The pension reform adopted in 2022 affected every Russian citizen. It concerns increasing the age when a person can receive a payment from the state, as well as retire.
The changes are considered so serious and drastic that officials decided to introduce them gradually. To achieve this, the age of pensioners changes over the course of several years. The new retirement schedule will be discussed in the article.
New terms
All citizens retire on the basis of a special schedule. It has changed significantly after the introduction of pension reform. This is due to the increase in the age of pensioners, which affected both men and women, so now Russians will have to officially work 5 years more.
But a specific age is not the only requirement necessary to receive social benefits from the state.
Therefore, additional conditions apply to length of service, as well as to accumulated points. These indicators increase annually until the value fixed at the legislative level is reached. Attention! All introduced changes are intended to complicate the process of receiving pensions for Russians, so experts are confident that the number of pensioners will soon decrease.
Who was not affected by the reform?
There are categories of professions for which the “old age pension age” occurs significantly earlier than the generally accepted framework. For example, the timing of the onset of PT in hazardous/hazardous industries and in difficult conditions has not changed. The list of specialties belonging to the preferential group is regulated by law (Article 30-32 of Law No. 400-FZ). Workers employed in such industries have the right to retire 5-10 years earlier. This list has not yet been reformed.
Features of the adoption of pension reform
After the introduction of major changes to pension legislation, citizens are forced to understand the rules for receiving pensions in a new way. The conditions are listed in the provisions of Art. 8 Federal Law No. 400.
The main advantage of the reform is the absence of new requirements for pensioners, so the previously introduced conditions are only being tightened. They are adjusted gradually, so people who have less than 5 years left until retirement should study a special table to determine when they can start applying for benefits.

Table by year of birth
For the first time, raising the retirement age began in 2022. The process is being implemented gradually for all Russians. These adjustments are especially important for citizens who planned to apply for state benefits within five years after the reform.
Therefore, according to Federal Law No. 350, a special plan has been developed, which takes into account the following points:
- indications regarding age, length of service and points are increasing annually for five years from the beginning of January 2022, so the process of adopting changes is extended until 2023;
- persons who were supposed to receive payments in 2022 or 2022 were able to receive them 6 months earlier;
- accordingly, in 2022 the age of pensioners has increased not by 12 months, but only by six months;
- by 2022 the increase was one and a half years, not 2.

