 1 next year. In 2019-2020, there will also be indexation by 4 percent. The fact is that from January 1 of this year the minimum wage will also increase - by 21.7 percent, to 9,489 rubles. This means that people working full-time 40 hours a week will not be able to be paid less than this amount. In a year, the minimum wage will increase again. Exactly how much is still unknown, since from January 1, 2022, the minimum wage should become equal to the subsistence level, and no one now knows what its size will be in a year. We can only say that at the moment the cost of living in Russia is 10.3 thousand rubles. And it is unlikely that this amount will decrease in a year. As for state employees included in the May decrees, all obligations to increase their salaries must be fulfilled, Topilin promised.

How to apply for an additional payment to the regional minimum wage

If the employees’ wages are less than the regional minimum wage and the employer has not written a refusal to apply the agreement that is valid in the region where the company is located, then it is necessary to make an additional payment up to the minimum wage.

To do this you need:

  • draw up an order in any form;
  • make changes to the employment contract.

An additional agreement may not be drawn up if the employee’s employment contract states that “if the salary is less than the established minimum wage, then the additional payment is formalized by a separate order.”

The order for additional payment must contain:

  • Company name;
  • date of drawing up the order;
  • title of the document (Order);
  • Full name and position of the person in respect of whom this order was drawn up;
  • salary amount;
  • amount of surcharge;
  • the date from which the additional payment will be made;
  • basis for additional payment;
  • manager's signature;
  • signature of the person in respect of whom this order was drawn up.

Please note that the employer does not always have to pay the employee up to the regional minimum wage (for example, if a part-time employee works part-time, his salary may be less than the minimum wage and this is not a violation of the law).

How to properly increase wages to the new minimum wage in the regions

If an employee’s salary for full working hours is less than the new minimum wage or the regional or industry minimum, then it must be increased from January 1, 2022. Here are the options:

This option is not very convenient. Every time the minimum wage changes, you will have to issue not only an order to increase wages, but also change employment contracts, staffing schedules and other documents that mention the size of salaries. Option number 2: additional payment

Establish a special surcharge in a local act, for example, in a separate order or regulation on wages. It is not the salary that is compared with the minimum wage, but the total salary, that is, salary plus allowances and other payments.

This method is easier. There is no need to edit employment contracts and other local acts every time the minimum wage changes. It is enough to establish a compensatory additional payment up to the minimum wage once, for example in the regulations on remuneration.

Increasing wages for employees of budgetary organizations in Crimea

Obvious changes in wages were felt by public sector workers. Not too quickly, but systematically, the indexation of wage payments to public sector employees - current employees of organizations and retirees - is being carried out. It is planned to gradually increase the size of payments, which, according to the head of the Russian government, Dmitry Medvedev, will be carried out in 4 successive approaches. And Vladimir Vladimirovich Putin has already signed the corresponding decrees regulating the increase in salaries and pensions in Crimea to the Russian average. At the same time, salaries and pensions actually increased significantly shortly after the Referendum.

According to the decree of the President of the Russian Federation, it is recommended that regional authorities make a decision to increase salaries to the required level. For this purpose, the following provisions are documented and recorded:

  1. Categories of employees and workers in specific areas.
  2. Conditions for increasing wages.
  3. Amounts and procedure of payments.

Not everything is going as smoothly as planned, or as ordinary citizens would like, but clear improvements in the budgetary sector are really noticeable. Since the summer of 2014, increased salaries and pensions have been paid, in addition, it is possible to fully observe the receipt of the necessary payments of vacation pay, maternity leave and other types of social benefits from the state.

It is worth considering at least the fact that in total more than 13 billion rubles were allocated and directed from the Russian budget to pay increased salaries to employees of state-type institutions. In particular, such areas include the social sphere, education and healthcare, sports and culture.

Current data says that salaries have reached the following indicators:

  1. Doctors now receive about 34,000 rubles.
  2. Teachers – 24,000 rubles.
  3. Cultural workers – 18,000.
  4. Military from 50,000 rubles.
  5. The minimum salary of a police officer is 30,000 rubles. Will the widespread bribery inherent in those who until recently were Ukrainian traffic cops and police officers finally stop?

The average salary per person in the country is 39,000 rubles. For comparison, take the average cost of living. Now it is a little over 11,163 rubles. The indicators reflect the deplorable state of the average citizen. The inflation rate in the Russian Federation is at 3%. Prices for essential products are steadily rising, but incomes are not increasing.

At the beginning of 2022, in the list of vacancies you can see a large percentage of job offers in Crimea with a salary of 11,163 rubles (obviously, before taxes). With this salary you can get a job as a salesperson, teacher, kindergarten teacher, human resources inspector, psychologist, as well as a plumber.

During the Ukrainian period, this trend intensified even more, and there is no reason to think that it will disappear until the flow of tourists dries up, or the “official” recreation industry is unable to satisfy all the demand of vacationers at more attractive prices. Most cities in Crimea depend on tourism, with some exceptions being Simferopol, the administrative center of the region, and Sevastopol, the base of the Russian Black Sea Fleet.

