What is the PM-prom form

PM-industry is one of the mandatory reporting forms for small enterprises that produce products. The form must be submitted every month to the Federal State Statistics Service.

In the PM-industry form, organizations show statistical data on the production and release of finished products. The report form and instructions with the rules for submission and completion are given in Appendix No. 3 to Rosstat Order No. 472 dated July 31, 2018. This edition has been applied since January 2019 and continues to be valid in 2022. The form number in accordance with OKUD is 0610010.

For the PM form - a new filling procedure

The form in question consists of 3 sections.
Section 1 is a questionnaire that reflects the fact of application/non-application of the simplified tax system.

Section 2 reflects indicators on the number of staff of the company, as well as on the salaries of employees. The reporting organization indicates in the form:

  • information about the payroll: qualitative (including regular employees, external part-time workers and external contractors under contracts) and quantitative;
  • the size of the average accrued salary fund with its distribution among the main 3 types of employees with the additional allocation of other unlisted persons;
  • the volume of social payments also broken down by the main 3 types of employees with an additional allocation of other unlisted persons;
  • the number of hours worked by payroll employees during the reporting period.

In Sect. 3 forms reflect the main economic indicators of the company for the period (excluding VAT, excise taxes and other mandatory transfers):

  • goods, services and works independently produced by the company;
  • goods sold produced by third parties;
  • catering products independently produced by the company;
  • expenses for purchasing products for resale;
  • investments in new and imported fixed assets;
  • internal expenditures on research and technological development;
  • the cost of resold real estate and the costs of their acquisition.

The PM form includes indicators for the entire company as a legal entity (that is, the document includes figures that summarize the indicators for all divisions).

The document is signed by the head of the company or a responsible employee who has the authority to submit data to Rosstat. A person may be vested with the corresponding powers by a separate order from the company’s management. Next to the signature, the contact details of the responsible person are indicated.

Rosstat Order No. 472, dated July 31, 2018, regulates the procedure for filling out the report. The PM-prom form consists of two parts. On the first sheet fill in the address data, on the second - data on the manufactured products.

The form can be filled out manually or in electronic xml file format. On paper, the organization's seal and the signature of the manager are required. The electronic version is signed with an electronic digital signature (EDS).

On the first sheet of the form you must:

  • Fill in the name and address.
  • Enter the month for which the report is submitted.
  • Indicate the full name of the company and the abbreviated name in brackets.
  • For individual entrepreneurs, please indicate your full name. and home address.
  • Fill in the legal address indicating the zip code.
  • If the location address differs from the legal one, then register the actual address of the company.
  • For dedicated divisions of the company, without their own legal address, fill in the actual location address.
  • Fill in the OKPO code for separate divisions.

On the second sheet of the form, fill in the product release data:

  • Indicate the name of the manufactured product.
  • Enter units of measurement for products.
  • Select the product code from the OKEI directory.
  • Fill in data on manufactured products based on the All-Russian Product Classifier (OKPD2). The classifier and list of nomenclature can be found on the official website of Rosstat.
  • Fill in the data in the columns: “reporting month”, “previous month”.
  • Fill in the position of the person responsible for preparing the report.
  • Indicate a contact telephone number, email address, and indicate the date the report was completed.

The separation line (marked “for individual entrepreneur’s reporting”) is not taken into account - this information is for Rosstat employees.

The report contains data on products manufactured by the company from its own or customer-supplied raw materials. If the product is not sold and was used within the company, data on it must be reflected in the form.

The cost of manufactured products is reflected at actual costs. Finished products made from customer-supplied raw materials include total manufacturing costs.

​Form “Information on production of products by a small enterprise”

Small enterprises, regardless of the number of employees (except for microenterprises), as well as individual entrepreneurs with a staff of 16 to 100 people, which are engaged in mining, manufacturing, production and distribution of electricity, gas and steam, logging or fishing must submit information to their territorial body Rosstat on a monthly basis on the production of products by a small enterprise. We will tell you about the instructions for filling out the PM-prom form in our consultation.

Form No. PM-prom, as well as instructions for filling it out, were approved by Rosstat Order No. 414 dated August 11, 2016 (Appendix No. 13).

