Reporting on the generation, use, neutralization and disposal of waste
- a document that contains information for the calendar year about what specific types of waste were generated during the activities of the enterprise, the quantity of each waste and information about the specialized organizations to which this waste was transferred for placement (disposal), use, neutralization or disposal. All information contained in this reporting must be documented, that is, the reporting enterprise must have agreements for the transfer of generated waste with licensed organizations. In addition to contracts, there must also be certificates of work performed confirming the fact of waste transfer.
This report is also known as environmental and waste reporting for small and medium-sized enterprises (SME report). Currently, assigning category IV to a facility providing NVOS does not relieve the person operating such facility from the obligation to submit reports to SMSP (provided that the person is SMSP).

Deadline and procedure for submitting SME reports by constituent entities of the Russian Federation
Reporting is submitted to the regional executive body on whose territory the facility is located, or the territorial executive body that supervises this facility (example: a federal facility transferred to the Ministry of Ecology of the Moscow Region) in electronic form on the portal and on paper within the following deadlines :
Moscow
(objects of regional significance). Until March 1 of the year following the reporting period, for facilities located in Moscow. The date of submission of the reporting is considered to be the date of confirmation of the IIV on its receipt on the portal (Order dated December 27, 2022 No. 05-09-344/17 of the Department of Natural Resources Management and Environmental Protection of the City of Moscow; Department of Natural Resources Management and Environmental Protection).
Moscow, Moscow region and Republic of Tatarstan
(objects of federal significance). Until January 15 of the year following the reporting period for objects of federal significance (Order of the Ministry of Natural Resources of the Russian Federation dated February 16, 2010 N 30).
Moscow region
(objects of regional significance. Until February 20 of the year following the reporting period for objects located in the Moscow Region, with the exception of objects of federal significance transferred to the Ministry of Ecology of the Moscow Region (Order of the Ministry of Ecology and Natural Resources of the Moscow Region dated 02/05/2016 No. 80-RM; Ministry of Ecology and Natural Resources of the Moscow Region; ).
Republic of Tatarstan
. Until March 1 of the year following the reporting period for objects located on the territory of the Republic of Tatarstan (Order of the Ministry of Ecology of the Republic of Tatarstan dated April 23, 2012 No. 148-p; Ministry of Ecology and Natural Resources of the Republic of Tatarstan; ).
Important
: After the specified dates, the section of the portal for submitting SME reports stops working (it is impossible to submit reports). More information about the fines for late submission of a report to the OIV can be found in the “Fines” tab located above.
The SME report is the “limit” for SMEs for the next year. In case of non-compliance or late delivery, the fee for the negative impact on the environment will be charged 5 times!

What information about SMEs is contained in the register in the public domain?
To obtain information about a legal entity or individual entrepreneur, you must enter the TIN, OGRN or OGRNIP, name of the organization or full name of the individual entrepreneur in the “search” line. It is also possible to search using the TIN list.
The following information will appear, which can be downloaded in Excel format if desired:
- name of the legal entity or full name of the individual entrepreneur;
- subject category (micro, small or medium enterprise);
- TIN;
- location of the legal entity or place of residence of the individual entrepreneur;
- main activity;
- date of entry of information into the register;
- a note indicating whether the subject is a newly created legal entity or a newly registered individual entrepreneur;
- availability of concluded agreements and contracts;
- information on the production of innovative, high-tech products;
- participation in partnership programs;
- information about received licenses.

Information included in the waste report for SMEs
SME reporting includes:
1)
General information about the reporting small and medium-sized enterprise;
a) for legal entities:
- full and abbreviated name, including corporate name, organizational and legal form of the legal entity, its location, state registration number of the entry on the creation of the legal entity and details of the document confirming the fact of making an entry about the legal entity in the Unified State Register of Legal Entities;
- telephone, fax, e-mail;
- location code according to the All-Russian Classifier of Objects of Administrative-Territorial Division (OKATO);
b) for individual entrepreneurs:
- surname, first name and patronymic (the latter - if available), place of residence, details of the identity document, state registration number of the state registration record as an individual entrepreneur and details of the document confirming the fact of making an entry about the individual entrepreneur in the Unified State Register of Individual Entrepreneurs;
- telephone, fax, e-mail;
- code of place of residence according to the All-Russian Classifier of Objects of Administrative-Territorial Division (OKATO).