Many food products are delivered from other regions of the Russian Federation or from abroad. Due to the fact that supplies from Ukraine and some other countries have been difficult in the last two years, prices for many goods in the Republic of Crimea have increased from 9% to 108%. This dynamic, which was not accompanied by a proportional increase in household incomes, had a negative impact on the state of domestic trade and other sectors of the economy. In the following years, thanks to the help of the federal center, the situation largely improved. However, the blockade by Ukraine and many other states still creates serious problems for the development of the region.

Minimum and average wages in Crimea

Let's look at the specific numbers first. In particular, currently in Crimea you can count on the following wages:

  • minimum – 7.8 thousand rubles;
  • the average is a little over 26 thousand.

There are several important points to note here. In particular, from July 1, the minimum wage for public sector workers was increased to 7.8 thousand. At the same time, the minimum wage has also increased for the real sector of the economy. From July 1, 2022, the minimum salary here is 8.1 thousand rubles. Previously, the minimum wage has already been raised several times, for example, in July and January 2022.

Let us recall that in Crimea, salaries in rubles began to be calculated and issued after the peninsula became part of the Russian Federation. Accordingly, the figures before March 2014, when the hryvnia was in circulation here, are not taken into account. In other words, official Russian authorities do not take into account the period when the Crimean Peninsula was part of Ukraine. This also applies to Rosstat.

The lowest level of wages in Crimea today is in the service sector. Also, those involved in retail trade cannot boast of high salaries; naturally, we are talking about ordinary personnel.

The percentage of unaccounted earnings of the local population still remains high. As a rule, Crimeans earn income (both primary and additional) by renting out housing to vacationers or providing various types of services to tourists. Accordingly, official statistics do not take such income into account. It is quite possible that if they were included in the calculations, the situation with the level of income of residents of the Crimean Peninsula would look different. You should also take into account the fact that about 25 percent of the population of Crimea are pensioners. After joining Russia, the level of payments to them increased significantly.

Due to the fact that Western countries imposed economic sanctions against Crimea, salaries at a number of enterprises cannot be called stable. Of course, businessmen and authorities are trying to somehow change the situation for the better, but so far the situation is not very rosy. In addition, we should not forget that many enterprises were “tied” to Ukraine. After the peninsula became part of the Russian Federation, quite a large number of economic ties were severed. In order to survive, enterprises had to urgently reorient themselves to Russia. Naturally, this had a negative impact on the level of salaries.

Meanwhile, at operating large enterprises, managers receive 150 thousand rubles. IT specialists also have a good level of income. On average, they earn 70 thousand rubles a month. Not bad, by local standards, for civil servants. In particular, the average salary here is 30-40 thousand rubles.

However, the incomes of Crimeans involved in the real sector of the economy, living in large settlements and rural areas, vary significantly. In particular, in the outback, salaries are approximately 1.5 times lower than in big cities. At the same time, for example, if in Simferopol you can still find a decent offer from a potential employer, then in small localities the job situation is quite alarming. Because of this, many residents of Crimea prefer to go to the “mainland” to work. The most popular option here is the Krasnodar region, where average salaries are about 30 percent higher than on the peninsula.

Speaking about the peculiarities of the Crimean economy, it is worth highlighting the tourism sector. After joining Russia, the flow of tourists from Ukraine decreased significantly, so local businesses are trying to solve the problem both on their own and hoping for support from the authorities. An example is the famous winemaking company Massandra. Its management decided to reduce product prices starting on August 1. This step is aimed at supporting the tourist season. Representatives of the enterprise, speaking with the press, explained that prices for Massandra products sold on the peninsula will be reduced by 30-50 percent.

What are the average salaries in Switzerland for people of different professions?

Crimea has also always been famous for its agriculture, but in this area there are certain problems caused by water shortages. Therefore, for now, many food products are supplied to the peninsula from neighboring Russian regions. This, in turn, provokes an increase in prices. However, the authorities - both federal and local - are well aware of the potential available here, and therefore are making efforts to provide farmers with the most favorable development conditions.

Standard of living in Crimea

The annexation of Crimea to Russia dates back to the beginning of 2014, when no one even suspected the upcoming crisis and the fall in oil prices. The difficult transport situation and lack of fossil resources, and the blocking by Ukraine of the North Crimean Canal (the main waterway of the peninsula) complicated the development of the regional economy.

To this end, a program to support small and medium-sized businesses was adopted for Crimea, with an estimated total injection of 150 million rubles. But, either the conditions of the difficult transition period, or sharp jumps in prices for food and industrial goods do not yet allow us to see a clear positive result. Also quite an important nuance that qualitatively affects the result is the temporary lack of financing for medium and small businesses by state and commercial banks, in which the conditions for lending to the Crimean population are still at the development stage.