All changes adopted by officials will be fully used only from 2023. After this, women will be able to count on pensions only after 60 years of age, and men will have to officially work for at least 65 years of their life.
At the same time, certain benefits remain regarding work under difficult or harmful conditions. Relaxations are offered to teachers and people who work in the Far North. They will be able to count on early retirement.
Retirement table for men and women from 2019
According to the law, in addition to the age limit, there are several other reasons due to which it is allowed to retire early, for example, based on length of service. But first, you should study the age grid of old-age pensions for various groups of citizens.
Retirement time for women depending on year of birth:
- 1964 (55.5 years): I part of the year – after mid-2022;
- Part II of the year – at the beginning of 2022;
- I – after middle. 21;
For men, the age limit looks different:
- 1959 (60.5 years): I – after middle. 19;
- II – middle 20;
- I – after middle. 21;
Conditions of registration
To receive a payment from the state, you must not only reach a certain age, but also take into account several other mandatory conditions.
Therefore, retirement is possible only if the following requirements are met:
- Reaching the age required by law. Now the process of entering the well-deserved air is available only to men over 65 years of age and women over 60 years of age.
- The optimal length of experience, which from 2024 is 15 years. Some periods of work allow you to accumulate experience much faster, and it also includes maternity leave and some other periods.
- Accumulation of the required number of points. From 2022, this value increases by 2.4 points over 12 months. After the end of the transition period, you will have to accumulate 30 points in order to count on an insurance pension.
If a citizen, upon reaching the age of a pensioner, is unable to accumulate the required number of points or length of service, then he will only be able to apply for a social pension, which is calculated on the basis of the cost of living, and he will also have to wait another 5 years to receive it.
Raising the age for receiving a social pension
Along with the age of entry into pension insurance, the threshold for registering social-type payments has also increased. If, at the time of reaching retirement age, a citizen has not accumulated the required number of years of experience or has not achieved the minimum required IPC value, then he continues to work for a 5-year period. If after this the requirements have not been met, then he will be assigned a social pension.
Previously, the age for receiving social security benefits was 60 years for women and 65 years for men. Accordingly, along with the increase in the basic retirement age, this mark also increases until it reaches 65 years for women and 70 for men.
In 2022, the age for receiving a social pension is 61.5 years for women and 66.5 years for men. That is, if in 2022 a man reached retirement age, but was unable to comply with the conditions for assigning insurance coverage, then he will continue to work until he is 66.5 years old. Moreover, it does not matter that during this period the age limit for eligibility for insurance, and therefore for social pension, will increase.
Citizens who reached the old retirement age before the end of 2022 received the right to security according to the old rules. The changes in the pension reform will not affect them in any way. Moreover, if they never received a pension in 2022, then they will receive it taking into account the increasing coefficient of voluntary refusal of payments for exactly 3 years. The fact that the retirement age has now been increased will not affect this right in any way.
Features of the formation of experience
To receive payment from the state, you need to work for the officially prescribed period. According to Federal Law No. 400, starting from 2024, you must work on an official basis for at least 15 years.
This indicator increases gradually from 2022, so the following rules are taken into account:
- the length of service will increase by 12 months from 2022;
- the limit will be reached in 2024, so it will be 15 years;
- if a woman’s work experience is 37 years, and a man’s is 42 years, then you can apply for a pension early, for which it is proposed to reduce the retirement age by 2 years;
- in 2022, 11 years of experience is required, in 2022 - 12 years, and in 2022 - 13 years;
- To grant a pension in 2023, you need 14 years of service.
Reference! The length of service includes many periods, which include military service, maternity leave, or the period of caring for a disabled child. Other requirements are determined by the provisions of Federal Law No. 400.
Pension points
The third significant factor for assigning a state payment is the accumulation of points, which are otherwise called IPC. Only persons who have at least 30 points will be able to apply for a pension.
The number of IPCs increases gradually:
- in 2015, 6.6 points were needed, but from this date the indicator increases by 2.4;
- the exact value of 30 points will be established from 2025.
If a citizen has reached the established age, but for various reasons was unable to accumulate points, then he will be able to receive a state payment only after receiving 30 IPC, so he will have to continue working.
In 2022, to apply for a pension you need to accumulate 21 points, but next year this value will increase to 23.4 points. In 2023, retirees will need 25.8 points.
Who does the change not apply to?
There are some people who have retained the right to receive a preferential pension, so they are not affected by the adjustments made by officials. They won't have to work until they're 60 or 65.
All beneficiaries are listed in Federal Law No. 400. These include the following citizens:
- persons who are forced to work in dangerous or harmful conditions, including miners, tractor drivers or specialists in chemical production;
- workers who cannot continue to work due to social difficulties or deteriorating health, and these include disabled people who were injured during participation in hostilities, parents of disabled children or women who gave birth to more than 4 children;
- persons affected by radiation exposure and Chernobyl victims;
- members of flight test crews.
When assigning a pension for each beneficiary, their own requirements related to length of service, age or other characteristics are taken into account.
Features of registration of preferential payment
The new rules even apply to some individuals who have the right to apply for a preferential pension. Therefore, starting from 2022, the rules for processing payments have been adjusted.
Key features include:
- teachers and medical workers will be able to go on vacation only after accumulating a certain length of service, which is called length of service, and it varies from 25 to 30 years;
- some features are taken into account for benefit recipients, since a special period has been introduced that must be worked out even after accumulating the required experience, for example, a teacher in 2022, after 25 years of official work, will have to wait another 3 years to receive a pension, although he may stop working;
- residents of the northern regions can receive payments 5 years earlier than other citizens, but it is not the old age that is taken into account, but the new age.
Important! The transition period applies even to northerners, so all adjustments are introduced gradually.
Retirement periods for citizens
As a result of the reform, the concept of “pre-retirement” was introduced, meaning the status of people who have 5 years left before retirement. During this period of time, this category of people has benefits in the form of social guarantees and assigned jobs.
According to the age
- In 2022, the retirement age will increase by 0.5, which means that men will retire at the age of 60.5, and women – 55.5. Pension payments for the current year 2022 will be made in 2019-2020.
- In 2022, the increase will occur by 1.5: women. – 56.5 years old, male – 61.5 (21-22).
- In 2022, the retirement age will increase by 3 (women - 58; men - 63) (24).
- 2022 will be characterized by an increase of 4 (women - 59 years; men - 63 years) (26 years).
- Starting from 2023 – 5: women. – 60 years old, male – 65 years old (27).
For teachers and medical workers
For these groups of people, retirement follows length of service, namely 25-30 years. The specific length of experience depends on the position and specialization. The system described above was retained, but with the transformation as a waiting period of 5 years.
Stages, depending on the year of experience:
- 2019 (in 0.5 years) – pension in 2019-2020;
- 2020 (1.5 years) – in 21-22;
- 2021 (3 years) – in 24;
- 2022 (4 years) – 26;
- 2023 (5 years) – 28
For persons who worked in the Far North
The reform spells out specifics for people living in the represented region. The standard period is reduced by 5 years, however, now both men and women will be able to terminate the employment contract at 60 and 55 years, respectively.
Men:
- 55.5 years (1964) – 19-20;
- 56.5 years (1965) – 21-22;
- 58 years old (1966) – 24 years old;
- 59 years old (1967) – 26 years old;
- 60 years (1968) – 28
Women:
- 50.5 years (1969) – 19-20;
- 51.5 years (1970) – 21-22;

For state and municipal employees

The calculation of the IPC will be carried out in accordance with the previously established (2015) law.
The required lower limit of the individual pension coefficient in different years:
- 16, 2 – 2022;
- 18.6 – 2022;

- 25, 8 – 2023;
- 28.2 – 2024;