Balance of masses of waste generated, used, neutralized, transferred to other legal entities and individual entrepreneurs, received from other legal entities and individual entrepreneurs or individuals, disposed of waste during the reporting period;
Data on the masses of waste transferred to other legal entities and individual entrepreneurs are presented in total for each type of waste and broken down by mass of waste intended for use, neutralization, storage (broken down by mass of waste transferred with the transfer of ownership, and by masses of waste transferred without transfer of ownership), for disposal (broken down by mass of waste transferred with transfer of ownership, and by mass of waste transferred without transfer of ownership).
Data on the masses of waste received from other legal entities, individual entrepreneurs, and individuals are presented in total for each type of waste and broken down by masses of waste intended for use, neutralization, storage, and disposal.
Data on the masses of waste sent for storage at their own waste storage facilities are presented for each type of waste and broken down by the masses of their own waste sent for storage, and by the masses of waste received for storage from other legal entities and individual entrepreneurs without alienation of ownership rights .
Data on the masses of waste sent for disposal at their own waste disposal sites are presented for each type of waste and with a breakdown by the masses of their own waste sent for disposal, and by the masses of waste received for disposal from other legal entities and individual entrepreneurs without alienation of ownership rights .

Information about legal entities and individual entrepreneurs to whom waste was transferred during the reporting period includes the names of such legal entities or surnames, first names, patronymics (the latter - if available) of such individual entrepreneurs, data on the waste transferred to them, indicating:
- places of location or place of residence and their codes according to the All-Russian Classifier of Objects of Administrative-Territorial Division (OKATO);
- date of issue and number of the document confirming the availability of a license for the collection, use, neutralization, transportation, disposal of waste of I - IV hazard class (when transferring waste of I - IV hazard class);
- dates and numbers of the waste transfer agreement;
- data on the masses (in tons) of transferred waste, grouped by each type of waste, indicating its name, code according to the federal classification catalog of waste, hazard class, purpose of transfer (use, disposal, disposal).

The application includes:
a) a copy of a document confirming the availability of a license for the collection, use, neutralization, transportation, disposal of waste of hazard class I - IV - in the case of a reporting small and medium-sized business entity carrying out activities for the collection, use, neutralization, transportation and disposal of waste I - IV hazard class. A copy of the document confirming the presence of a license is certified by the seal of the reporting small and medium-sized enterprise;
b) copies of contracts for the transfer of waste to other legal entities and individual entrepreneurs or for the acceptance of waste from other legal entities and individual entrepreneurs for the reporting period and copies of waste acceptance and transfer acts under these agreements. Copies of these agreements and acts are certified by the seal of the reporting small and medium-sized enterprise;
c) copies of acceptance certificates on the acceptance of scrap and waste of ferrous and non-ferrous metals;
d) copies of documents confirming the availability of a license for the collection, use, neutralization, transportation, disposal of waste of I-IV hazard classes and issued to legal entities and individual entrepreneurs to whom the reporting small and medium-sized enterprise transferred waste of I-IV classes in the reporting period danger. Copies of these documents confirming the availability of licenses are certified by the seals of legal entities and individual entrepreneurs to whom the reporting small and medium-sized enterprise transferred waste of hazard class I - IV in the reporting period.
One-time documents on ecology
List of “one-time” documents on ecology:
- Environmental registration.
- Passport(s) of waste(s) of hazard classes I–IV.
- Contract(s) for waste removal.
- Environmental safety training.
Environmental registration
Until 01.01.17, individual entrepreneurs and legal entities are required to register the NVOS facilities
at which they operate
with state registration.
As a result, objects are assigned a category (from I to IV). Or they receive a refusal to assign a category.

Art.
11 clause 3. Once per NVOS facility,
provided that the name of the legal entity and individual entrepreneur, the characteristics of technical processes and technical means, and the location of the NVOS facility remain unchanged.
Passport(s) of waste(s) of hazard classes I–IV
Individual entrepreneurs and legal entities whose activities generate waste of hazard classes I - V
are required to classify waste into a specific hazard class to confirm such classification in order. Confirmation of the assignment of waste of hazard classes I to V to a specific hazard class is carried out by a federal executive body authorized by the Government of the Russian Federation.
There is a separate passport for each type of waste (except for class V).
Without passports, the removal (transportation), disposal of waste in landfills, as well as other types of waste management are prohibited.

Contract(s) for waste removal
Transportation (removal) of waste in our country is a licensed activity. Without a license, legal entities and entrepreneurs cannot transport waste generated at their facility to landfills. This is done by transport companies with a waste management license. Therefore, companies enter into contracts with transport companies for waste removal.
Federal Law No. 7 “On Environmental Protection”, Federal Law No. 89-FZ “On Production and Consumption Wastes”.
The waste generator (company or entrepreneur) can enter into several contracts with several transport companies for removal to different landfills. Typically, the contract is concluded for one year and then extended.
Environmental safety training
Heads of organizations and specialists
responsible for making decisions when carrying out economic and other activities that provide or may provide environmental impact must have training in the field of environmental protection and environmental safety.
Federal Law of January 10, 2002 N 7-FZ (as amended on July 3, 2016) “On Environmental Protection” (Article 73).
Federal Law of June 24, 1998 No. 89-FZ “On production and consumption waste” (Article 15). Order of the Ministry of Natural Resources dated December 18, 2002 No. 868.

Programs:
Advanced training under the program “Vocational training of persons for the right to work with hazardous waste”

Procedure for submitting reports
The report must first be submitted electronically to the web portal of the Rosprirodnadzor information system (Nature User Module). If the report is correctly registered on the web portal, the report will be assigned an identifier (identification number), which is placed in the header of the paper report on page 1, in the line “Electronic report identifier in the Rosprirodnadzor information system.”
Important:
Without this number, the report is invalid! An SME report not confirmed in paper form is considered not accepted!
There are two ways to record the submission of a report on paper:
- Personal visit to Rosprirodnadzor.
- Send the report by mail with a list of attachments by registered mail with notification.
The reporting must be bound, sealed and signed by the head of the reporting small and medium-sized enterprise (individual entrepreneur). The pages of the Report must be numbered consecutively.
For small and medium-sized businesses renting premises:
When the landlord assumes the responsibility for waste removal and enters into an agreement with a specialized organization for this purpose, it is necessary that all tenants of the premises are registered in this waste removal agreement (if the premises are located at the same address). The list of tenants is presented in the annex to the agreement, where each of them has its own volume of waste removal.
Thus, if a small and medium-sized business does not have its own waste removal agreement, or it is not included in the waste removal agreement of its landlord, then in the SME reporting the mass of waste generated during the year is entered in the column “accumulated at the end of the reporting period” due to lack of documentary evidence of waste transfer.
Reporting of individual entrepreneurs without employees
The legislator was quite loyal to this category of taxpayers, reducing mandatory reports to a minimum. Individual entrepreneurs are allowed not to keep accounting records, subject to accounting for income, or income and expenses, or other objects of taxation and physical indicators (subclause 1, clause 2, article 6 of Law No. 402-FZ).
As for reporting on taxes and fees, an individual entrepreneur without employees at the end of the calendar year (tax period) submits:
- on the general system - a VAT return and a personal income tax return;
- on the simplified tax system - a declaration for the single tax of the simplified tax system;
- for UTII - a declaration for a single tax on imputed income for certain types of activities.