But don’t worry, the report for the 4th quarter of 2022 submitted recently will not have to be double-checked or corrected. New instructions were introduced from the period January-March 2022, as well as a new PM form, the form of which for the 1st quarter (due date - May 3) must be found in Rosstat order No. 541 dated 08/21/2017. In fact, the instructions were updated for it.

Who should take PM-prom

The form is submitted by both legal entities and entrepreneurs, if they belong to small businesses. The respondents include the following areas of activity:

  • extractive industries;
  • manufacturing industries
  • production or supply of electrical energy, steam and gas;
  • logging;
  • fishing.

Companies that are temporarily out of business or undergoing bankruptcy proceedings submit the form in accordance with the general procedure.

Micro-enterprises are exempt from submitting this statistical report. These include any business entity that has no more than 15 working employees and receives a turnover of no more than 120 million rubles per year. If these figures are higher, for example 16 people and 121 million in revenue, individual entrepreneurs and companies must submit a report in the standard manner.

Please note that when passing PM-industry, the standard selective delivery procedure for small enterprises applies. That is, only companies included in the Rosstat sample are required to submit it. If you did not receive a notification, check the department's website about your obligation to submit the form.

PM-prom deadlines

The form is submitted monthly. In 2022, this must be done on the fourth working day after the end of each month. So, for January - until February 6, for February - March 5, and so on.

In connection with the decree of the President of the Russian Federation on uniform non-working days, Rosstat exempted all small enterprises from submitting forms during this period. The exception was small businesses that were included in the sample and continued to operate as usual or remotely.

You need to submit the report to the territorial office of Rosstat at the place of your location or where you actually conduct your business, if they do not coincide. If a legal entity has separate divisions, it is additionally necessary to fill out this form for each of them and for the legal entity itself without taking into account the divisions.

Responsibility for failure to submit PM-prom

For failure to submit, late delivery or indication of incorrect data in the report, organizations and individual entrepreneurs bear administrative responsibility. The fine for officials and individual entrepreneurs ranges from 10 to 20 thousand rubles, and for legal entities - from 20 to 70 thousand rubles.

For repeated violations, fines increase. Thus, officials will be liable in the amount of 30–50 thousand rubles, and legal entities - 100–150 thousand rubles.

At the same time, due to the unfavorable epidemiological situation, Rosstat introduced relaxations. Thus, in May 2022, the measures provided for in Article 13.19 of the Code of the Russian Federation on Administrative Offenses are not applied. This is due to the continued high alert regime in a number of regions of Russia.

What information is needed to fill out the PM-prom?

Basic information on the form is presented in the form of a small table; it includes the names of goods, works and services that the organization produced during the month. As well as their total volumes in the reporting and previous periods.

To reflect products in the form, it does not matter what raw materials it is made from: our own or customer-supplied. Likewise, it doesn't matter what you plan to do with these products in the future. It can be sold, issued to employees as wages, included in fixed assets or current assets, or used for your own needs - in any case, it is reflected in the report.

Data on the finished products of the enterprise are reflected in account 43. The balance sheet for this account will help in filling out the report.

In what order should I generate the report?

Order No. 414 of Rosstat dated August 11, 2016 approved instructions for filling out the PM-prom form. Actually, these instructions are instructions for filling out the report. Here are just some of the official instructions for filling it out. So, for example, the instructions say the following:

  • Legal entities and individuals enter the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat.
  • Bankrupt organizations that have entered bankruptcy proceedings are not exempt from providing information on the federal statistical observation form. Only after the arbitration court has issued a ruling on the completion of bankruptcy proceedings in relation to the organization and an entry on its liquidation has been made in the unified state register of legal entities (clause 3 of Article 149 of the Federal Law of October 26, 2002 No. 127-FZ “On Insolvency (Bankruptcy)”) The debtor organization is considered liquidated and is exempt from providing information.
  • The address part of the form indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then its short name in brackets. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs. An individual entrepreneur indicates his last name, first name, and patronymic.
  • The line “Postal address” indicates the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual location of the respondent (postal address) is indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated. An individual entrepreneur indicates a postal address.
  • On the free lines, information is indicated for each type of product produced in accordance with the All-Russian Classifier of Products by Type of Economic Activities (OKPD2).
  • The list (nomenclature) of types of products (indicating units of measurement and their codes according to the All-Russian Classifier of Units of Measurement OK 015-94 (OKEY) for which data should be provided can be obtained from state statistics bodies or on the Rosstat website (www.gks.ru ) under the headings: Home/ Entrepreneurship/ Industrial production.
  • Data on the production of specific types of products includes products produced by a small enterprise (regardless of the type of primary activity) both from its own raw materials and materials, and from unpaid raw materials and materials of the customer (toller), intended for sale to other legal entities and individuals, its capital construction and its divisions, included in fixed assets or current assets, issued to its employees as payment for labor, and also spent on its own production needs.
  • For types of products accounted for in monetary terms, data are provided at actual production costs (or at accounting prices). If the specified products are made from raw materials supplied by customers, then data on their production are given at full cost, including the cost of raw materials supplied by customers.

You can also fill out the PM-prom form in 2022 and fill out the report according to the officially approved procedure. It is worth noting that the procedure for filling out a report for statistics is not described in much detail and, perhaps, someone will remain dissatisfied with this. However, it is what it is. This is an official document approved by Rosstat Order No. 414 dated August 11, 2016.

How to fill out the PM-prom form

The form includes a title page and a tabular section with basic information about production.

Title page

Fill out the title page in the standard manner - indicate the reporting month and your data:

  • for organizations - full and abbreviated name and legal address;
  • for separate divisions - the name of the division and the legal entity to which it belongs. If there is no legal address, then a postal address is indicated;
  • for individual entrepreneurs - full name and postal address.

Main part

Filling out the main part begins with indicating the name of the product manufactured. It must be entered in accordance with the All-Russian Classifier of Products by Type of Economic Activities (OKPD2). For example, freshwater fish fry have the code 03.22.40.130.

Information in the form can be entered both in value terms and in physical terms - tons, pieces, etc. Fill out the units of measurement in accordance with the All-Russian Classifier of Units of Measurement OK 015-94 (OKEY). For example, the OKEI code for a ton is 168, and the code for a thousand rubles is 384.

Information on which unit of measurement a particular type of product should be taken into account is given in the List, which can be obtained from the FSGS body or on its official website.

If you indicate data for products in the form of cost, then follow the rule of reflection in the report:

  • The products are made from our own materials and raw materials - show them in the report at the actual cost of production or the accounting price;
  • The products are made from raw materials supplied by customers - show them at full cost, including raw materials supplied by customers.

Fill in the data on the actual products produced based on the results of the reporting month and the month preceding it.

Finally, indicate the official who is responsible for submitting the report, his full name, position, telephone number and email. This is necessary so that the inspector can contact him if questions arise. Sign the report.

You don’t need a tear-off line “for individual entrepreneur reporting.” Rosstat uses it in internal procedures and tears off this part when receiving the report - this ensures depersonalization of reporting.

Also remember that this statistical form must be generated in the form of separate documents both for the head division of the legal entity and for all separate ones.

How to prepare the form and where to fill out the report?

In the form under consideration, the following are indicated sequentially:

  1. Reporting period (month, year).
  2. Information about the business entity:
  • Name;
  • OKPO code (identifier of a separate unit).
  1. Information about manufactured products:
  • Name;
  • unit of measurement according to OKEI, its name;
  • product code according to OKPD2;
  • quantity (cost, cost) of products produced in each of two periods - the reporting month and the month preceding it.

The responsible person puts the date of completion on the document, indicates the email address and telephone number, and certifies the report with his signature.

You can ignore the presence of tear lines (marked “for IP reporting”). They are used by Rosstat as part of internal procedures for ensuring the confidentiality of information processing: having received the report, an employee of the department tears off the part that contains the personal data of the individual entrepreneur as an individual. Thus, the depersonalization of statistical reporting is ensured.

Sample filling

Let's look at filling out a report using an example. Dobronravov LLC produced 10,000 cubic meters of softwood lumber in May 2020. In accordance with OKPD 2, lumber from various types of coniferous trees corresponds to code 16.10.10.110.

They must be measured in cubic meters. The OKEI code for this unit of measurement is 113.

Last month, Dobronravov LLC produced 14,000 m3 of this material. Thus, the indicators in the table will look like this:
